Adjourn Open Meeting 2 ===== PDF PAGE 3 ===== October 5, 2026 The Honorable Park Board President West Chicago Park District West Chicago, Illinois We  have  audited  the  financial  statements  of  the  governmental  activities,  each  major  fund,  and  the  aggregate remaining fund information of the West Chicago Park District (the District), Illinois for the year ended April 30, 2026.  Professional  standards  require  that  we  provide  you  with  information  about  our  responsibilities  under generally  accepted  auditing  standards  (and,  if  applicable,  Government Auditing Standards  and  the  Uniform Guidance),  as  well  as  certain  information  related  to  the  planned  scope  and  timing  of  our  audit.  We  have communicated  such  information  to  you  in  our  engagement  letter.  Professional  standards  also  require  that  we communicate to you the following information related to our audit. Significant Audit Findings Qualitative Aspects of Accounting Practices Management is responsible for the selection and use of appropriate accounting policies. The significant accounting policies used by the District are described in the Note 1 to the financial statements. No new accounting policies were adopted and the application of existing policies was not changed during the year ended April 30, 2026. We noted no transactions entered into by the District during the year for which there is a lack of authoritative guidance or consensus. All significant transactions have been recognized in the financial statements in the proper period. Accounting estimates are an integral part of the financial statements prepared by management and are based on management’s  knowledge  and  experience  about  past  and  current  events  and  assumptions  about  future  events. Certain accounting estimates are particularly sensitive because of their significance to the financial statements and because of the possibility that future events affecting them may differ significantly from those expected. The most sensitive estimates affecting the governmental financial statements are noted below. Management’s estimates of the: • Depreciation expense on capital assets is based on estimated useful lives of the underlying capital assets • Net pension related accounts are based on estimated assumptions used by the actuary • Total OPEB related accounts are based on estimated assumptions used by the actuary We  evaluated  the  key  factors  and  assumptions  used  to  develop  the  above  estimates  in  determining  that  it  is reasonable in relation to the financial statements taken as a whole. 3 ===== PDF PAGE 4 ===== West Chicago Park District, Illinois October 5, 2026 Page 2 Significant Audit Findings - Continued Qualitative Aspects of Accounting Practices - Continued The financial statement disclosures are neutral, consistent, and clear. Difficulties Encountered in Performing the Audit We encountered no significant difficulties in dealing with management in performing and completing our audit. Corrected and Uncorrected Misstatements Professional  standards  require  us  to  accumulate  all  known  and  likely  misstatements  identified  during  the  audit, other  than  those  that  are  clearly  trivial,  and  communicate  them  to  the  appropriate  level  of  management.  Any material misstatements detected as a result of audit procedures were corrected by management. Disagreements with Management For purposes of this letter, a disagreement with management is a financial accounting, reporting, or auditing matter, whether or not resolved to our satisfaction, that could be significant to the financial statements or the auditor’s report. We are pleased to report that no such disagreements arose during the course of our audit. Management Representations We have requested certain representations from management that are included in the management representation letter dated October 5, 2026. Management Consultations with Other Independent Accountants In some cases, management may decide to consult with other accountants about auditing and accounting matters, similar to obtaining a “second opinion” on certain situations. If a consultation involves application of an accounting principle  to  the  District’s  financial  statements  or  a  determination  of  the  type  of  auditor’s  opinion  that  may  be expressed on those statements, our professional standards require the consulting accountant to check with us to determine that the consultant has all the relevant facts. To our knowledge, there were no such consultations with other accountants. Other Audit Findings or Issues We generally discuss a variety of matters, including the application of accounting principles and auditing standards, with management each year prior to retention as the District’s auditors. However, these discussions occurred in the normal course of our professional relationship and our responses were not a condition to our retention. 4 ===== PDF PAGE 5 ===== West Chicago Park District, Illinois October 5, 2026 Page 3 Other Matters We applied certain limited procedures to the required supplementary information (RSI), as listed in the table of contents,  that  supplements  the  basic  financial  statements.  Our  procedures  consisted  of  inquiries  of  management regarding  the  methods  of  preparing  the  information  and  comparing  the  information  for  consistency  with management’s responses to our inquiries, the basic financial statements, and other knowledge we obtained during our audit of the basic financial statements. We did not audit the RSI and do not express an opinion or provide any assurance on the RSI. We were engaged to report on the other supplementary information and supplemental schedules, as listed in the table of contents, which accompany the financial statements but are not RSI. With respect to this supplementary information, we made certain inquiries of management and evaluated the form, content, and methods of preparing the information to determine that the information complies with the accounting principles generally accepted in the United States of America, the method of preparing it has not changed from the prior period, and the information is appropriate  and  complete  in  relation  to  our  audit  of  the  financial  statements.  