(RUN) to evaluate a portion of the City’s sanitary collection system located within the northern portion of the Hillside Addition Subdivision, generally described as the area between Joliet Street and Illinois Route 59 (Neltnor Boulevard), and between Brown Street and Forest Avenue; and the Fair Meadows Subdivision, the area between Joliet Street and Bishop Street, and between Forest Avenue and Augusta Avenue. RJN conducted manhole mapping and inspections, smoke testing, cleaning and televising, and dye testing of the entire sanitary collection system within the study area. A copy of RJN’s 2018 SSES Report is attached and will be made available for viewing on the City’s web site. The 2018 SSES study area is mainly residential containing several older sewer lines in both the street and backyard easements. These sewer lines are made of various materials including clay, concrete, and polyvinyl chloride (PVC). The older infrastructure in this area is in need of significant rehabilitation work, including sewer lining, point repairs, lateral connection grouting and lining, and manhole rehabilitation. Most defects were located in the public portion of the sewer mains. Given the large amount of rehabilitation work that was identified in the 2018 SSES (i.e., total estimated rehabilitation cost of $2,023,735.00), and the limited rehabilitation funds annually budgeted (i.e., approximately $600,000.00), RUN recommends that the City complete high priority rehabilitation sewer segments first, and the medium and low priority sewer segments in future years. Staff supports RJN’s recommendations for repair and rehabilitation of all City owned infrastructure as outlined in its Report. ACTIONS PROPOSED: Approve and accept the recommendations outlined in RJN’s 2018 SSES report and direct staff to plan for and contractually complete recommended rehabilitation work as determined appropriate by staff and as allowed by budget. The project limits are bounded by Roosevelt Road to the South, Neltnor Boulevard to the East, Joliet Road to the West, and Brown Street to the North. It was found on investigation that various sources of |/! exist in these areas. These sources and their recommended rehabilitation are detailed in this report. PROGRAM OVERVIEW e In 2009, the City initiated a flow monitoring study to quantify the response of the sanitary sewer system to rain events and to provide recommendations for a sewer system rehabilitation program. e In 2010, RJN Group, Inc. completed a comprehensive SSES in the highest priority areas, tributary to Lift Stations 1 and 4. e In 2011, RJN completed an SSES for all remaining areas identified to be top or high priorities, which were tributary to Lift Stations 5, 7, 9, and 12. e In 2013, RJN surveyed a large portion of the City in the gravity sewer area that was identified as medium priority, including many of the older parts of the City. The area studied is northwest of the intersection of Rt 59 and Washington Street. e In 2014, RJN continued surveying in the gravity sewer area, picking up areas adjacent to the 2013 study. The 2014 SSES Study Area is comprised of four (4) areas, with the bulk of the sewer area bounded by Ingalton Avenue to the east, Aurora Street to the west, Grand Lake Boulevard to the north, and Washington Street to the south. e |n 2016, RJN continued surveying in the gravity sewer area bounded by Roosevelt Road to the South, EJE Railroad Tracks to the East, Town Road to the West, and Washington Street to the North. e For the 2018 SSES projects, the City had requested RJN Group to focus on the Fairmeadows and the Hillside Central neighborhoods. The objectives for this study were to identify sources of I/I in the study area and provide recommendations for sewer rehabilitation and cost-effective |/I removal. Forwpitie ts @P 2016 sses af! 2018 sses rjngroup ===== PDF PAGE 14 ===== [Extraction: OCR (rendered-page OCR)] RESULTS Gravity Sewer to the Treatment Plant (Fairmeadows & Hillside Central Study Area) This sanitary sewer evaluation survey was a multifaceted investigation which included smoke testing, manhole inspection, and sewer televising. Field data was evaluated to quantify the |/I contribution for each type of defect. Approximately 205,836 gallons per day was quantified in this study. This flow value is an estimated peak inflow for a 1 year, 1 hour storm event. The 2018 SSES study area contains several older sewers in backyard easements and in the street. About 63% of the sewers inspected were vitrified clay pipe (VCP), 18% were concrete pipe (CP), 16% were Polyvinyl! Chloride (PVC), and the remaining 3% were Truss. About 87% of the inspected manholes were precast concrete, 10% were concrete block and about 3% were brick. The older infrastructure in this area is in need of significant rehabilitation work, including sewer lining, point repairs, lateral connection grouting and lining, and manhole rehabilitation. The defects identified were primarily within the public sector, contributing 82% of identified |/I flow. RECOMMENDED PLAN Recommendations for Rehabilitation The 2018 SSES has identified a significant amount of rehabilitation work that will need to be completed. Due to the outstanding work from previous study areas, it is recommended that the City prioritize rehabilitation efforts. Based on the findings from field investigations, RIN recommends that