Approval of the City Administrator's Emergency Purchase of Services to Repair a Watermain Break at 700 E. Roosevelt Road from November 22, 2019, thru December 7, 2019 - Tri-County Excavating Roll call found the vote unanimous for approval. Resolution No. 20-R-0008 - Steve Piper and Sons - Contract Award for the 2020 Forestry Maintenance Program. Alderman Beifuss inquired if the primary reason there were not more bids received was because the contractors do not have arborists on staff. Mr. Flatter indicated that he did not know for certain but assumes it is likely because of the City's arborist requirement. Mr. Flatter also indicated that he was satisfied with the price provided and Steve Piper and Sons has done satisfactory work for the City in the past. Alderman Brown made a motion, seconded by Alderman Dimas to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown, Dimas, Garling, Hallett, and Ligino-Kubinski. Voting Nay: 0. 5.A. Klein Road Bike Path - Wayne Township Road District. Mr. Flatter indicated that staff is seeking direction on whether or not to participate in the application of STP funds to design and construct a bike path along Klein Road. On January 16, 2020, Mr. Flatter attended a meeting at the Wayne Township Road District Office to discuss the feasibility of a joint "on- street" bike path. The City's share of design and construction cost is estimated at approximately $300,000.00. Following the meeting, staff does not see a need to participate in the construction of a north-south bike path that would mirror the existing path along Fair Oaks Road, approximately 0.75 miles east of Klein Road. Money is not currently budgeted for said project, and funds would need to be taken from future street improvement projects to cover said expense. Additionally, staff feels that traffic and vehicular speeds along Klein Road make an "on-street" bike path unsafe. Following discussion, the Committee concluded that they are not interested in participating in the creation of a bike path along Klein Road as available funds should be focused on other street improvements. 6. Unfinished Business. Alderman Beifuss requested an update on the handrails to be installed on the stairs at 461 Main Street. Mr. Flatter explained that bids for the project would be opened next Wednesday, February 12, 2020. Once contracts have been executed, the handrails should be installed around June, though staff will push for a sooner completion date if it is feasible. 7. New Business. None. Bids were received from four contractors with Acres Group, of Plainfield, Illinois, submitting the lowest responsible bid of $41, 112.00. The second lowest bidder was The Fields on Caton Farm of Crest Hill, Illinois, with a bid of $43,290.00 (see attached bid tab sheet for additional clarification). Acres Group completed the City's parkway tree planting program in 2018 and its performance was satisfactory. Staff contacted performance references (i.e., City of Wheaton and the Village of Skokie) and all provided positive feedback and indicated they would use for Acres Group again. All indicated good quality trees and excellent work from Acres Group. Staff recommends that a contract be awarded to Acres Group, of Plainfield, Illinois, for services related to the 2020 Parkway Tree Planting Program, for an amount not to exceed $41, 112.00. Services related to the above referenced program will be funded from the Capital Projects Fund (08-34-53-4854) in which $48,000 has been budgeted for FY2020. Guttman SIGNATURE._ ________ _ ITEM SUMMARY: The control program for the Heating, Ventilation and Air Conditioning (HVAC) system at the Water Treatment Plant (WTP) runs on a small computer called a JACE (Java Application Control Engine). The JACE controls two Roof Top Units (RTUs), individual Variable Air Volume (VAV) devices in each interior space of the building, and various exhaust fans located throughout the building. The program in the JACE maintains airflow rates and volume, controls temperature, and performs other HVAC functions. The current JACE in use at the WTP is a Tridium JACE 403-R2 network controller. On May 22, 2012, Tridium announced the "end-of-life" for the JACE R2 products. As of 2015, Tridium no longer repairs, replaces or provides technical support for R2 products. The WTP's current JACE operates using JAVA, a programming language developed by Oracle. The free use of JAVA ended on January 14, 2020, and no further software updates are available for the version of JAVA on the WTP's JACE. Future use of JAVA must be via licensed copies of the program. The JACE in use at the WTP is simplistic and limits the control allowed to the user, being further limited by the installed JAVA operating system no longer being updateable. In addition, staff computers were recently upgraded to the Windows 10 operating system causing the older version of JAVA to no longer work on the computers used to access the JACE. The current JACE must be replaced. A new JACE would be compatible with Windows 10, would accept more complex programming, and would allow staff better control of the environment inside the WTP. In lieu of a full bidding process, which would require hiring an Engineering Firm to write specifications and develop bid documents (estimated at approximately $5,000.00), JACE