We  compared  and  reconciled  the supplementary information to the underlying accounting records used to prepare the financial statements or to the financial statements themselves. Restrictions on Use This information is intended solely for the use of the Board of Commissioners and management of the District and is not intended to be, and should not be, used by anyone other than these specified parties. We wish to express our gratitude to the Board of Commissioners and staff (in particular the Finance Department) of the West Chicago Park District, Illinois for their valuable cooperation throughout the audit engagement. These events provided an opportunity to celebrate the new spaces with community members. The Park District partnered with Educare West DuPage for Pioneer’s event, and their students served as our official “playground testers!” I also want to acknowledge the Park Foundation’s efforts in fundraising for the Memorial/Sensory Garden. In addition to volunteering at Park District events and hosting smaller fundraisers, such as the Great Turtle Race, the Memorial/Sensory Garden was the Foundation’s first large-scale fundraising project. Their fundraising efforts played an important role in bringing the project to completion and supporting our parks and community. We received positve news and are excited to announce that our bond rating has improved from A+ with a positive outlook to AA- with a positive outlook. This upgrade reflects the continued strength of our financial position and management. The improved rating is a significant achievement and reinforces our credit profile and long- term financial stability. We are working with District 94 on an intergovernmental agreement focused on shared use of recreational facilities. This includes the school district’s use of Pioneer Park and Kress Creek Farms Park along with the Park District’s use of their swimming pool. Once completed, we will bring this to the Board for approval. My term on the WeGo-Together for Kids Board is coming to an end this fall. It was a great experience, but I’ve decided not to continue for another term. I will remain active in the community through Rotary Club, Lions Club, Educare West DuPage Board, Healthy West Chicago Board & the Fire Department’s Community Task Force. Simpson Strong- Tie from West Chicago previosuly reached out to donate a pergola as a community give-back initiaive. Unfortunately, due to the desired location for the pergola, the project ultimately did not work out, but we appreciated the opportunity and encouraged them to reach out again in the future. Mike and I are exploring an additional solar panel/ grid opportunity near Zone 250. A 5MW system would be placed near the old gun club, which would store energy and generate income for the District, with a projection of about $62k per year. The proposal is currently being reviewed by ComEd. After this, we will meet again to see if the project is something we will bring to the board for consideration. On a similar note, DuPage County Stormwater Management contiues to inspect the native vegetation in our current solar panel area. Attached is a letter to Blue Path. 33 ===== PDF PAGE 34 ===== Gergana, Noelia, and I are looking at health insurance options for 2027. With the rising cost of insurance, districts are feeling the impact and are evaluating different approaches to how premiums are shared between employers and employees. Some districts use a sliding scale based on position, while others have different contribution percentages for HMO and PPO, or offer incentives for employees who opt out of coverage. For the current year, employees contribute 10%, while the District contributes 90% for both HMO and PPO plans. Vision and dental were previously 100% covered by the District; beginning last year, employees contributed 3% while the District contributes 97%. Since these benefits had historically been fully covered, this change allowed us to better understand utilization and how many employees were actively using the benefits versus electing coverage because there was no employee cost. Employees also have the option to opt out of medical coverage and/or dental/ vision coverage (combined). Staff volunteered at the President’s Cup to help raise funds for the Parks Foundation. Their participation helped support the memorial/sensory garden. It was a great experience and everyone enjoyed their day. Once we know the funds raised, we’ll keep the Board posted! We were able to connect with Wayne Township to discuss the proposed Klein Road bike path in more detail. This path would require an easement through Meadow Woods Park. I believe this path would improve connectivity and recreational opportunities in the area. For discussion and approval tonight is a letter requesting that the Park District agrees that no adverse effects are occurring to public recreational properties owned and maintained by the Park District as a result of the proposed construction of this path. I received an email inquiring about adding a park to an unincorporated neighborhood in West Chicago- north of Rt64 and west of Rt59. While this area is not within the Park District’s boundaries and we are not actively pursuing this as a possibility at this time, I wanted to make you aware of the request should the topic come up in future discussions or requests. The annual IPRA Conference registration recently opened. This will take place from Thursday, January 28-Saturday, January 30. Early bird registration goes through December 18th. Please let me know before then if you would like to attend so I can get you registered. The purpose of these inspections is to monitor the establishment of the native vegetation and the overall success of enhancement areas. When the performance standards have been met the security related to the native plantings may be returned. The owner is responsible for all enhancement measures until the performance standards have been met and sign-off has been obtained. Based on this inspection, please find the following comments and recommendations: 1. As a reminder, annual monitoring reports are due January 31st of each year. Please provide a copy of the annual monitoring report, once it has been completed. 2. The majority of the areas planted with native vegetation was mowed at the time of inspection. These areas are intended to be a native plant community to replace buffer functions from the placement of solar panel panels within the floodplain. Mowing must cease and vegetation management should be continued to ensure future performance standards are met. 3. SWM will re-inspect the natural enhancement area during the 2027 growing season. 