the following 1* priority rehabilitation work: e Perform point repairs on eleven (11) sewer segments identified in the 2018 SSES area, as further described in Section 4. e Perform lining for approximately 6,102 linear feet of sanitary sewer in the 2018 SSES area that requires rehabilitation. This includes all 1* priority sewer segments that require lining. Additional Sewer Rehabilitation It is recommended that the medium priority lining work, along with any non-critical manhole rehabilitation be deferred until all SSES work has been completed in the older part of the City, and rjngroup 1-3 ===== PDF PAGE 15 ===== [Extraction: OCR (rendered-page OCR)] the critical rehabilitation has been completed. Once all critical items have been identified and corrected, the City can complete 2" priority rehabilitation that is not as critical. The following recommendations are considered 2" priority: e Perform the necessary manhole rehabilitation for manhole defects identified during smoke testing and manhole inspection as described in Section 5. e Perform lining for 14,384 linear feet of sanitary sewer in the 2018 SSES that is of medium and low priority for lining. e A lateral grouting and T-lining program should be considered for laterals with severe separation from the mainline. Private Sector Recommendations Based on the findings from field investigations, RIN Group recommends that the following private sector work be performed: e Require installation of sealed caps on the five (5) cleanouts with missing or broken caps. All other private sector defects are not recommended for rehabilitation at this time. After the public sector items and the cost-effective private sector items have been addressed, the City may consider a lateral lining program. Defective cleanouts that did not have defective caps are not recommended for rehabilitation, as cleanout riser repairs are not considered cost-effective. Public Sector Rehabilitation Cost Table 1-A shows the costs associated with the 1* priority defects. The total cost to repair the 1* priority defects is $388,920. Table 1-B and Table 1-C show the estimated cost to repair the 2" and 3" priority items. It is bounded on the west by Kautz Road and on the east by Prince Crossing Drive, with most of the City concentrated between Illinois Route 64 to the north and Roosevelt Road to the south. The City’s population was 27,182 in 2017, BACKGROUND / OBJECTIVES The West Chicago Public Works Department is committed to providing proper maintenance and upgrading the wastewater collection system and treatment facility. The City's objectives are to improve, maintain, and upgrade the collection system. In 2009, the City initiated a flow monitoring and lift station study to quantify the response of the sanitary sewer system to wet-weather induced inflow and infiltration (I/l). This study also provided recommendations for a sewer system rehabilitation program. Lift station service areas were divided and prioritized for further study based on the amount of I/I entering the system at various metered locations throughout the City. RJN Group (RJN) has completed a Sanitary Sewer Evaluation Survey (SSES) of the areas identified to be top or high priority (areas tributary to Sanitary Lift Stations 1 & 4 (2010 SSES), and 5, 7, 9 & 12 (2011 SSES)). RJN surveyed a large portion of the City that was identified as medium priority in the gravity sewer areas (2013 & 2014 SSES). RJN continued to survey gravity sewer areas in Alta Vista & Brentwood Courts neighborhoods (2016 SSES). These areas are described in the Executive Summary. Based on discussions with City staff, it was determined that the 2018 SSES projects would be focused on the Fairmeadows & Hillside Central neighborhoods and surrounding area. The 2018 SSES areas are shown in Figure 2-A. The objectives for this study were to find sources of inflow and infiltration in the study areas and to provide recommendations for sewer rehabilitation and cost-effective |/| removal. 2018 STUDY AREA The Fairmeadows & Hillside Central Area contains approximately 26,000 feet of sewer and 104 manholes. The project limits are bounded by Roosevelt Road to the South, Neltnor Boulevard to the East, Joliet Road to the West, and Brown Street to the North. rjngroup 4 8 ===== PDF PAGE 19 ===== [Extraction: OCR (rendered-page OCR)] In the flow monitoring study of 2009, it was recommended that smoke testing and manhole inspections be performed for this area. This recommendation was based on the flow monitoring data that exhibited an appreciable inflow response to the rain event on September 29, 2008, and on the age of the sewers. A large portion of the sewers that run by gravity to the treatment plant are clay pipes that were constructed over 50 years ago. Once the manholes were located, numbered, and entered into the GIS, the SSES was performed. Field surveys undertaken as part of this study included: e¢ Manhole Inspections to identify defects in manhole structures. Invert elevations were also taken of all pipes and the data was entered into the GIS. e Smoke Testing to locate sources of I/I through direct connections, cross-connections, and sewer system defects. ¢ Closed-Circuit Sewer Televising (CCTV) to evaluate the condition of the pipes. DEFINITIONS AND ABBREVIATIONS This section contains definitions and abbreviations commonly used throughout this report. 