Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance to the Flag. Alderman Jakabcsin led all in the pledge of allegiance. 3. Invocation. The City Clerk gave the invocation. 4. Roll Call and Establishment of a Quorum Roll Call found Aldermen James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Michael D. Ferguson, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Christopher Swiatek, Jeanne M. Short, Rebecca Stout, John E. Jakabcsin, and Noreen Ligino-Kubinski present. Aldermen Lori J. Chassee and Matthew E. Garling were absent. The Mayor announced a quorum. City Clerk Nancy M. Smith was also present. Also in attendance were City Attorney Patrick K. Bond, City Administrator Michael L. Guttman, Chief of Police Mike Uplegger, and Public Works Director Rob Flatter. 5. Public Participation. The City Clerk read a letter from Diane Ferguson, Board Chair, McAuley School Restoration Initiative, in which Ms. Ferguson provided an update on the cooperation agreement between the Initiative and the West Chicago Historical Society. 6. City Council Minutes - February 3, 2020. Alderman Ferguson made a motion, seconded by Alderman Swiatek, to approve the minutes of February 3, 2020, with no changes. Voting Aye: Aldermen Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, Stout, Jakabcsin, and Ligino-Kubinski. Voting Nay: 0. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Brown, to approve the February 17, 2020, Corporate Disbursement Report in the amount of $531,912.18. Voting Aye: Aldermen Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch- Ferguson, Swiatek, Short, Stout, Ligino-Kubinski, and Jakabcsin. Voting Nay: 0. Motion carried. 8. Consent Agenda - Consideration of an Omnibus Vote * Infrastructure Committee. Alderman Beifuss read and explained the following: A. Ordinance 20-0-0001 - An Ordinance Authorizing the Disposal or Sale of Surplus Equipment, Stock Inventory, and/or Personal Property Owned by the City of West Chicago B. Resolution 20-R-0002 - A Resolution Authorizing the City Clerk to Execute and Submit, to the Illinois Department of Transportation, the Illinois Department of Transportation Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code (BLR 14220), and the Illinois Department of Transportation Local Public Agency General Maintenance Estimate of Maintenance Costs (BLR 1422), for Expenditures Using Motor Fuel Tax Funds for FY 2020 C. Resolution 20-R-0006 - A Resolution Authorizing the Mayor to Execute Contract Amendment #1 and First Extension to the 2019 Right-of-Way Maintenance Program Contract with Classic Landscape Ltd. for Right-of-Way Maintenance Services During Fiscal Years 2020 and 2021 (for an amount not to exceed $122,505.00 per year) D. Resolution 20-R-0007 - A Resolution Authorizing the Mayor to Execute a Contract Agreement with Layne Christensen Company for Professional Services Related to the Rehabilitation of the Pump and Motor Assembly Associated with the City’s Well Station No. 8 (for an amount not to exceed $128,000.00) E. Resolution 20-R-0008 - A Resolution Authorizing the Mayor to Execute a Contract Agreement with Steve Piper and Sons, Inc. for Professional Services Related to the 2020 Forestry Maintenance Program (for an amount not to exceed $64,660.18) F. Approve - The City Administrator’s Emergency Purchase of Services to Repair a Watermain Break at 700 E. Roosevelt Road from November 22, 2019, thru December 7, 2019 - Tri-County Excavating, Inc. (for an amount not to exceed $72,942.10) Alderman Beifuss made a motion, seconded by Alderman Hallett, to adopt the above items. The City was awarded the trophy at the Chamber’s Annual Banquet. The City Clerk invited everyone to the West Chicago High School’s Board of Education meeting tomorrow night where students would be awarded certificates from the Veterans of Foreign Wars for the Voice of Democracy program. The City Clerk announced that the Lions Club pancake breakfast would be held on Sunday, March 1, 2020. 13 Mayor’s Comments. The Mayor said he was glad to be back from his vacation in the Florida Keys. Alderman Ligino-Kubinski had been in Cabo, Mexico, and City Attorney Bond had been to Curacau. 14. Executive Session. At 7:15 pm, Alderman Brown made a motion, seconded by Alderman Birch-Ferguson, to adjourn into executive session to discuss security procedures, school building safety and security, and the use of personnel and equipment to respond to an actual, a threatened, or a reasonably potential danger to the safety of employees, students, staff, the public, or public property under [5 ILCS 120/2(c)8]. Voting Aye: Aldermen Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, Stout, Ligino-Kubinski, and Jakabcsin. Voting Nay: 0. Motion carried.