4. Please be advised, this is the fifth notification of non-compliance for this permit. Please notify our office in writing as to what steps are being taken to bring this site into compliance with the DuPage County Countywide Stormwater and Flood Plain Ordinance and the Stormwater Management Permit. Staff are busy preparing for Boo Bash on Friday, October 16th and Spooky Trail, which will run from Thursday, October 22nd through Saturday, October 24th. Not-So-Spooky Trail will be returning on Thursday, October 22nd, which will give younger participants the opportunity to walk through the haunted woods before dark. This non-scare trail will feature friendly actors and a trick-or-treat path. Practices and games for the Youth Soccer League began in early-September and will continue through mid-October. A total of 14 participants are enrolled in this co-ed league, which takes place at Cornerstone Lakes Park. In addition, we have continued to see steady enrollment in our instructional Soccer Shots program, with 13 participants enrolled across two levels. In partnership with West Chicago Elementary District 33, the Park District provided childcare during D33’s Curriculum Nights, held Tuesday, September 8th through Thursday, September 10th, allowing parents to attend sessions and meet with their child’s teacher uninterrupted. The program was modeled after our Parents’ Night Out program and took place at Zone250. Current Memberships: 1,171 (Individual: 310; Senior: 25; Youth: 4; Track: 87; Medicare: 322; Corporate: 80; Other: 343) This month’s fitness challenge, “September Shred”, encouraged members to collectively burn 100,000 calories throughout the month. A progress tracker displayed on the member information board helped build engagement and excitement as members worked together toward a shared goal. During the month of September, the ARC Center hosted 20 birthday parties and 12 event room rentals, generating $5,508 and $9,626 in revenue, respectively. Outdoors, 74 field rentals generated an additional $4,955 in revenue. Noelia Frias and I have been working with our Risk Management Consultant from PDRMA to complete our annual risk management review. This review evaluates multiple areas of Park District operations and provides recommendations for minimizing risk and enhancing safety throughout the District. We will meet with our Risk Management Consultant again in mid-October to finalize this year’s review process and anticipate receiving our results and final 2026 rating in November. Marketing Department staff have been busy preparing the Winter Program Guide, which will be distributed to West Chicago households during the last week in October. This year’s Winter Program Guide has been reduced from 28 pages to 20 pages, resulting in approximately $1,400 in printing cost savings. Program guides for spring, summer, and fall will remain at 28 pages to accommodate additional content. 36 ===== PDF PAGE 37 ===== A new video announcing the future soccer fields at Kress Creek Farms Park was launched on our social media platforms and generated significant engagement from community members. As of the time of this report, the video had received more than 22,000 views and 2,200 reactions in addition to 30 new followers on our Facebook page. 37 ===== PDF PAGE 38 ===== To: Board of Commissioners From: Michael Gasparini Subject: Superintendent of Parks Date: October 13th, 2026 The new playground at Pioneer Park replaced equipment that was nearly 20years old. Nearby families have shown considerable interest, and staff have observed more patrons using the playground since its installation. The new fitness equipment is scheduled for installation later this year, weather permitting. If conditions prevent installation, the work will move to early 2027. These improvements are giving Pioneer Park a welcome facelift. Kevin has taken full responsibility for flower planting and has brought a thoughtful eye to the park’s appearance. He planted mums at all park signs and along the edges of the raised beds near the Turtle Splash parking lot, adding fall color throughout Reed Keppler Park. He will also enhance the arbor near the ARC Center entrance. His attention to placement and presentation has made a noticeable difference in the park. The Memorial Garden at the north end of Reed Keppler Park celebrated its grand opening on September 26th. Danny Fahlgren handcrafted the case surrounding the plaque, and his craftsmanship added a special touch to the garden. Additional plants were installed, along with a chalk holder box for easy access for children to use while coloring butterfly stencils or drawing on the concrete. A new swing bench with wings that move as visitors swing is expected to be installed near the garden. Further planting and completion of the remaining small items will help the garden fill in next year. The final walkthrough at Turtle Splash identified items to address during the offseason. Although several larger expenses are anticipated, our maintenance team can complete most of the work in-house throughout the offseason. We are preparing to bid tree pruning for the dormant months. The planned work will address trees identified for priority and hazard pruning throughout the parks, with additional emphasis on finishing pruning at Reed Keppler Park and completing pruning at Pioneer Park. Contracted work will focus on trees greater than 12 inches in diameter at breast height (DBH), leaving smaller trees for our staff to prune in-house. In September, maintenance staff replaced the wood planking on the Cornerstone bridge. Before work began, a contracted bridge engineer inspected the supporting frame and provided a stamped assessment confirming it was in good condition. Staff then proceeded with the deck replacement. Although the existing planking remained generally sturdy, scattered areas of rot had created holes that were becoming a concern for pedestrians. The third and fourth trains for the Full Steam Ahead project were placed at the Library and FNBC Bank. These permanent installations sit on concrete pads, rather than the lumber bases used for the temporary trains. Parks Department staff are also assisting with installation of the Read and Roll signs in front of Educare on Forest Avenue near Pioneer Park. We appreciate the opportunity to support these community partnerships. The Hampton Hills pathway behind the homes was replaced and widened slightly to accommodate vehicle access. A new path was also installed to the Turtle Pavilion to provide an accessible route to the pavilion. Maintenance staff have begun replacing split rail fencing and have completed the stretch along Joliet Street. Remaining work includes Wilson Road, several locations at Pioneer, Prestonfield, and Cornerstone parks, and the area around the caboose at the ARC Center. Staff will continue as conditions allow, with the goal of completing the work before the ground freezes. 