MINUTES
PUBLIC AFFAIRS COMMITTEE
Monday April 27, 2020 7:00 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum.
Chairman Chassee called the meeting to order at 7:00pm. Roll Call found Alderman
Brown, Hallett, Birch Ferguson, Swiatek, Short and Jakabcsin.
2. Approval of Minutes.
A. Public Affairs Committee Minutes of February 24, 2020. Alderman
Swiatek made a motion, seconded by Alderman Birch Ferguson to approve the
minutes of the Public Affairs Committee meeting. Voting Aye: Chairman Chassee,
Alderman Brown, Hallett, Birch Ferguson, Swiatek, Short and Jakabcsin. Voting
Nay: 0. Motion carried.
3. Public Participation / Presentations.
Chairman Chassee entered a mailed public participation comment to the minutes
from Edgar Pal dated 4/27/2020. Mr. Pal thanked the City Council and its
Committees for providing the option to submitting comments via online; however,
Mr. Pal wanted to remind our Committees that a member of the public cannot be
required to enter home address or other personal information as a prerequisite to
submitting public comment.
4, Items for Consent.
A. Healthy West Chicago 5k & Fun Run Special Event Permit Application.
Chairman Chassee has given direction to the Committee that contingent upon
compliance with any and all orders if any governmental body regarding assembly.
Alderman Jakabcsin made a motion, seconded by Alderman Birch Ferguson.
Voting Aye: Chairman Chassee, Alderman Brown, Hallett, Birch Ferguson,
Swiatek, Short and Jakabesin. Voting Nay: 0. Motion carried.
B. West Chicago Food Festival Special Event Permit Application. Chairman
Chassee has given direction to the Committee that contingent upon compliance with
any and all orders if any governmental body regarding assembly. Alderman Birch
Ferguson made a motion, seconded by Alderman Swiatek. Voting Aye: Chairman
Chassee, Alderman Brown, Hallett, Birch Ferguson, Swiatek, Short and Jakabcsin.
Voting Nay: 0. Motion carried.

C. Resolution No. 20-R-0017 - Mexican Independence Day Festival Funding
Agreement and Permit Application. Alderman Swiatek made a motion, seconded
by Alderman Brown. Voting Aye: Chairman Chassee, Alderman Brown, Hallett,
Birch Ferguson, Swiatek, Short and Jakabcsin. Voting Nay: 0. Motion carried.
Dz. West Chicago Railroad Days Special Event Permit Application Western
Dupage Chamber of Commerce. Alderman Hallett made a motion, seconded by
Alderman Swiatek to cancel this year’s event. Voting Aye: Chairman Chassee,
Alderman Brown, Hallett, Birch Ferguson, Swiatek, Short and Jakabcsin. Voting
Nay: 0. Motion carried.
E. Ordinance 20-O-0005 — Amending Chapter 8, Article I — Administrative
Adjudication System of the West Chicago Code of Ordinances. Alderman Swiatek
made a motion, seconded by Alderman Hallett. Voting Aye: Chairman Chassee,
Alderman Brown, Hallett, Birch Ferguson, Swiatek, Short and Jakabcsin. Voting
Nay: 0. Motion carried.

A. West Chicago Police Department January, February and March Monthly
Reports.
Alderman Hallett asked Chief Uplegger if it was a possibility in getting speed bumps
on Ann Street because of the amount of speeding traffic. Chief Uplegger said he
would look into this issue.
Adjournment. Alderman Birch Ferguson made a motion to adjourn, seconded by
Alderman Brown. The motion was approved by voice vote, and the meeting
adjourned at approximately 7:29pm.
