Regular Meeting
June 3, 2019
4. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance to the Flag. Alderman Sheahan led all in the pledge of allegiance.
3. Invocation. The City Clerk gave the invocation.
4. Roll Call and Establishment of a Quorum.
Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Michael D. Ferguson, Alton Hallett, Sandy Dimas, Christopher Swiatek, Matthew E.
Garling, Jeanne M. Short, Rebecca Stout, Bonnie A. Gagliardi, and Noreen Ligino-Kubinski
present. Alderman Melissa Birch-Ferguson was absent. The Mayor announced a quorum.
City Clerk Nancy M. Smith was also present.
Also in attendance were City Attorney Patrick K. Bond, City Administrator Michael L. Guttman,
Deputy Chief of Police Julio Calabrese, and Community Development Director Tom
Dabareiner.
5. Public Participation. No one spoke during Public Participation.
6. City Council Meeting Minutes — May 20, 2019. Alderman Hallett made a motion,
seconded by Alderman Ferguson, to approve the minutes of May 20, 2019, with no changes.
Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas,
Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Alderman Garling abstained. Voting
Nay: 0. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by
Alderman Chassee, to approve the June 3, 2019, Corporate Disbursement Report in the
amount of $1,114,777.46. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan,
Ferguson, Hallett, Dimas, Swiatek, Garling, Short, Stout, Gagliardi, and Ligino-Kubinski.
Voting Nay: 0. Motion carried.
8. Consent Agenda.
* Items Not Sent to Committee: Mayor Pineda read and explained the following
items:
A. Approve — Request to Post Temporary Signs for Special Events by the
West Chicago Park District
B. Resolution 19-R-0031 — A Resolution Authorizing the Mayor to Execute an
Agreement with APTIM for Siting Application Review Services — Waste Transfer Station
C. Concur — With the Mayor’s Appointment of Kimberly MacPherson to the
Environmental Commission for a Term Ending April 2022
Alderman Chassee made a motion, seconded by Alderman Stout, to approve the above
items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas,
Swiatek, Garling, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Motion carried.

City Administrator Guttman said many in the room have seen his daughter grow up. He
announced that she just graduated from high school, and will be attending Case Western
Reserve University, and he could not be more proud. She was scheduled to work during the

Memorial Day observance here in West Chicago, but she changed her shift so she could
attend. Mayor Pineda said he met her and Administrator Guttman’s father at the event.
Alderman Brown inquired as to whether or not July 4" could be celebrated in West Chicago.
The Mayor said it’s never been on the 4", and that’s why the City has fireworks this weekend
and then Railroad Days the weekend after the 4" of July.
13. Mayor's Comments. The Mayor said the parade will be this Saturday. Line up starts at
2:00 pm at Elmwood and Ingalton. Past Mayor Truitt, 95 years old, will be the Grand
Marshall. After the parade, there will be entertainment at the Shell and later the fireworks.
Railroad Days will still happen in July. The change in the parade date is due to construction
that will occur on Washington Street.
14. Executive Session. There was no executive session.
15. Items to be Referred for Final Action from Executive Session. Not applicable.
16. Adjournment. At 7:09 pm, Alderman Chassee made a motion, seconded by Alderman
Stout, to adjourn. Motion was carried by voice vote.