38 ===== PDF PAGE 39 ===== To: Board of Commissioners From: Gergana Minchev, Superintendent of Finance Date: October 06, 2026 Re: Finance, Human Resources, and Safety Monthly Report August 2026 Financials: Enclosed with the Board Report is the All-Funds Financial Report for the month of August 2026, for your review. In recap of the major operating funds for the first three months of the fiscal year, both the Corporate and Recreation Funds maintained their position as in the month of July showing a surplus of $448,925 and $233,598 respectively. The presented surplus is not cumulative for the overall funds net position where reserves must also be considered. Instead, it represents the park district’s operations results for the four months of the fiscal year alone. Compared to last year, the Corporate Fund shows net surplus increase of 33%. Received property taxes are in big part a reason for the higher result. While with surplus for the four months of this fiscal year, compared to last year, the Recreation Fund the decrease in net surplus compared to the same period last year is over 50%. Property Taxes Levy for the Recreation fund is less for this year. Repairs and Maintenance of Facilities, Supplies and Materials, and overall pool operations are the also factors for the compared results. Finance Department Highlights: As mentioned in the previous board report, as part of its routine surveillance process, the credit rating agency S & P Global Ratings completed the Park District’s review process. I am happy to inform the commissioners of the board that S&P Global Ratings raised the park district’s Unlimited-Tax and Limited-Tax GO Bond Ratings to 'AA-' with stable outlook on Improved Finances. The upgrade reflects the district’s positive financial performance and maintenance of robust reserve balances in line with those of higher-rated peers. This is great accomplishment and true testament on the effective financial trajectory that the park districts followed in the last couple of years. The raised rating will benefit the park district in its future bond issuances, giving the opportunity to negotiate lower rates. The S&P report is included with the board report for commissioner’s review. Finalized at this point is the Park District Annual Financial Audit Report. Brief recap shows the district improvements in better monitoring expenses to budget, no negative fund balances, and overall healthy reserve fund balances in line with adopted fund balance policy. Client Communications Letter is included with the board packet, and the Audit Report will be made available prior to the board meeting. Brad Poter from Lauterbach & Amen LLP will be presenting the audit results in more detail at the board meeting. 39 ===== PDF PAGE 40 ===== PDRMA (Park District Risk Management Association) held its Health Program Council on September 23, 2026, where the 2027 Health Insurance rates were approved showing 15.9% increase for the PPO and 7.9% increase for the HMO Health Plans. Increasing also are the Dental, Vision and Life coverage rates. Director Radun, Superintendent Minchev, and HR Manager Frias are meeting to determine next year’s strategy in offering benefits that best fit in with the park district’s budget. Included with the board report is Board Members Information – 2027 provided by the PDRMA Health Program. Superintendent Minchev attended the annual IGFOA (Illinois Government Finance Officers Association) this year held from September 28 through September 30, 2026, in Normal, IL. The conference provided great sessions. Human Resources News and Statistics: Earlier in the summer the park district extended its contract with Paylocity for its Payroll and Human Resources needs. The extended contact came with rate per employee freeze for the next two years, which will provide cost saving for the district. With the extended contract, the park district will also be adding an additional module – Recruiting to its account. The new module will provide greater efficiency, and it will be more in line with current recruitment practices where job applicants will have the ability to submit applications electronically. The new module will also ease the supervisors in the applicants’ screening and interview scheduling process. The initial implementation call is scheduled for October 15, 2026. June Service Anniversaries: The district recognizes the following employees for their service milestones: Garcia, Anahi – 1 Year Hernandez, Emily – 1 Year Lopez, Jaqueline – 1 Year Matonis, James – 1 Year Nelson, Bailey – 1 Year Sanchez, Kimberly – 1 Year The park district’s Accounting Specialist, Sarah Schwerdner also celebrated her 1-year anniversary with the park district on September 2nd. Research Update: West Chicago Park District, IL Unlimited-Tax And Limited-Tax GO Bond Ratings Raised To 'AA-' On Improved Finances October 2, 2026 Overview • S&P Global Ratings raised its underlying rating (SPUR) on West Chicago Park District, Illinois' unlimited-tax and limited-tax general obligation (GO) bonds to ‘AA-‘ from ‘A+’. • The outlook is stable. • The upgrade reflects our view of the district’s positive financial performance and maintenance of robust reserve balances in line with those of higher-rated peers. Rationale Security The district’s existing alternate revenue source (ARS) bonds are secured by a pledge to issue annual short-term GO bonds paid from the debt service extension base (DSEB) and, to the extent that pledged revenues are insufficient, by unlimited ad valorem taxes. The property taxes are levied automatically each year, unless the district abates all or part of the levy based on pledged revenues projected to be available to pay debt service. We rate the ARS bonds on par with the district's GO debt, although this is an uncovered abatement, because liquidity has been sufficient and could cover debt service in the event the short-term bond sale is delayed. The GO limited-tax bonds are secured by the district's DSEB with an ad valorem tax levy unlimited as to rate but limited as to amount. We rate these bonds on par with the district’s general creditworthiness, as we believe the district’s resources are sufficiently fungible to support debt service without significant limitation. Credit highlights The upgrade