WEST CHICAGO HISTORICAL PRESERVATION COMMISSION MEETING
August 27, 2019

1. Call to Order and Establishment of a Quorum
The meeting was called to order by Chairman Malina at 6:00 p.m. A quorum was established.
2. Certificate of Appropriateness Review
A. C.O.A. 19-13 — 103 North Oakwood Avenue — Bautista Residence — Roof, Siding,
Gutter, and Rear Storm Door Replacement
David and Victoria Bautista, property owners of 103 North Oakwood Avenue, located in the
East Washington Street Historic District, are requesting approval to replace their roof, siding,
gutters, and rear storm door on the existing single-family home on the property. The applicants
will be replacing the existing roof shingles with IKO Cambridge Architectural shingles in a
Dual Black color. The existing siding will be replaced with Exterior Portfolio Market Square
vinyl siding with wood-like texture in a Nantucket color. The gutters will be replaced with 5”
aluminum white gutters with 2”x3” downspouts. The applicant si also proposing to replace the
existing storm door on the rear of the house with the same type, style, and color (white) as
existing.
The Commission briefly discussed the proposed improvements to the site. After this discussion
by the Commission, Chairman Malina made a motion to approve C.O.A. 19-13 as presented.
Commissioner Vigsnes seconded the motion. The motion passed with an all aye vote.

3. Preliminary Review
Mr. Sterrett explained that the building owner of 124 Main Street was looking to replace their
existing flat roof on their building because of severe damage. Their timetable for fixing this
roof is aggressive due to the potential for water to leak into the building and comprise the
interior. As such, the building owner would like to perform the work now and come back in
September for the COA approval of the work. The Commission discussed this proposal and was
comfortable with letting the work begin in order to avoid any damage within the building from
the leaking roof provided in September the owner return for COA approval.
4. Historic District/Landmark Update
Mr. Sterrett asked the Commission if they were interested in applying for a State grant in the
spring to update the informational brochures for historic preservation and the landmarking
process. This would create a customized, easy to understand tool for residents as a way to
promote historic preservation in the City. The Commission wished to pursue this initiative.
5. Approval of July 23, 2019 Meeting Minutes
Chairman Malina made a motion, seconded by Vice Chairman Letsche, to approve the July 23,
2019 minutes. With a voice vote of all ayes, the motion carried.
6. Other Business
The Commission briefly discussed the Big Boy train event that took place last month.
7. Adjournment
Chairman Malina made a motion, seconded by Commissioner Garcia, to adjourn the meeting.
With a voice vote of all ayes the motion carried. The meeting, at 6:25 p.m., adjourned.