1-Year / 1-Hour Storm - a storm event that produces 1.18 inches of rain in a 1-hour period and is expected to occur once in any given year. Direct Cross Connection — a connection of a collector of storm water, e.g. storm inlet to the sanitary sewer main line, mahole, or building lateral. GIS — Geographical Information System. GPD - gallons per day. GPM ~ gallons per minute. MGD-million gallons per day GPS — Global Positioning System. Indirect Cross Connection — the storm sewer is not directly connected to the sanitary sewer main line or building lateral, but there are leaks in both storm sewer and the sanitary sewer allowing storm water to migrate to the sanitary sewer. Infiltration (as defined by USEPA) - the water entering a sewer system and service connections from the ground through such means as, but not limited to, defective pipes, pipe joints, service connections, service laterals, or manhole walls. ===== PDF PAGE 21 ===== [Extraction: OCR (rendered-page OCR)] Inflow (as defined by USEPA) - the water discharge into a sewer system, including service connections, from such sources as downspouts; sump pumps; cellar, yard, and area drains; foundation drains; cooling water discharges; drains from springs and swampy areas; manhole covers; cross connections from storm sewers, combined sewers, or catch basins; storm waters; surface runoff; or drainage. Inflow and Infiltration (I/l) - the extraneous clean water from rainfall that enters the sanitary sewer system that can be eliminated on a cost-effective basis. Sanitary Sewer Evaluation Survey (SSES) - the study of a sanitary system through various investigation techniques, to identify sources of extraneous rainwater that are entering the sewers. These investigations may include flow monitoring, smoke testing, dye testing, television inspection, manhole inspection, and flood prevention inspection. The objectives of these investigations were to identify and confirm sources of |/I entering the sewer system. SYSTEM SURVEY AND GIS Before commencing with the sanitary sewer evaluation methods, the manhole structures in the study areas were surveyed with a survey grade (sub-centimeter) GPS. A preliminary GIS was provided by the City with the general locations of each structure, pipe information, and connectivity. The structures were numbered with input from the City and entered into a GIS with their surveyed coordinates. The general location of the structure as well as the type of structure can be identified through the numbering system. As an example, consider Manhole 410100129. The first digit indicates the township in which the structure is located. For this project, the study area is located in the Winfield Township which is represented with a “4” (Wayne Township would be represented with a“1”), The next two digits indicate the quarter section in which the structure is located. The fourth digit specifies the type of structure that is being numbered. All sanitary structures are represented with a “1”. The next five digits are given to structures in sequential order, beginning with 00001. SMOKE TESTING Smoke testing was used to detect I/| sources, which are also referred to as defects. Smoke testing is a cost-effective SSES method for detecting private and public inflow sources. Private defects in the sanitary sewer may include downspouts, laterals, area drains, and defective cleanouts. Public defects may include storm sewer cross-connections, sanitary mainline cracks, and sanitary manhole leaks. Public Relations During the week prior to smoke testing, the City sent out notification letters to residents and business owners. These letters explained the purpose of the smoke testing, ways to avoid getting smoke in the home, and what to do if smoke did get inside of a building. In addition, RJN field crews distributed door hangers to each address 24 to 72 hours prior to smoke testing and made face-to-face contact with the commercial property owners and managers in the area. The West Chicago Fire Department and Police Department were notified by email on a daily basis of when and where the crew would be smoke testing. Additionally, prior to cleaning and televising, the city distributed door hangers to residents and business owners. These letters explained the purpose of sewer cleaning and televising, ways to avoid getting odors in the home, and how to prevent any inconveniences caused by the pressure changes in the sanitary sewer. A copy of all letters to residents and all door hangers used are shown in Appendix B. Field Data Collection RJN conducts smoke testing using the “dual blower” method. Dual blower smoke testing consists of placing one blower on the upstream manhole and one on the downstream manhole of a sewer segment and blowing a non-toxic air/smoke mix into the sewer segment. The smoke used for testing was Superior® Smoke. The safety data sheet (SDS) for this smoke is provided in Appendix B. The presence of smoke was recorded if it was observed at any of the following locations: (eee a oy e Manhole (frame seal or pickhole) Along the sewer main e Downspouts (underground or disconnected) e Area drains (driveway, yard, or stairwell) Cleanout Foundation drain Building service lateral Window well } . satin ae Cross connections with the storm — sewer (storm inlets and manholes) Smoking Service Lateral It is important to note that varying soil and