MINUTES
INFRASTRUCTURE COMMITTEE
February 6, 2020 7:00 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called
the meeting to order at 7:00 P.M. Roll call found Aldermen James Beifuss, Heather Brown,
Sandra Dimas, Matt Garling, Alton Hallett, and Noreen Ligino-Kubinski present. Alderman
Jeanne Short arrived after roll call at 7:05 P.M.
Staff present included Director of Public Works Robert Flatter, Utility Superintendent Rocky
Horvath, and Administrative Assistant Ashley Heidorn. Also in attendance was resident Paul
Kubinski.
2. Approval of Minutes
A. Infrastructure Committee Minutes of December 5, 2019. Alderman Hallett
made a motion, seconded by Alderman Garling to approve the Meeting Minutes of
December 5, 2019.
Voting Yea: Aldermen Beifuss, Dimas, Garling, Hallett, and Ligino-Kubinski.
Voting Nay: 0. Abstains: Alderman Brown.
3. Public Participation / Presentations. None.
4. Items for Consent. Alderman Beifuss requested discussion on Consent Item E.
Alderman Dimas made a motion, seconded by Alderman Brown to approve:
A. Ordinance No. 20-O-0001 — Authorizing the Disposal of Surplus Equipment,
Stock Inventory, and/or Personal Property Owned By the City of West Chicago
B. Resolution No. 20-R-0002 — A Resolution for Maintenance of Streets and
Highways by the City of West Chicago Relating to FY2020 MFT Estimate of
Maintenance Costs
C. Resolution No. 20-R-0006 — Contract Amendment #1 & First Extension — Classic
Landscape, Ltd. for Right-of-Way Maintenance Program
D. Resolution No. 20-R-0007 — Layne Christensen Company — Approval of Contract
for Professional Services Related to the Rehabilitation of the Pump and Motor
Assembly Associated with the City’s Well Station No. 8
F. Approval of the City Administrator’s Emergency Purchase of Services to Repair a
Watermain Break at 700 E. Roosevelt Road from November 22, 2019, thru
December 7, 2019 — Tri-County Excavating

Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown,
Dimas, Garling, Hallett, and Ligino-Kubinski. Voting Nay: 0.
5. Items for Discussion.
4.E. Resolution No. 20-R-0008 — Steve Piper and Sons — Contract Award for the 2020
Forestry Maintenance Program. Alderman Beifuss inquired if the primary reason there were
not more bids received was because the contractors do not have arborists on staff. Mr. Flatter
indicated that he did not know for certain but assumes it is likely because of the City’s arborist
requirement. Mr. Flatter also indicated that he was satisfied with the price provided and Steve
Piper and Sons has done satisfactory work for the City in the past. Alderman Brown made a
motion, seconded by Alderman Dimas to approve.
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown,
Dimas, Garling, Hallett, and Ligino-Kubinski. Voting Nay: 0.
5.A. Klein Road Bike Path — Wayne Township Road District. Mr. Flatter indicated that
staff is seeking direction on whether or not to participate in the application of STP funds to
design and construct a bike path along Klein Road. On January 16, 2020, Mr. Flatter attended a
meeting at the Wayne Township Road District Office to discuss the feasibility of a joint “on-
street” bike path. The City’s share of design and construction cost is estimated at approximately
$300,000.00. Following the meeting, staff does not see a need to participate in the construction
of a north-south bike path that would mirror the existing path along Fair Oaks Road,
approximately 0.75 miles east of Klein Road. Money is not currently budgeted for said project,
and funds would need to be taken from future street improvement projects to cover said expense.
Additionally, staff feels that traffic and vehicular speeds along Klein Road make an “on-street”
bike path unsafe. Following discussion, the Committee concluded that they are not interested in
participating in the creation of a bike path along Klein Road as available funds should be
focused on other street improvements.
6. Unfinished Business. Alderman Beifuss requested an update on the handrails to be
installed on the stairs at 461 Main Street. Mr. Flatter explained that bids for the project would be
opened next Wednesday, February 12, 2020. Once contracts have been executed, the handrails
should be installed around June, though staff will push for a sooner completion date if it is
feasible.
7. New Business. None.
8. Reports from Staff. Mr. Flatter noted that a draft of the concept for a regional bike path
plan is anticipated to be brought before Committee at the March Infrastructure Committee
Meeting.
9. Adjournment. At 7:17 P.M., Alderman Brown made a motion to adjourn, seconded by
Alderman Ligino-Kubinski. Motion was unanimously approved by voice vote.