replacement quotes were sought from two vendors who are well versed in complex HVAC control systems applications and who have been utilized exclusively to maintain the City's various HVAC systems for the past 15 years. Althoff Industries Inc. of Crystal Lake, Illinois (original contractor and current maintenance provider for the HVAC system at the WTP), provided a JACE replacement quote of $23,818.00. Cooling Equipment Service Inc. of Elk Grove Village, Illinois (City's usual source for HVAC maintenance and repairs at all City owned facilities other than the WTP), quoted $27,800.00. Due to their familiarity with the WTP HVAC equipment, and being the City's source for service and parts for the HVAC system at the WTP since commissioning in 2004, staff recommends awarding a contract to Althoff Industries for $23,818.00. On January 01, 2016, Tridium changed their software upgrade process for Niagara 4 and Jace 8000 to an annual Software Maintenance Agreement (SMA). The SMA is mandatory for the first year and after the first year you have the choice to renew or let it expire. However a gap charge will apply by renewal of the SMA after a time lapse. With the annual maintenance agreement you will have access to all software versions (AX or N4) update builds and patches for an entire year. The SMA period starts when the license for the product is created in Niagara Central. As City staff has been very satisfied with its existing Maintainer service body crane truck for the past 17 years, and as the City has standardized its small and medium duty truck fleet with Ford trucks and chassis, staff has spent the past several months negotiating with EJ Equipment, Inc. of Manteno, Illinois (as authorized area vendor for Maintainer), about ordering a customized Maintainer service body crane truck to meet City needs. If approved for purchase, EJ Equipment, Inc. will purchase the Ford F550 chassis through the Suburban Purchasing Cooperative (SPC) joint purchasing program and then customize it with a Maintainer service body, crane, generator/air compressor/welding unit, and appurtenances. The SSPC is a joint purchasing program sponsored by the Northwest Municipal Conference (NWMC), DuPage Mayors & Managers Conference (DMMC) South Suburban Mayors and Managers Association (SSMMA), and Will County Governmental League (WCGL). Together the SPC represents 145 municipalities and townships in northeastern Illinois. With cab, chassis, and equipment specified by the City, EJ Equipment, Inc. submitted a price quote of $144,615.00. Costs are determined by using the wholesale low rack gasoline and fuel price on the date of delivery as published by O.P.l.S. (Oil Price Information Service), plus delivery charges, and applicable taxes. The only variable to the annual contract and bids are delivery charges. In previous years, the City has participated in the Suburban Purchasing Cooperative (SPC) Joint Purchasing Program and most recently in DuPage County's Joint Purchasing Program for fuel purchase and delivery. In January 2019, DuPage County agreed to add the City of West Chicago and its estimated fuel quantities to the bid proposal document under a bid category titled "Group 3 - DuPage County Entities". Gas Depot was the lowest bidder with a delivery markup bid of $0.009/gallon for unleaded fuel and $.0145/gallon for low sulfur diesel. For bidding purposes, the quantity of 80,000 gallons of unleaded gasoline and 50,000 gallons of low sulfur diesel was identified for the City of West Chicago. The estimated annual delivery mark-up for that amount of fuel is approximately $1,445.00 (see attached bid tab for additional information). Staff has recently been advised that the DuPage County Board is slated to approve a Contract extension with Gas Depot at the DuPage County Board Meeting on March 24, 2020, for the period April 1, 2020 to March 31, 2021. The mark-up for fuel delivery on said Contract extension for the applicable Group 3 bid category will be the same as 2019 (e.g., $0.009/gallon for unleaded fuel and $.0145/gallon for low sulfur diesel). Although fuel costs vary on date of delivery, the City's annual fuel usage for 2020 is estimated to be approximately 72,000 gallons (unleaded and diesel combined) and estimated at approximately $164,000.00. In addition, the Fire Protection District and School District use the City's fueling station and used approximately 23,000 gallons of fuel in 2019 (unleaded and diesel combined), estimated at approximately $54,000.00 for 2020. Each District reimburses the City for the portion of fuel it uses. It is estimated that the combined fuel cost for the period April 1, 2020 to March 31, 2021, including delivery cost mark-up, for all users will be approximately $221,000.00. There is currently $182,700.00 budgeted in FY 2020 for the City's fuel needs. Staff seeks authorization to use the DuPage County Joint Purchasing Program to purchase, and have delivered, unleaded gasoline and diesel fuel from Gas Depot for the period April 1, 2020 thru March 31, 2021. ACTIONS PROPOSED: Authorize the purchase and delivery of Unleaded Gasoline and Diesel Fuel, from April 1, 2020, thru March 31, 2021, from Gas Depot, using pricing obtained through the DuPage County Joint Purchasing Contract, for an amount not to exceed $221, 100.00.