reflects the district’s stable local economy, sound financial performance, and improved reserve position. Although management projects a modest 1.9% deficit for fiscal 2026 based on unaudited actual results, we expect the district will maintain overall positive financial performance in the future. Further upward pressure is limited given the district’s elevated debt profile, with high carrying charges relative to peers. All rights reserved. No reprint or dissemination without S&P Global Ratings permission. See terms of use/disclaimer on last page. The rating further reflects our view of the district’s: • Strong economic base, with good access to the Chicago metropolitan area. We note weak per capita incomes relative to the county and national average as a credit weakness in our assessment of the local economy. Long-term local population trends show a material decline, which we have incorporated in our assessment of the local economy. • Stable operating profile and historical trend of positive performance. Although the district budgeted for a deficit of $544,000 (10.4% of general fund revenues) in fiscal 2026, unaudited actual results show a reduced deficit of $100,000 (1.9%). The district adopted a $273,000 (5.2%) deficit budget in fiscal 2027 (year-end April 30). We expect that management’s conservative assumptions will continue to support positive performance relative to the budget and believe that the district will maintain overall positive operations despite this spenddown linked to the adoption of its new reserve policy of a minimum of 25% of expenditures in its general, recreation, and special recreation funds. • Healthy fund balances and liquidity. Reserves are above amounts that we consider nominally low and comparable with those of peers nominally and as a percentage of revenues. Management has no plans to draw down reserves beyond the 2027 budget. • Sound financial management policies and practices, highlighted by realistic and conservative budgetary assumptions, monthly reporting of budget-to-actual performance to the board, an annually updated long-term capital improvement plan, and formal policies governing reserves and investment management. The district lacks a formal debt management policy and long- term financial forecasting. We view cyber risk-mitigation measures as consistent with credit fundamentals. • Elevated debt and liabilities burden, with debt service carrying charges that are higher than those of similarly rated peers. Management has no plans to issue additional debt beyond its annual rollover bonds. We do not consider pensions to be a source of credit pressure as the district participates in the well-funded Illinois Municipal Retirement Fund. Management has no plans to issue further debt in the near term. • There is enhanced transparency given the district’s use of generally accepted accounting principles The district is subject to the Illinois Property Tax Extension Limitation Law and is subject to rate caps for certain of its operating levies, but is not subject to rate caps for any of its debt service levies, although its limited bonds are subject to its DSEB limitation. For more information on our institutional framework assessment for Illinois park districts, see "Institutional Framework Assessment: Illinois Local Governments," Sept. 10, 2024. • Although physical risks are relevant for the local government sector, we consider West Chicago Park District's exposure to natural hazards, including drought and extreme heat, average compared with that of national peers, and therefore not a material factor in our credit analysis. Outlook The stable outlook reflects our expectation that the district will maintain stable operations and reserves in line with its formal policy and near current levels. Downside scenario We could lower the rating if the district cannot maintain structural balance, leading to a material deterioration in reserves to levels below those of peers. 43 ===== PDF PAGE 44 ===== West Chicago Park District, IL Unlimited-Tax And Limited-Tax GO Bond Ratings Raised To 'AA-' On Improved Finances spglobal.com/ratings October 2, 2026 3 S&P Global Ratings. Upside scenario We could raise the rating if the district’s economic profile, particularly as reflected in local incomes, improves and its debt burden moderates. The maturities similarly reflect our opinion about the creditworthiness of the U.S. Public Finance obligor's legal pledge for payment of the financial obligation. Nevertheless, these maturities may have different credit ratings than the rating presented next to the ASID depending on whether or not additional legal pledge(s) support the specific maturity's payment obligation, such as credit enhancement, as a result of defeasance, or other factors. A large percentage of each dollar of a Health Program member’s contribution goes toward claim-related costs – nearly 95 percent – and the remainder covers administrative expenses. Below is a visual representation of how the Health Program uses each dollar. Medical Trend Expectations Actuaries use medical trend to predict increases in the cost of medical care and prescription drugs. Projected medical trend continues to increase significantly every year due to many factors, primarily claims-related costs. Pricewaterhouse Coopers’ annual survey of actuaries nationwide indicates an estimated 9.0-percent increase in medical trend for 2027. 47 ===== PDF PAGE 48 ===== PDRMA Health Program: Board Member Information - 2027 Page | 2 Cost Control PDRMA’s goal is to keep annual rate increases as low as possible, and we continually review plan design options and cost control strategies to meet our goal. This year, we talked with members in three Zoom meetings in June to get their feedback on potential plan and program changes that would help offset rate increases. Subsequently, the Health Benefits Committee and PDRMA Board of Directors made recommendations to the Health Program Council for changes that helped lower our rate increases. Enrollment Stability Over the last 20 years, the Health Program has experienced a steady increase in medical plan enrollment numbers as well as member growth, now with 86 member agencies and maintaining approximately 2,000 enrolled employees since 2011. An individual agency leaving or joining does not dramatically impact the number of lives covered by the risk pool, as demonstrated between 2011 and 2026. 