CITY COUNCIL MINUTES
Regular Meeting
February 3, 2020
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance to the Flag. Alderman Brown led all in the pledge of allegiance.
3. Invocation. The City Clerk gave the invocation.
4. Roll Call and Establishment of a Quorum
Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Michael D. Ferguson, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Matthew
E. Garling, Jeanne M. Short, Rebecca Stout, and Noreen Ligino-Kubinski present. Alderman
Christopher Swiatek was absent. The Mayor announced a quorum.
City Clerk Nancy M. Smith was also present.
Also in attendance were City Attorney Patrick K. Bond, City Administrator Michael L. Guttman,
Chief of Police Mike Uplegger, Deputy Chief of Police Chris Shackelford, and Community
Development Director Tom Dabareiner.
5. Concur - With the Mayor’s Appointment of John E. Jakabcsin as Alderman in Ward 7 for the
Unexpired Term Ending April 30, 2021. Alderman Chassee made a motion, seconded by
Alderman Dimas, to concur with the mayor’s appointment of John E. Jakabcsin as Alderman in
Ward 7 for the unexpired term ending April 30, 2021. Voting Aye: Aldermen Chassee, Beifuss,
Brown, Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson, Garling, Short, Stout, and Ligino-
Kubinski. Voting Nay: 0. Motion carried.
The City Clerk administered the Oath of Office to Mr. Jakabcsin. Alderman Jakabcsin then took
his place at the Council. The Mayor congratulated and welcomed Alderman Jakabcsin to the
City Council.
6. Public Participation. No one spoke during regular public participation.
A. Proclamation: The League of Women Voters 100th Anniversary. At the Mayor’s
request, the City Clerk read the proclamation for the League of Women Voters for the 100th
Anniversary. The Mayor said anyone who has ever attended a League event knows how
wonderful it is. The Mayor congratulated the three women from the League who were in
attendance: Jo Ann Kenaly, Barb Laimins, and April Murphy. Ms. Kenaly spoke and thanked
the City for the Proclamation. Among other things, she said 100 years ago men and women
worked to prepare for the 19th Amendment. Ms. Laimins then provided information on early
voting and a Candidates’ Forum on February 19, 2020, at Cantigny.
7. City Council Minutes - January 20, 2020. Alderman Brown made a motion, seconded by
Alderman Hallett, to approve the minutes of January 20, 2020, with no changes. Voting Aye:
Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson,
Garling, Short, Stout, Jakabcsin, and Ligino-Kubinski. Voting Nay: 0. Motion carried.
8. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Ferguson, to approve the February 3, 2020, Corporate Disbursement Report in the amount of
$852,238.60. Voting Aye: Aldermen Chassee, Beifuss, B rown, Sheahan, Ferguson, Hallett,
Dimas, Birch-Ferguson, Garling, Short, Stout, Ligino-Kubinski, and Jakabcsin. Voting Nay: 0.
Motion carried.

9. Consent Agenda - Consideration of an Omnibus Vote
* Items Not Sent to Committee: The Mayor read and explained the following items:
A. Resolution 20-R-0004 - A Resolution to Endorse the Legislative Action Program of
the DuPage Mayors and Managers Conference for the 2020 Legislative Session
B. Resolution 20-R-0005 - A Resolution Amending the Intergovernmental Agreement
Providing for the Removal of Certain Radioactive Wastes Originating from a Rare Earths Facility
Located in the City of West Chicago, DuPage County, Illinois, and Change in Local
Communities’ Representative
Alderman Garling made a motion, seconded by Alderman Beifuss, to approve the above items.
Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Ferguson, Hallet, Dimas, Birch-
Ferguson, Garling, Short, Stout, Jakabcsin, and Ligino-Kubinski. Voting Nay: 0. Motion
carried.

14. Mayor’s Comments. The Mayor again welcomed Alderman Jakabcsin. The position has
been vacant for awhile, and the 7th Ward is a large one, so it is nice to see two Aldermen again.
During the interview process with Alderman Chassee, it was stressed that more people from the
7th Ward need to frequent the downtown area. The Mayor said Alderman Jakabcsin was an ex-
officio member of the Plan Commission/ZBA and has a lot of experience in IT. The Mayor
hoped Alderman Jakabcsin’s family was excited to have him on the Council.
15. Executive Session. At 7:19 pm, Alderman Brown made a motion, seconded by Alderman
Dimas, to adjourn into executive session to discuss land acquisition [5 ILCS 120/2(c)(5)(6)] and
review of Official Record [5 ILCS120/2(c)(21)]. Voting Aye: Aldermen Chassee, Beifuss, Brown,
Sheahan, Ferguson, Hallett, Dimas, Birch-Ferguson, Garling, Short, Stout, Ligino-Kubinski, and
Jakabcsin. Voting Nay: 0. Motion carried. Minutes for the Executive Session are filed
separately.
