CITY OF WEST CHICAGO – 475 Main Street CITY COUNCIL MINUTES Regular Meeting December 16, 2019 1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance to the Flag. Alderman Sheahan led all in the pledge of allegiance, and then everyone sang Happy Birthday to her. 3. Invocation. The City Clerk gave the invocation. 4. Roll Call and Establishment of a Quorum. Roll Call found Aldermen Lori J. Chassee, Heather Brown, Jayme Sheahan, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Christopher Swiatek, Matthew E. Garling, Jeanne M. Short, and Noreen Ligino-Kubinski present. Alderman Michael D. Ferguson was absent. The Mayor announced a quorum. Alderman James E. Beifuss arrived at 7:04 pm and Alderman Rebecca Stout arrived at 7:17 pm. City Clerk Nancy M. Smith was also present. Also in attendance were City Attorney Patrick K. Bond, Public Works Director Rob Flatter, City Administrator Michael L. Guttman, Chief of Police Mike Uplegger, Deputy Chief of Police Chris Shackelford, Community Development Director Tom Dabareiner, and Administrative Services Director Linda Martin. 5. Public Participation. A. Public Hearing: 2020 Proposed Budget. The Mayor opened the public hearing at 7:03 pm, and took a comment from Alderman Dimas. Alderman Dimas expressed gratitude to City Administrator Guttman and staff for putting together a balanced budget. She said she looks forward to seeing how revenue will be increased for the City. The Mayor also thanked the staff and the City Council for being very supportive of this staff and for the hard work that they put into the process. He said staff is continually challenged to do more with less. He would like the public to know that the City works hard to continue to do more with less and be fiscally responsible. The Mayor said he knows of other communities, some larger than West Chicago, who are not able to say that. The Mayor closed the public hearing at 7:06 pm. Minutes for the public hearing are filed separately. No one else spoke during public participation. 6. City Council Meeting Minutes – December 2, 2019. Alderman Brown made a motion, seconded by Alderman Swiatek, to approve the minutes of December 2, 2019, with no changes. Voting Aye: Alderman Chassee, Brown, Sheahan, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, and Ligino-Kubinski. Voting Nay: 0. Alderman Garling abstained. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Chassee, to approve the December 16, 2019, Corporate Disbursement Report in the amount of $859.069.41. Voting Aye: Aldermen Chassee, Brown, Sheahan, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, and Ligino-Kubinski. Voting Nay: 0. Motion carried. 8. Consent Agenda – Consideration of an Omnibus Vote. * Development Committee: Alderman Birch-Ferguson read and explained the following item: A. Ordinance 19-O-0043 – An Ordinance Approving Certain Variances for the Development of Land at 643 Innovation Drive – Alton Industry Ltd., Group and the DuPage Airport Authority Alderman Birch-Ferguson made a motion, seconded by Alderman Sheahan, to adopt the above item. The Mayor read and explained the following item: A. Ordinance 19-O-0038 – An Ordinance Amending Article V of the West Chicago Municipal Code Siting of Small Antenna/Towers in the Public Rights-of-Way and on Commercial and Industrial Property and Amending Appendix G – Fee Schedule, Section 20.1 – Small Wireless Facility Fees and Penalties. Alderman Swiatek made a motion, seconded by Alderman Hallett, to adopt Ordinance 19-O- 0038. During discussion, Alderman Garling said he would like to see further work to improve the aesthetics and would rather it be done all at once and that’s why he voted no in the Committee. The Mayor said it would be difficult to do it all at once. During discussion, Alderman Brown asked for clarification on the percentages allowed in Item 2 which City Administrator Guttman provided. Ordinance 19-O-0041 – An Ordinance Adopting the Annual Budget for the City of West Chicago, DuPage County, Illinois, for the Fiscal Year Commencing January 1, 2020, and Ending December 31, 2020 Alderman Dimas made a motion, seconded by Alderman Birch-Ferguson, to adopt Ordinance 19-O-0041. During discussion, Alderman Garling said he had spoken to many about his concerns. Alderman Brown would like to see the City celebrate the 4th of July. Alderman Chassee called for a point of order. She said if there are just discussion issues for a consent agenda item, it does not have to necessarily be pulled off the consent agenda. Questions can still be asked. City attorney Bond said that was correct. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, Stout, and Ligino-Kubinski. Voting Nay: Alderman Garling.
