Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called the meeting to order at 7:00 P.M. Roll call found Aldermen James Beifuss present in-person, and Aldermen Sandra Dimas, Matt Garling, and Noreen Ligino-Kubinski present via Zoom teleconference. Aldermen Heather Brown, Alton Hallett, and Jeanne Short were absent. Staff present in-person included Director of Public Works Robert Flatter. Administrative Assistant Ashley Heidorn was present via Zoom teleconference. Mayor Pineda has determined that in-person meetings are not practical and prudent. 2. Approval of Minutes A. Infrastructure Committee Minutes of May 7, 2020. Alderman Dimas made a motion, seconded by Alderman Ligino-Kubinski to approve the Meeting Minutes of May 7, 2020. Voting Yea: Aldermen Beifuss, Dimas, Garling, and Ligino-Kubinski. Voting Nay: 0. 3. Public Participation I Presentations. None. 4. Items for Consent. Alderman Beifuss requested discussion on Consent Item D. Alderman Dimas made a motion, seconded by Alderman Garling to approve: A. Resolution No. 20-R-0030 - Contract Award- Boller Construction Company for the Digester #1 Improvements Project B. Resolution No. 20-R-0032 - Professional Engineering Services Agreement - Donohue & Associates, Inc. for SCADA Integration Services Associated with the Digester #1 Improvements Project C. Ordinance No. 20-0-0012-Authorizing the Disposal of Surplus Equipment, Stock Inventory, and/or Personal Property Owned By the City of West Chicago Roll call found the vote unanimous for approval. Purchase of Rock Salt from Compass Minerals America, Inc., Overland Park, Kansas, for the 2019-2020 Winter Season - Change Order No. 1 and Final. Alderman Beifuss requested an explanation for the Change Order. Mr. Flatter explained that normally this is not an issue because the City has never had enough capacity to order the full allotment of rock salt in any one given year. However, with the new salt storage shed the City was able to order the full 4,600 tons this year. Each truck is weighed before delivery, but fluctuations in amounts loaded into a truck are expected and uncontrollable. Once a truck is loaded, the vendor will not unload a portion of the load if overage occurs. This resulted in an overage of 55.75 tons received in the last delivery. Mr. Flatter explained that this is a nominal amount, and it is nearly impossible to guarantee that the total amount received will not go over if the full allotment is ordered. Alderman Dimas made a motion, seconded by Alderman Ligino-Kubinski to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Dimas, Garling, and Ligino-Kubinski. Mr. Flatter noted that the final surface was applied to Washington Street last week and road striping was partially completed. He is hopeful that road striping will be completed next week, followed by parkway restoration. Mr. Flatter also shared that the City Administrator gave him direction to move forward with the 2020 Sidewalk and Curb Maintenance Program. Plans are being finalized, and staff intends to put it out for bid on Tuesday, July 7, 2020, for an anticipated contract award date in August. 9. Adjournment.
