CIVIL SERVICE COMMISSION MINUTES
Regular Meeting
February 12, 2019

(1) Call to Order and Establishment of a Quorum.
The meeting was called to order at 5:00 p.m. Commissioners in attendance: Anthony Gagliardi and Keith Letsche.
Randy Wilson was absent. A quorum was established. Carol LeBeau was also in attendance.
(2) Approval of Minutes
The minutes from the Commission’s Regular Meeting on January 8, 2019 were approved. Motion was made by Keith
and seconded by Anthony. Motion carried.
(3) Public Participation — Sergeant Chris Shackelford and Detective Robbi Peterson were in attendance to discuss the
changes to the CS Rules and Regulations.
(4) Old Business — None
(5) New Business - None
(6) Items for Discussion and Possible Action —
Chris Shackelford asked what changes the Commission was proposing. Anthony stated it was more of a review to
clean-up language to define and provide clarification of the existing rules and regulations. He also added that the
Commission was proposing educational preference points for original and promotional appointments. Robbi Peterson
expressed a desire to add educational preference points for any type of associate’s degree. Open discussion was held
regarding the educational preference points and the timeline for approval of the changes.
The Commission reviewed in detail the changes to the rules and regulations. The Commission requested that Carol
make the changes and return to the Commission for their review prior to March’s meeting. After the Commission’s
review Carol was directed to forward the rules to the Civil Service attorney for his final review. The Commission
would like to prepare a resolution to amend the rules at the next meeting in March.

(9) When Applicable Items to be Referred for Final Action from Executive Session — None
(10) Adjournment — A motion was made by Keith and seconded by Anthony to adjourn the meeting. The motion
carried and the meeting adjourned at 6:03 p.m.
