CITY COUNCIL MINUTES
Regular Meeting
July 15, 2019
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance to the Flag. Alderman Stout led all in the pledge of allegiance.
3. Invocation. The City Clerk gave the invocation.
4. Roll Call and Establishment of a Quorum.
Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Jayme Sheahan, Michael D.
Ferguson, Sandy Dimas, Melissa Birch-Ferguson, Christopher Swiatek, Jeanne M. Short,
Rebecca Stout, Bonnie A. Gagliardi, and Noreen Ligino-Kubinski present. Aldermen Heather
Brown, Alton Hallett, and Matthew E. Garling were absent. The Mayor announced a quorum.
City Clerk Nancy M. Smith was also present.
Also in attendance were City Attorney Mary E. Dickson, City Administrator Michael L.
Guttman, Chief of Police Mike Uplegger, and Community Development Director Tom
Dabareiner.
5. Public Participation. The following person spoke during Public Participation:
Jim Beavers, Jigged Ventures, 540 Topsoil Drive, West Chicago, thanked the Mayor and City
“Council members regarding his project on Roosevelt Road. He especially thanked City
Administrator Michael Guttman for all his assistance and suggestions on land parcels to
acquire. Unfortunately the recess hit, but they are back now and he wanted to thank
everyone involved including Community Development Director Tom Dabareiner, Public Works
Director Rob Flatter, and others. He said the City has a great staff and people and they make
things easy.
6. City Council Meeting Minutes — July 1, 2019. Alderman Swiatek made a motion,
seconded by Alderman Ferguson, to approve the minutes of July 1, 2019, with no changes.
Voting Aye: Alderman Chassee, Beifuss, Sheahan, Ferguson, Dimas, Birch-Ferguson,
Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by
Alderman Chassee, to approve the July 15, 2019, Corporate Disbursement Report in the
amount of $986,571.84. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Ferguson,
Dimas, Birch-Ferguson, Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0.
Motion carried.
8. Consent Agenda — Consideration of an Omnibus Vote.
* Development Committee: Alderman Stout read and explained the following items:
A. Ordinance 19-0-0025 — An Ordinance Approving a Fourth Amendment to
the Preliminary PUD Plan of Lots 2 through 4 of the Jigged Ventures Subdivision and
Approving a Second Amendment to the Final PUD for Lots 1 through 3 in the Jigged Ventures
Resubdivision Roosevelt Road between Town and Pearl Roads
B. Ordinance 19-O-0026 — An Ordinance Approving an Amendment to the
Preliminary PUD Plan for Lot 1 of the Jigged Ventures Subdivision Roosevelt Road between
Town and Pearl Roads
Alderman Stout made a motion, seconded by Alderman Gagliardi, to adopt the above items.
Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Ferguson, Dimas, Birch-Ferguson,
Swiatek, Short, Stout, Gagliardi, and Ligino-Kubinski. Voting Nay: 0. Motion carried.

13. Mayor’s Comments. The Mayor said the forecast is for very hot weather this week. He
hopes it will be cooler the following week as a lot of people are coming to town (for the Big
Boy). He has had many conversations with the Police Chief and he believes things are going
to be ok. There has been only one person in trouble for putting his camera on the tracks.
The Mayor urged people to stay safe, keep hydrated, and do some wellness checks.
14. Executive Session. There was no executive session.
15. Items to be Referred for Final Action from Executive Session. Not applicable.
16. Adjournment. At 7:12 pm, Alderman Chassee made a motion, seconded by Alderman
Stout, to adjourn. Motion was carried by voice vote.