groundwater conditions can affect the results of smoke testing. Testing was conducted during dry weather to allow for a higher probability of finding defects. Positive findings during smoke testing definitely indicate the presence of |/! sources. Negative findings, however, may not mean that I/I sources do not exist. Smoke coming from the curb, sidewalk, or the front, side or rear yard of a house can indicate a building lateral or a main line defect. Localized smoke near a building foundation wall could indicate shearing of the lateral pipe; whereas smoke across the entire foundation wall more typically indicates a connected foundation drain. Smoke from a gutter may mean a downspout connection to the sanitary sewer. A disconnected downspout is an uncapped or unsealed connection to the sanitary sewer where the downspout discharge has been removed, but the rjngroup ===== PDF PAGE 25 ===== [Extraction: OCR (rendered-page OCR)] piping into the ground remains open to the sewer. Area drains can be located in yards, patios, stairwells, driveways, or parking lots. Smoke directly above the sewer line often indicates a main line defect or a service lateral defect. A storm manhole or catch basin smoking indicates a possible cross connection between the storm and sanitary sewer, or even a storm inlet directly connected to the sanitary sewer. Smoke testing results were entered into an electronic form in the field by use of software and collection devices called GATAR (Geospatial Advanced Transmitter and Recorder). Data collected for each smoking defect included the type of defect, the address for private sector defects, the drainage area contributing to each defect, and the overall smoke intensity observed. Each defect location was acquired using a GPS antenna internal to the electronic handheld device. In addition, each defect was documented with a photograph, which was linked to the segment ID (upstream to downstream manhole), address, and description of the defect. The data collected was uploaded into a database and GIS server at the end of each workday and was then further analyzed with proprietary flow quantification software to complete the data analysis. All I/I flowrate calculations are based on the 1 year —1 hour storm event, which equates to about 1.18 inches of rain per hour. Each inflow source used an estimated drainage area to calculate the flow using the rational method. The flowrates shown are peak flowrates for the given storm event. The smoke tested segments are shown in Exhibits 3 and 4 in Appendix A. Approximately 26,000 feet of sewer was smoke tested. ryngroup ===== PDF PAGE 26 ===== [Extraction: OCR (rendered-page OCR)] MANHOLE INSPECTION Manhole inspection is a way of visually checking the condition of manholes in a system to see if there are potential sources of I/I that may need rehabilitation. Surface manhole inspections involve assessing all parts of the manholes that are visible from the surface, as shown in Figure 3-A. Exhibits 5 through 9 in Appendix A show each defect at their respective GPS location. The most significant defects identified were sanitary manholes, lateral defects, and defective missing or broken cleanouts. In total, fifty-six (56) defects were identified in this study area. Smoke from sanitary manholes was a prevalent Service tateral public sector defect identified in this area with nine (9) defects. Sanitary manholes will generally leak where the manhole frame meets the manhole adjustment. Defective manhole frame seals have the potential to be large sources of |/I, especially when located in low-lying areas. There were fifteen (15) sanitary lateral defects identified in the area. Sanitary laterals are similar to sanitary sewers in that they have joints that often leak. These defects can be significant sources of |/| where laterals cross under a storm sewer or a storm ditch. Lateral defects are costly to rehabilitate and should not be considered for rehabilitation at this moment. When the cost- effective defects have been addressed, the City may evaluate the need for a private sector rehabilitation program. Laterals can be better evaluated with lateral television inspection. Five (5) cleanouts were found to have missing or broken caps. The cleanouts with missing or broken caps are considered an “easy fix”. The costs associated with replacing the caps are minimal and are a cost-effective way of removing excess flow. Defective cleanouts, where the smoke indicates a problem with the cleanout riser or connection to the lateral, are not considered cost- effective to repair and are not recommended for rehabilitation at this time. Suspect defects were also identified during smoke testing. Non-smoking vent stacks would require further investigation to better determine whether they require any type of rehabilitation. This would typically entail an inspection of the sewer connections. Normally, a non-smoking vent stack is an indication of a blockage (usually leaves/debris) within the pipe. Eighty-seven (87) of the manholes inspected had precast concrete walls, ten (10) had concrete block walls and three (3) had brick walls. The older concrete block and brick manholes often require cementitious coatings due to the infiltration at each joint. A summary of the manhole inspection results is shown in Table 4-2. Detailed inspection results and recommendations are given in