CITY OF WEST CHICAGO – 475 Main Street CITY COUNCIL MINUTES Regular Meeting August 5, 2019 1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance to the Flag. Alderman Birch Ferguson led all in the pledge of allegiance. 3. Invocation. None 4. Roll Call and Establishment of a Quorum. Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Michael D. Ferguson, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Christopher Swiatek, Matthew E. Garling, Jeanne M. Short, Rebecca Stout, Bonnie A. Gagliardi, and Noreen Ligino-Kubinski present. Aldermen Sheahan was absent. The Mayor announced a quorum. City Clerk Nancy M. Smith was absent. Also in attendance were City Attorney Patrick K. Bond, Chief of Police Mike Uplegger, and Community Development Director Tom Dabareiner. 5. Public Participation. The following people spoke during Public Participation: 1) Cynthia Thomas spoke about the ComEd Powering People Campaign. 2) Amy Patel, Rashmin Patel, Saloni Patel, Janvi Patel, and Rachel Patel, UMSCM, 1800 Joliet Street, West Chicago – They all spoke on the impact of the date and time of the Pran Pratistha Pray Event in their religion and asked the City Council to approve the event. 6. City Council Meeting Minutes – July 15, 2019. Alderman Brown made a motion, seconded by Alderman Ferguson, to approve the minutes of July 15, 2019, with no changes. Voting Aye: Alderman Chassee, Beifuss, Brown, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Alderman Garling abstained. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Garling, to approve the August 5, 2019, Corporate Disbursement Report in the amount of $749,985.31. Voting Aye: Aldermen Chassee, Beifuss, Brown, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Motion carried. 8. Consent Agenda – Consideration of an Omnibus Vote. * Public Affairs Committee: Alderman Chassee read and explained the following items: A. Approve the Wheaton Academy Homecoming Fireworks Display – Scheduled for October 4, 2019. Alderman Chassee made a motion, seconded by Alderman Hallett, to adopt the above items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Motion carried. 9. Reports by Committees. None 10. Unfinished Business. Item 8.B. Approval of the Special Event Permit for the Pran Pratistha Pray Event – Scheduled from August 9, 2019 – August 11, 2019 - Subject to the Full Compliance with the City Code. Alderman Chassee made a motion, seconded by Alderman Brown, to adopt the above item. (per Alderman Garling, add:) “Discussion ensued regarding the Special Event Permit and planned tent for the event.” Voting Aye: Aldermen Chassee, Beifuss, Brown, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, (per Alderman Garling) Short, Stout, Gagliardi, and Ligino-Kubinski. Mayor Pineda spoke about the tragedies around the world and in West Chicago. He mentioned the arrival of the Big Boy was a successful event. Alderman Stout mentioned National Night Out is tomorrow, August 6th from 6:00 - 8:00 p.m. an event to better understand local police. 14. Executive Session. There was no executive session. 15. Items to be Referred for Final Action from Executive Session. Not applicable. 16. Adjournment. At 7:40 pm, Alderman Chassee made a motion, seconded by Alderman Stout, to adjourn.
