Guttman SIGNATURE_______ __ _ ITEM SUMMARY: Public Works recently sought pricing for sealcoating and striping services of: • City Hall Parking Lot • Police Station Parking Lot • Water Treatment Plant Parking Lot • Salt Storage Facility Parking Lot (1350 W. Hawthorne Lane) • Glen Oak Cemetery • Driveways at all Well and Lift Stations Proposals were sought from five contractors who had previously performed sealcoating and striping services for the City, or who previously requested to be placed on the City vendor list. Only two contractors responded to the City's RFP and I have attached a tabulation of pricing received. Hushion Pavement Maintenance, lnc.'s proposals, which totaled $42,059.00, were substantially lower than Midwest Sealcoat's proposals of $112,836.00. It is staff's opinion that the proposals received, and/or reason other contractors did not submit a proposal, were reflective of the performance requirements identified in the City's Request For Proposal (RFP) documents, which included: 1. Contractor must be able to complete work prior to November 1, 2020. 2. Contractor must be willing to perform services in phases, after normal business hours, and/or on weekends, if determined necessary by City. 3. Contractor must comply with City's insurance requirements. 4. Payment of prevailing wages will be required with submittal of waivers of lien and certified payroll where appropriate and applicable. The last time these parking lots received a protective layer of sealcoat was 2016. Sealcoating of parking lot(s) is a tried and proven maintenance method to help preserve the integrity, visual appeal, safety, and durability of the property. It can be very costly to replace or fix the asphalt in the parking lot after harsh winter weather, but the City can save significant dollars by remaining proactive with its maintenance programs. When sealcoating is applied to a parking lot surface, it adds a protective layer that acts as a barrier between the harsh environment's wear and tear, and the asphalt of your parking lot. It is advisable to refresh the asphalt's topcoat once every two or three years to maintain the durability, vitality, and ===== PDF PAGE 11 ===== [Extraction: embedded PDF text] CITY OF WEST CHICAGO usability of the pavement. Without proper maintenance, a parking lot can fall apart beyond repair, and will then need to be replaced at significant cost. Sealcoating is extremely important in the maintenance of a parking lot for many reasons, including the following: 1. Extension in the life of the parking lot; and, 2. Prevent high repair costs; and, 3. Blocks the drying effects of the sun and protects against freeze and water; and, 4. Prevent damage from auto fluids; and, 5. Keep the parking lot looking acceptable and maintained. For appearance, pavement preservation, and to help delay significant replacement costs, staff recommends awarding a contract to Hushion Pavement Maintenance, Inc., of West Chicago, Illinois, for an amount not to exceed $42,059.00, for parking lot sealcoating and striping services at various City owned facilities during fiscal year 2020. Adequate funds are available in the Capital Projects Fund (08-34-53-4801 ), Water Fund (06-34-48-4806 & 06-34-47-4420), Sewer Fund (05-34-43-4402), and the General Fund (01-09-23-4225) to cover the cost of service, depending on location. ACTIONS PROPOSED: Approve Resolution No. 20-R-0046 authorizing the Mayor to execute a contract with Hushion Pavement Maintenance, Inc., for an amount not to exceed $42,059.00, for parking lot sealcoating and striping services at various City owned facilities during fiscal year 2020.