Appendix C and displayed in Exhibits 12 ad 13 in Appendix A. MH 415100124 Some manholes in the study area have been affected by minor hydrogen sulfide corrosion. Hydrogen sulfide will eat away at the manhole wall, and expose the aggregate layer. Defects were identified primarily in segments made of VCP. Many of the clay pipes will require lining and point repairs to rehabilitate the sewer in this study area. A detailed list of significant defects and rehabilitation recommendations from the sewer televising results is presented in Appendix C. TV Review summary: e 11 Point Repairs were found. e Approximately 6,102 linear feet of sewer is considered high priority for lining. « Approximately 14,272 linear feet of sewer is considered medium priority for lining. ¢ Approximately 112 linear feet of sewer is considered low priority for lining. e Approximately 3,287 linear feet of sewer is PVC and is not recommended for lining. e 36 T-Liners are recommended for service laterals showing roots or structural damage at the connection points. T-liners are a type of cured-in-place pipe liner that rehabilitates the connection between the main sewer line and the lateral line, often shaped like the letter “T”. The T-liner is inserted into the main sewer line through a manhole, pulled to the lateral connection, then carefully positioned with a lateral camera. A launching device sends the long portion of the T-liner up the lateral, and the T-liner is inverted and cured. rjngroup 4-3 ===== PDF PAGE 32 ===== [Extraction: OCR (rendered-page OCR)] T-lining is a trenchless technology; however, longer T-liners require a cleanout to be present along the lateral for positioning and cleaning. e 125 Service grouts are recommended for laterals showing joint separation, or active infiltration. Lateral grouting is a method of sealing leaks in service laterals. Chemical grout is injected through a lateral packer to fill voids between the service lateral and the mainline. e 3-services are recommended for dye testing, to determine if they are active. e¢ 64 Mainline joints are recommended for grouting, due to joint separation. Mainline grouting is a method of sealing leaks in the mainline. e 1Spot Liner is recommended for segment 415100133:415100132 at 150 feet from the upstream manhole to deal with a root intrusion at the specified location. The locations of each of the eleven point repairs are outlined in Table 4-C. each repair is located at or near a service connection. Each point repair is also shown in Exhibits 14 and 15 Appendix A. This process evaluates the relative contribution of various |/| sources to wet- weather flows in the sanitary sewer. Defect Flow Rates Defects identified during field investigations were assigned a standard array of flow values, based on observed or statistically derived values for a 1-year, 1-hour storm event. These flows were used to quantify the total flow that would be contributed by each type of defect during a standard rain event. Inflow defect flow values are derived using the drainage area and surface type, in order to calculate a peak runoff flowrate for the 1-year, 1-hour storm event. Defects from field investigations can be divided into two main categories — public sector defects and private sector defects. Public defects consist of any defect along the main sewer line including manhole frame defects, manhole structure defects, main line defects, and catch basin cross connections. Private defects include cleanouts, downspouts, area drains, laterals and foundation drains that contribute stormwater into the sanitary system. Public sector sources were identified by smoke testing, CCTV inspection, and manhole inspection. Private sector sources were identified with smoke testing. The resulting estimated flows from all the defects identified are presented in Table 4-D. The remaining identified I/I tabetha. flow was from private sector sources, including cleanouts and laterals. Figure 4-A shows the public and private sector breakdown of total I/I identified. The most prevalent defects for this area were various sanitary manhole defects as well as mainline sewer defects. Figure 4-B shows the distribution of all public sector defect flows that were found. Field data was evaluated to quantify the I/I contribution for each type of defect. Some of the more noteworthy findings from field investigations include: e The distribution of identified I/I is approximately 82% public sector and 18% private sector. This project identified a relatively small amount of private defects. e Amajority of the 2018 study area contains VCP sewer mains. Many of these segments are troubled by offset pipe joints. e Faulty service lateral connections to the mainline sewer show soil and voids visible at the connection, some of which will need lateral grouting or T-Liner repairs. e Private sector sources such as leaking laterals and missing/broken cleanout caps were identified, but not in large quantities. All I/| sources identified through field investigations were quantified to calculate the total estimated |/I contributed by each type of defect. It should be noted that there is most certainly additional I/| in the system that was not identified, either because it was not visible at the time of inspection, or because the sources are private sector sources, such as sump pumps. RECOMMENDATIONS The following recommendations for