MINUTES
PUBLIC AFFAIRS COMMITTEE
Monday September 23, 2019 7:00 P.M.
Call to Order, Roll Call, and Establishment of a Quorum.
Chairman Chassee called the meeting to order at 7:00pm. Roll Call found Brown,
Hallett, Birch Ferguson and Short.
Alderman Swiatek was not in attendance.
Approval of Minutes.
A. Public Affairs Committee Minutes of August 26, 2019. Alderman Birch
Ferguson made a motion, seconded by Alderman Brown to approve the minutes of
the Public Affairs Committee meeting. Voting Aye: Chairman Chassee, Alderman
Brown, Hallett, Birch Ferguson and Short. Voting Nay: 0. Motion carried.
Public Participation / Presentations.
A. Sara Phalen — Prairie Path Bike Trail Historical Signs. Ms. Phalen
distributed a hand out with detail information on the signage which will be added to
the minutes. Alderman Birch Ferguson made a motion, seconded by Alderman
Brown to move forward with this project and return to Committee with agreements,
Items for Consent.
A. Resolution No. 19-R-0044 — A Resolution approving an Intergovernmental
with the Board of Education of West Chicago School District No. 33. Alderman
Brown made a motion, seconded by Alderman Birch Ferguson. Voting Aye:
Chairman Chassee, Alderman Brown, Hallett, Birch Ferguson and Short. Voting
Nay: 0. Motion carried.

9. Adjournment. Alderman Birch Ferguson made a motion to adjourn, seconded by
Alderman Brown. The motion was approved by voice vote, and the meeting
adjourned at approximately 7:20pm.

The West Chicago City Museum and the Friends of the West Chicago City Museum are looking to place seven
wayside informational reading rail signs across a historic “rail trail” and in other high traffic historic locations,
see map. Not all locations are on City property as reflected on the attached map. Each sign would include
historic images and brief history and point people to the City Museum for further information. We feel these
signs will greatly enhance information available to those passing by on the Prairie Path and help spur historic
exploration of our community. The design mockup of two of the signs are below for your reference.
All costs of the signs, installation and maintenance would be covered by the City Museum and the Friends of the
Museum. A layout showing the placement of the first two signs to be placed on Library property behind the
Museum, next to the CB&Q Depot is also attached, as well as specs on the actual signs.

As the map reflects, not all locations are on City property. The City Museum is seeking direction from the
Public Affairs Committee on placing these signs in the suggested locations. If there is agreement from the
Committee, the City Museum would finalize agreements with the landowners.