48 ===== PDF PAGE 49 ===== PDRMA Health Program: Board Member Information - 2027 Page | 3 Benefits of PDRMA Risk Pooling • PDRMA Health members benefit from being part of the pool, with more than 4,300 employee- and dependent-covered lives, and multiple-year rate increases lower than medical plan trend. • We keep our administrative costs as low as possible, ensuring any rate increases, like in 2027, are due to rising claim costs, which currently account for 94.8 percent of our plan costs. Your agency’s PDRMA Health Program membership term is a three-year commitment to the other members in the program. Your agency can terminate its membership either by giving a 120-day notice prior to the end of its three-year term or a 12-month notice at any time. 49 ===== PDF PAGE 50 ===== AUGUST 31, 2026 REVENUE AND EXPENSE STATEMENT West Chicago Park District Current Month YTD 26-27 Budget 26-27 YTD 25-26 Amended Budget 25-26 10 - Corporate Fund Revenues 10-10-411000 Tax Rev - Current Real Estate $12,863.17 $862,997.47 $1,578,932.00 $766,160.64 $1,401,237.00 10-10-412000 Tax Rev - Non-Current Real Est $0.00 $178.24 $0.00 $54.82 $0.00 10-10-414000 Tax Rev - Replacement Tax $9,177.19 $92,418.07 $179,200.00 $115,173.14 $272,000.00 10-10-430000 Interest from Investments $5,355.26 $17,157.54 $47,000.00 $14,652.18 $49,000.00 10-10-454000 Grants $0.00 $0.00 $80,000.00 $1,109.25 $67,482.00 10-10-472000 Fund Transfer Receipts $0.00 $0.00 $0.00 $0.00 $100,000.00 10-10-482000 Revenue - Fuel Reimbursement $4,450.28 $9,764.06 $31,000.00 $8,269.40 $31,000.00 10-10-485000 Revenue - Miscellaneous $0.00 $0.00 $4,000.00 $1,198.28 $2,000.00 Totals for Department(s) 10 - Administrative: $31,845.90 $982,515.38 $1,920,132.00 $906,617.71 $1,922,719.00 Total Revenues $31,845.90 $982,515.38 $1,920,132.00 $906,617.71 $1,922,719.00 Expenses 10-10-511000 Salaries/Wages-Full Time $13,693.10 $22,999.43 $195,000.00 $49,193.26 $185,000.00 10-10-521000 Cont/Ser - Attorney Fees $406.87 $542.49 $5,565.00 $726.26 $7,800.00 10-10-521100 Cont/Ser - Legal Publications $0.00 $48.30 $450.00 $50.60 $400.00 10-10-521200 Cont/Ser - Subscriptions $0.00 $0.00 $475.00 $0.00 $400.00 10-10-521300 Cont/Ser - Consultants $0.00 $0.00 $1,000.00 $0.00 $1,500.00 10-10-522000 Cont/Ser Rent Copier and Printers $682.07 $3,280.05 $10,500.00 $3,370.56 $9,500.00 10-10-522400 Cont/Ser Rent Shred Box $0.00 $0.00 $280.00 $55.00 $330.00 10-10-523000 Cont/Ser - IT Consultants $2,241.41 $8,750.14 $29,018.00 $8,723.35 $28,328.00 10-10-523100 Cont/Ser - Software Annu Maint $0.00 $14,738.80 $18,830.00 $13,963.71 $14,903.00 10-10-523500 Payroll Processing Fees $3,433.50 $15,010.11 $38,000.00 $12,870.00 $33,000.00 10-10-528500 Cont/Serv-Misc $0.00 $0.00 $1,000.00 $0.00 $1,000.00 10-10-531000 Supplies/Materials-Office $0.00 $78.91 $2,800.00 $593.79 $2,800.00 10-10-531600 Supplies-Finance $0.00 $809.77 $1,200.00 $126.51 $1,100.00 10-10-531700 HR Supplies & Subscriptions $144.12 $697.34 $3,350.00 $525.00 $2,350.00 10-10-541000 Utilities-Telephones $467.37 $1,769.98 $5,000.00 $1,359.66 $3,800.00 10-10-542000 Utilities-Water/Sewer $5,104.14 $5,696.82 $16,000.00 $5,753.18 $15,410.00 10-10-543000 Utilities-Electricity $336.92 $2,303.24 $8,000.00 $1,686.02 $5,500.00 10-10-544000 Utilities-Natural Gas $91.22 $292.46 $2,600.00 $303.48 $2,500.00 10-10-551000 Insurance Exp.-Health/Medical ($1,591.82) $51,587.91 $163,000.00 $46,257.33 $217,000.00 10-10-552000 Insurance Exp.-Life ($116.88) $61.44 $710.00 ($98.67) $620.00 10-10-581000 Spec. The District is authorized to prepare, and the Bond Registrar shall keep custody of, multiple Bond blanks executed by the District for use in the transfer and exchange of Bonds. Upon surrender for transfer of any Bond at the office maintained for such purpose by the Bond Registrar, duly endorsed by, or accompanied by a written instrument or instruments of transfer in form satisfactory to the Bond Registrar and duly executed by, the registered owner or his attorney duly authorized in writing, the District shall execute and the Bond Registrar shall authenticate, date and deliver in the name of the transferee or transferees a new fully registered Bond or Bonds of the same maturity of authorized denominations, for a like aggregate principal amount. Any fully registered Bond or Bonds may be exchanged at said office of the Bond Registrar for a like aggregate principal amount of Bond or Bonds of the same maturity of other authorized denominations. The execution by the District of any fully registered Bond shall constitute full and due authorization of such Bond and the Bond Registrar shall thereby be authorized to authenticate, date, and deliver such Bond, provided, however, the principal amount of outstanding Bonds of each maturity authenticated by the Bond Registrar shall not exceed the authorized principal amount of Bonds for such maturity less previous retirements. The Bond Registrar shall not be required to transfer or exchange any Bond during the period beginning at the close of business on the 1st day (whether or not a business day) of the calendar month of any interest payment date on such Bond and ending at the opening of business on such interest payment date, nor to transfer or exchange any Bond after notice calling such Bond for redemption has been mailed, nor during a period of fifteen (15) days next preceding mailing of a notice of redemption of any Bonds. 77 ===== PDF PAGE 78 ===== 51703805.4/163024.00004 - 7 - The person in whose name any Bond shall be registered shall be deemed and regarded as the absolute owner thereof for all purposes, and payment of the principal of or interest on any Bond shall be made only to or upon the order of the registered owner thereof or his legal representative. All such payments shall be valid and effectual to satisfy and discharge the liability upon such Bond to the extent of the sum or sums so paid. No service charge shall be made for any transfer or exchange of Bonds, but the District or the Bond Registrar may require payment of a sum sufficient to cover any tax or other governmental charge that may be imposed in connection with any transfer or exchange of Bonds, except in the case of the issuance of a Bond or Bonds for the unredeemed portion of a Bond surrendered for redemption. (b) Global Book-Entry System. The Bonds may be initially issued in the form of a separate single fully registered Bond for each of the maturities of the Bonds determined as described in Section 3 hereof. Upon initial issuance, the ownership of each such Bond shall be registered in the Bond Register in the name of Cede & Co., or any successor thereto (“Cede”), as nominee of The Depository Trust Company, New York, New York, and its successors and assigns (“DTC”). All of the outstanding Bonds shall be registered in the Bond Register in the name of Cede, as nominee of DTC, except as hereinafter provided. The President and Secretary of the Board, the chief administrative and executive officer and chief financial officer of the District and the Bond Registrar are each authorized to execute and deliver, on behalf of the District, such letters to or agreements with DTC as shall be necessary to effectuate such book-entry system (any such letter or agreement being referred to herein as the “Representation Letter”), which Representation Letter may provide for the payment of principal of or interest on the Bonds by wire transfer. 