CITY OF WEST CHICAGO – 475 Main Street CITY COUNCIL MINUTES Regular Meeting February 4, 2019 1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance to the Flag. Alderman Birch-Ferguson led the pledge of allegiance. 3. Invocation. The City Clerk gave the invocation. 4. Roll Call and Establishment of a Quorum. Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Michael D. Ferguson, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Matthew E. Garling, Christopher Swiatek, Jeanne M. Short, Rebecca Stout, Bonnie A. Gagliardi, and Noreen Ligino-Kubinski present. The Mayor announced a quorum. City Clerk Nancy M. Smith was also present. Also in attendance were City Attorney Patrick K. Bond, City Administrator Michael L. Guttman, Museum and Cultural Services Coordinator Sara Phalen, Chief of Police Mike Uplegger, and Community Development Director Tom Dabareiner. 5. Public Participation. No one spoke. 6. City Council Meeting Minutes – January 21, 2019. Alderman Hallett made a motion, seconded by Alderman Garling, to approve the minutes of January 21, 2019, with no changes. Voting Aye: Alderman Chassee, Beifuss, Brown, Ferguson, Hallett, Dimas, Birch- Ferguson, Garling, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Alderman Sheahan abstained. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Chassee, to approve the February 4, 2019, Corporate Disbursement Report in the amount of $531,172.43. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson, Garling, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. . Voting Nay: 0. Motion carried. 8. Resolution 19-R-0009 – A Resolution to Endorse the Legislative Action Program of the DuPage Mayors and Managers Conference for the 2019 Legislative Session Alderman Beifuss made a motion, seconded by Alderman Ligino-Kubinski, to approve the above item. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch- Ferguson, Garling, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. . Voting Nay: 0. Motion carried. 9. Reports by Committees. A. Resolution 19-R-0008 – A Resolution Authorizing the Mayor to Execute a Certain Contract Between City of West Chicago and Phalen Consulting, Inc. for City Museum Management Services (for an amount not to exceed $88,400.00). Alderman Chassee made a motion, seconded by Alderman Brown, to approve Resolution No. 19-R-0008. During discussion, Alderman Brown expressed concern that the costs per hour were too much and felt that $84,000.00 would be preferred by the City. Alderman Beifuss said the Museum is very well run and there are many activities that are important to the City such as the curriculum on local history required by the schools. He felt the requested increase was in line with the scope of the Museum’s activities, and that the individual costs are in line with a cost of living increase. Alderman Hallett said when he left the Committee he had reservations about this matter, and after review and discussion with people in his ward he decided to vote no based on that feedback. Alderman Birch-Ferguson said she does support this. She said the museum is very important. It tells the story of West Chicago, and every time she visits, she sees new people there who are very interested in the Museum. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Ferguson, Dimas, Birch- Ferguson, Garling, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. . Voting Nay: Aldermen Brown and Hallett. Upcoming Meetings - February 5, 2019 Plan Commission/Zoning Board of Appeals - February 7, 2019 Infrastructure Committee - February 11, 2019 Development Committee 13. Mayor’s Comments. The Mayor thanked all the Public Works employees because they did a fabulous job in some of the worst weather. He also thanked all the first responders. They do not get a day off. There were a few complaints about the warming stations, but the City has options and in an emergency can open other facilities. The weather was unbearable, but the City did a great job, and the Mayor wanted to thank all the employees personally. 14. Executive Session. There was no executive session. 15. Items to be Referred for Final Action from Executive Session. Not applicable. 16. Adjournment. At 7:16 pm, Alderman Chassee made a motion, seconded by Alderman Stout, to adjourn.
