MINUTES
INFRASTRUCTURE COMMITTEE
February 7, 2019 7:00 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called
the meeting to order at 7:00 P.M. Roll call found Aldermen James Beifuss, Sandra Dimas, Matt
Garling, Alton Hallett, Noreen Ligino-Kubinski, and Jeanne Short present. Alderman Heather
Brown was absent.
Staff present included Director of Public Works Robert Flatter and Administrative Assistant
Ashley Heidorn.
2. Approval of Minutes
A. Infrastructure Committee Minutes of January 3, 2019. Alderman Garling
made a motion, seconded by Alderman Hallett to approve the Meeting Minutes of January
3, 2019.
Voting Yea: Aldermen Beifuss, Dimas, Garling, Hallett, and Ligino-Kubinski.
Voting Nay: 0. Abstaining: Alderman Short.
3. Public Participation / Presentations. None.
4. Items for Consent. Alderman Garling requested discussion on Consent Items C, D, and
E. Alderman Dimas made a motion, seconded by Alderman Ligino-Kubinski to approve:
A. Ordinance No. 19-O-0005 — Authorizing the Disposal of Surplus Equipment,
Stock Inventory, and/or Personal Property Owned By the City Of West Chicago
B; Resolution No. 19-R-0007 — Providing for the City’s Repair of State Highways in
West Chicago which are Opened by the City of West Chicago During Years 2019
thru 2023
2019 Forestry Maintenance Program — Rejection of Bids
Knickerbocker Roofing & Paving Company, Inc. — Change Order No. 1 and Final
for Services Related to the 2018 Wastewater Treatment Plant Roof Replacement
Project

5. Items for Discussion.
4.C. Resolution No. 19-R-0010 - IDOT Local Agency Agreement for Federal
Participation for Construction Cost for the Washington Street Reconstruction Project and;
4.D. Resolution No. 19-R-0011 —IDOT Resolution for Improvement Under the Illinois
Highway Code for Use of Motor Fuel Tax Funds as City’s Local Share of Construction
Costs for the Washington Street Reconstruction Project and;
4.E. Resolution No. 19-R-0012 — A Resolution for Maintenance of Streets and Highways
by the City of West Chicago Relating to FY2019 MFT Estimate of Maintenance Costs.
Alderman Garling was looking for clarification on the dollar amounts referenced in the Agenda
Item Summaries. In Items 4.C. and 4.D. it notes $727,000.00 of Motor Fuel Tax funds and Item
4.E. mentions $902,000.00 of Motor Fuel Tax funds, so Alderman Garling wanted to make sure
that would not be confusing information to submit to IDOT. Mr. Flatter explained that the
Agenda Item Summaries are not submitted to IDOT, and that the City will be reporting to IDOT
that $902,000.00 of Motor Fuel Tax funds are planned to be spent in FY 2019, of which
$727,000.00 will be spent on street improvements. Mr. Flatter further explained that because the
City intends to use a portion of the $727,000.00 to help fund the City’s share of $407,525.00 of
the Surface Transportation Program (STP) grant for the Washington Street Reconstruction
Project, a second form must be submitted to IDOT which indicates the appropriate amounts.
Alderman Garling made a motion, seconded by Alderman Dimas to approve Resolution
No. 19-R-0010, Resolution No. 19-R-0011, and Resolution No. 19-R-0012.
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Dimas,
Garling, Hallett, Ligino-Kubinski, and Short. Voting Nay: 0.
6. Unfinished Business. None.
7. New Business. None.
8. Reports from Staff.
A. Update on ComEd LED Light Replacement Program. Mr. Flatter noted that of the
approximately 450 ComEd street lights, roughly 32 remain to be replaced. Public Works staff
are working with ComEd to create a list indicating which lights still require replacement.
B. Update on ComEd Cost Estimate Associated with the Installation of a ComEd LED
Street Light Near 317 Vine Street. Mr. Flatter received confirmation from ComEd that if it is a
street light being installed on an existing pole, they will install it at no charge. If the light
requires a new pole or separate electrical run to be installed, they will charge the City for such.
At this location near 317 Vine Street a new light could be installed at no charge to the City for
the installation, but it would cost roughly $25.00 per month for the electricity, taxes, etc. There
was a consensus by the Committee to move forward with a street light installation at this
location.

9, Adjournment. At 7:10 P.M., Alderman Dimas made a motion to adjourn, seconded by
Alderman Hallett. Motion was unanimously approved by voice vote.