78 ===== PDF PAGE 79 ===== 51703805.4/163024.00004 - 8 - With respect to Bonds registered in the Bond Register in the name of Cede, as nominee of DTC, the District and the Bond Registrar shall have no responsibility or obligation to any broker-dealer, bank or other financial institution for which DTC holds Bonds from time to time as securities depository (each such broker-dealer, bank or other financial institution being referred to herein as a “DTC Participant”) or to any person on behalf of whom such a DTC Participant holds an interest in the Bonds. Without limiting the immediately preceding sentence, the District and the Bond Registrar shall have no responsibility or obligation with respect to (i) the accuracy of the records of DTC, Cede or any DTC Participant with respect to any ownership interest in the Bonds, (ii) the delivery to any DTC Participant or any other person, other than a registered owner of a Bond as shown in the Bond Register, of any notice with respect to the Bonds, including any notice of redemption, or (iii) the payment to any DTC Participant or any other person, other than a registered owner of a Bond as shown in the Bond Register, of any amount with respect to the principal of or interest on the Bonds. The District and the Bond Registrar may treat and consider the person in whose name each Bond is registered in the Bond Register as the holder and absolute owner of such Bond for the purpose of payment of principal and interest with respect to such Bond, for the purpose of giving notices of redemption and other matters with respect to such Bond, for the purpose of registering transfers with respect to such Bond, and for all other purposes whatsoever. The Bond Registrar shall pay all principal of and interest on the Bonds only to or upon the order of the respective registered owners of the Bonds, as shown in the Bond Register, or their respective attorneys duly authorized in writing, and all such payments shall be valid and effective to fully satisfy and discharge the District’s obligations with respect to payment of the principal of and interest on the Bonds to the extent of the sum or sums so paid. No person other than a registered owner of a Bond as shown in the Bond Register, shall receive a Bond evidencing 79 ===== PDF PAGE 80 ===== 51703805.4/163024.00004 - 9 - the obligation of the District to make payments of principal and interest with respect to any Bond. Upon delivery by DTC to the Bond Registrar of written notice to the effect that DTC has determined to substitute a new nominee in place of Cede, and subject to the provisions in Section 3 hereof with respect to the payment of interest to the registered owners of Bonds at the close of business on the 1st day (whether or not a business day) of the calendar month of the applicable interest payment date, the name “Cede” in this Ordinance shall refer to such new nominee of DTC. In the event that (i) the District determines that DTC is incapable of discharging its responsibilities described herein and in the Representation Letter, (ii) the agreement among the District, the Bond Registrar and DTC evidenced by the Representation Letter shall be terminated for any reason or (iii) the District determines that it is in the best interests of the beneficial owners of the Bonds that they be able to obtain certificated Bonds, the District shall notify DTC and DTC Participants of the availability through DTC of certificated Bonds and the Bonds shall no longer be restricted to being registered in the Bond Register in the name of Cede, as nominee of DTC. At that time, the District may determine that the Bonds shall be registered in the name of and deposited with such other depository operating a universal book-entry system, as may be acceptable to the District, or such depository’s agent or designee, and if the District does not select such alternate universal book-entry system, then the Bonds may be registered in whatever name or names registered owners of Bonds transferring or exchanging Bonds shall designate, in accordance with the provisions of Section 4(a) hereof. Notwithstanding any other provisions of this Ordinance to the contrary, so long as any Bond is registered in the name of Cede, as nominee of DTC, all payments with respect to principal of and interest on such Bond and all notices with respect to such Bond shall be made and given, respectively, in the name provided in the Representation Letter. 80 ===== PDF PAGE 81 ===== 51703805.4/163024.00004 - 10 - Section 5. Redemption. (a) Optional Redemption. Bonds due on and after the date, if any, specified in the Bond Order, shall be subject to redemption prior to maturity at the option of the District from any available funds, as a whole or in part, and if in part in integral multiples of $5,000 in any order of their maturity as determined by the District (less than all of the Bonds of a single maturity to be selected by the Bond Registrar), on the date specified in the Bond Order, and on any date thereafter, at the redemption price of par plus accrued interest to the date fixed for redemption, as provided in the Bond Order. (b) Mandatory Redemption. The Bonds maturing on the date or dates, if any, indicated in the Bond Order are subject to mandatory redemption, in integral multiples of $5,000 selected by lot by the Bond Registrar, at a redemption price of par plus accrued interest to the redemption date on December 15 of the years, if any, and in the principal amounts, if any, as indicated in the Bond Order. The principal amounts of Bonds to be mandatory redeemed in each year may be reduced through the earlier optional redemption thereof, with any partial optional redemptions of such Bonds credited against future mandatory redemption requirements in such order of the mandatory redemption dates as the District may determine. In addition, on