MINUTES
WEST CHICAGO HISTORICAL PRESERVATION COMMISSION MEETING
May 28, 2019

1. Call to Order and Establishment of a Quorum
The meeting was called to order by Chairman Malina at 6:00 p.m. A quorum was established.
2. Certificate of Appropriateness Review
A. C.O.A. 19-01 — 216 Main Street —- The Bunker Bar and Grill — Projecting Sign
Allan Gilbert, owner of The Bunker Bar and Grill, is requesting approval to install a
projecting sign on the front facade of the building. The sign will comply with the City’s sign
regulations and will replace an existing temporary banner sign.
After brief discussion by the Commission, Chairman Malina made a motion to approve
C.O.A. 19-01 as presented. Commissioner Vigsnes seconded the motion. The motion passed
with an all aye vote.
B. C.O.A. 19-01 — 123 Fremont Street — St. Michael’s Church Food Pantry — Windows
and Doors
The food pantry’s representative, Bob Deicke, is requesting approval to install a fabric awning
on the fagade of the building above the storefront windows. Mr. Sterrett stated that the food
pantry is also proposing signage on the awning to include the logo of the food pantry as well
as the name. The Commission discussed with Mr. Deicke the potential size of the signage on
the awning. Mr. Deicke would like the signage to be in the center of the awning and still be
proportionate with the awning.

After brief discussion by the Commission, Chairman Malina made a motion to approve
C.O.A. 19-02 with the condition that the size of the signage comply with the City’s sign
regulations. Commissioner Garcia seconded the motion. The motion passed with an all aye
vote.
3. Preliminary Review
None.
4. Historic District/Landmark Update
None.
5. Approval of September 25, 2018 and November 27, 2018 Meeting Minutes
Commissioner Visgnes made a motion, seconded by Commissioner Garcia, to approve the
September 25, 2018 minutes and the November 27, 2018 minutes. With a voice vote of 3
ayes, 2 abstains, and 0 nays, the motion carried.
6. Other Business
A. Biennial Election of Chairman and Vice Chairman of the Historical Preservation
Commission.
Commissioner Visgnes made a motion, seconded by Commissioner Garcia, to elect Vince
Malina to Chairman and Keith Letsche to Vice Chairman. With a voice vote of all ayes, the
motion carried.
B. Historical Preservation Commission 2018 Annual Report.
The Commission reviewed the 2018 annual report and had no comments.
C. Chicago Suburban Preservation Alliance.
Mr. Sterrett informed the Commission that when he receives information on meetings with the
Chicago Suburban Preservation Alliance he will pass it onto the Commission for interest in
attending.
D. Discussion on Change Date of the Meeting.
Mr. Sterrett stated that there is a new HPC member who is not able to attend the meetings on
the fourth Thursday of each month. After a review of the dates available each month, Mr.
Sterrett said that the only day that is open for the Commission is the second Wednesday of
each month. After discussion, the Commission determined that the date should remain the
same due to conflicts of other Commissioners.
7. Adjournment
Commission Garcia made a motion, seconded by Commissioner Reverend Andrews, to
adjourn the meeting. With a voice vote of all ayes the motion carried. The meeting, at 6:28
p.m., adjourned.