reducing sources of I/| are based on the findings of this study. Public Sector Rehabilitation The majority of identified I/I in the study area was from public sources. It is recommended that the City address the identified public sector defects by performing the necessary rehabilitation as follows: e Perform point repairs sewer segments at eleven (11) locations. Point repairs are required for pipes with defects so severe that they cannot be lined. All point repairs for the study rjngroup ===== PDF PAGE 37 ===== [Extraction: OCR (rendered-page OCR)] areas are shown on Exhibits 14 and 15 in Appendix A. These point repairs are considered 1* priority. e Perform lining for approximately 20,380 linear feet of sanitary sewer that requires rehabilitation. This includes all high and medium priority sewer segments that require lining. e Also consider lining the 112 feet of low priority sewer, especially the segments located in backyard easements. Over time, these sewers will continue on the path of deterioration. e Lateral grouting should be considered for laterals with a separation from the mainline. ¢ Mainline grouting is recommended for mainlines showing joint separation. « T-lining should be considered for laterals with severe separation from the mainline, or laterals with severe root intrusion. Many of these lateral connections are beginning to show signs of soil being washed away from around the connection. ¢ Perform the necessary manhole rehabilitation for manhole defects identified during manhole inspection as described in Appendix C. A total of sixty-one (61) manholes will need rehabilitation in this area. Manhole rehabilitation is of lower priority than the 1° priority sewer rehabilitation, which include lining and point repairs, and may be postponed if budget requires. Private Sector Rehabilitation Smoke testing did not identify many private sector defects. However, it is recommended that the City require installation of sealed caps on the five (5) cleanouts with missing or broken caps. All other private sector defects are not recommended for rehabilitation at this time. After the public sector items and the cost-effective private sector items have been addressed, the City may consider a lateral lining program. Defective cleanouts that did not have defective caps are not recommended for rehabilitation, as cleanout riser repairs are not considered cost-effective. There are three services that are recommended for dye tracing to determine if they are active. REHABILITATION COSTS The 2018 SSES has identified a significant amount of rehabilitation work that will need to be completed. Because there is a large amount of rehabilitation work that should be done, it is recommended that the City of West Chicago prioritize rehabilitation efforts such that all 1" priority work is completed first, which includes the point repairs and high priority lining. From this study area, there are many sewer segments that require lining and point repairs. The medium and low priority lining and manhole rehabilitation, however, is not as urgent. It is recommended that manhole rehabilitation and other lining be postponed in order to keep the rehabilitation plan within the budget, and to complete all high and medium priority pipe rehabilitation. rjngroup 5-2 ===== PDF PAGE 38 ===== [Extraction: OCR (rendered-page OCR)] There were many lateral connections in the study area that have visible soil at the connection to the main line and have begun to show signs of soil being washed away from around the connection. These laterals should be considered for a lateral grouting and T-liner program. If the City decides to implement a lateral grouting and T-liner program, it is recommended that a large area be rehabilitated at once to reduce the cost for the program. Smoke testing identified cleanout and lateral defects. A detailed list of these private sector defects can be found in the smoke testing results table located in Section 4. It is recommended that only the cleanouts with missing or broken caps be addressed through enforcement action. The other private sector sources (lateral defects and cleanout riser defects) will remain on the list for future consideration if the City decides to pursue a private sector program. The following tables provide a cost estimate for the recommended rehabilitation work. All private sector costs are shown, but the only cost-effective action at this time is to replace the missing/broken cleanout caps. Smoke testing is a simple means of locating openings in the sewer system that allow surface rainwater runoff to enter the sanitary sewers. Air combined with non-toxic smoke is forced into the sewer lines to disclose the location of connections and leaks. Smoke will appear where there are defects in the main sewer line or laterals (connection between the main line and a building) or where there are other connections to the sewer system such as roof drains, patio drains, and footing drains. Smoke should not enter buildings unless there is defective plumbing or dried-up drain traps. To help prevent smoke from entering your home, please pour water into infrequently used sinks and floor drains. You should always feel free to call 911 in an emergency. However, if you believe smoke is entering your home from smoke testing, please contact a member of the RJN field crew if they are still on your street.