or prior to the 60th day preceding any mandatory redemption date, the Bond Registrar may, and if directed by the Board shall, purchase Bonds required to be retired on such mandatory redemption date. Any such Bonds so purchased shall be cancelled and the principal amount thereof shall be credited against the mandatory redemption required on such next mandatory redemption date. (c) General. The Bonds shall be redeemed only in the principal amount of $5,000 and integral multiples thereof. The District shall, at least forty-five (45) days prior to any optional redemption date (unless a shorter time period shall be satisfactory to the Bond Registrar) notify 81 ===== PDF PAGE 82 ===== 51703805.4/163024.00004 - 11 - the Bond Registrar of such redemption date and of the principal amount and maturity or maturities of Bonds to be redeemed. For purposes of any redemption of less than all of the outstanding Bonds of a single maturity, the particular Bonds or portions of Bonds to be redeemed shall be selected by lot by the Bond Registrar from the Bonds of such maturity by such method of lottery as the Bond Registrar shall deem fair and appropriate; provided that such lottery shall provide for the selection for redemption of Bonds or portions thereof so that any $5,000 Bond or $5,000 portion of a Bond shall be as likely to be called for redemption as any other such $5,000 Bond or $5,000 portion. The Bond Registrar shall make such selection upon the earlier of the irrevocable deposit of funds with an escrow agent sufficient to pay the redemption price of the Bonds to be redeemed or the time of the giving of official notice of redemption. The Bond Registrar shall promptly notify the District in writing of the Bonds or portions of Bonds selected for redemption and, in the case of any Bond selected for partial redemption, the principal amount thereof to be redeemed. Section 6. Redemption Procedure. Unless waived by any holder of Bonds (“Bondholder” or “Bondholders,” as applicable) to be redeemed, notice of the call for any such redemption shall be given by the Bond Registrar on behalf of the District by mailing the redemption notice by first class mail at least thirty (30) days and not more than sixty (60) days prior to the date fixed for redemption to the registered owner of the Bond or Bonds to be redeemed at the address shown on the Bond Register or at such other address as is furnished in writing by such registered owner to the Bond Registrar. National St. West Chicago, IL 60185 RE: Contractor Interview Turtle Splash Water Park Outdoor Pool Filter Renovation WA Project No.: 2026-033 Dear Ms. Radun: Williams Architects was informed on Tuesday September 8th, 2026 that the apparent low bidder, Crossroad Construction Inc. had withdrawn from the project. The second low bid was from Stuckey Construction Company Inc. based out of Waukegan, Illinois. On Monday September 14th, 2026 I spoke at length to Paul Stuckey, the President of Stuckey Construction. Mr. Stuckey is comfortable with his bid numbers and is confident the project can be completed in the timeframe provided, if not sooner. Stuckey Construction Company Inc. has completed numerous similar projects (pool filter replacements) in size and scope, averaging 3 or 4 filter replacement projects per year. Williams Architects has completed numerous projects with Stuckey Construction, as well as several jobs that are currently under construction. I spoke with three colleagues regarding their experiences. Andreas Symeonides, Associate Principal, commented that “Stuckey was reliable, stayed on schedule, and was very easy to work with on any issues that may have arisen throughout the project. I would gladly work with them again on future projects.” Sean Leider, Associate, worked with Stuckey on a family changing renovation and noted that they were very easy to work with, were problem-solvers, and kept the project on-track. Andrew Caputo, Associate Principal, simply commented “this is the contractor you want on your aquatics job.” Based on the outcome of our interview and internal reference checks, Williams Architects finds no reason to believe that Stuckey Construction Company Inc. is not the responsive and responsible low bidder for the Project. Subject to receipt of evidence of all required insurance coverage, Williams Architects finds no reason why the contract for the West Chicago Park District Turtle Splash Water Park Outdoor Pool Filter Renovation not be awarded to Stuckey Construction Company Inc. for a total amount of THREE HUNDRED SIXTY-EIGHT THOUSAND NINE HUNDRED DOLLARS ($368,900). We look forward to working with the West Chicago District to complete a successful project for the Park District and the community it serves. National Streett West Chicago, IL 60185 Re: Klein Road Bike Path Project Meadow Woods Park Section 4(f) Impacts Dear Director Radun, The Wayne Township Road District (WTRD) is nearing completion of preliminary planning and design (Phase 1) for the construction of a new shared-use path from the West Branch DuPage River Trail to Army Trail Road via St Charles Road, Klein Road, Smith Road, and Petersdorf Road. The purpose of this letter is to request the concurrence of the West Chicago Park District that no adverse effects are occurring to public recreational properties owned and maintained by the Park District as a result of the proposed construction of a new shared-use path from the West Branch DuPage River Trail to Army Trail Road. The key elements of the proposed project are: • A new 8’ shared use path along St Charles Road, Klein Road, Smith Road, and Petersdorf Road • A new pedestrian bridge across the West Branch of the DuPage River south of the existing bridge on St Charles Road. A permanent easement will be required from Meadow Woods Park to accommodate the new path along the west side of Klein Road. Preliminary design plans and an exhibit showing the area required for this reconstruction are included as attachments to this letter. Since this project is anticipated to have Federal funds used in the construction of the project, your property falls under protection as a Section 4(f) property. Section 4(f) refers to Section 4(f) of the U.S. Department of Transportation Act of 1966 and is a Federal law that protects publicly owned parks, recreation areas, and wildlife and waterfowl refuges. The WTRD anticipates utilizing the De Minimis Impact Findings for Parks, Recreation Areas, and Wildlife and Waterfowl Refuges process to document our impact and findings in our Environmental Studies.
