CITY COUNCIL MINUTES
Regular Meeting
September 21, 2020
The City Council meeting of September 21, 2020, was held partly remote (via Zoom) and partly
in person due to the coronavirus pandemic.
1. Call to Order. Mayor Ruben Pineda (in person) called the meeting to order at 7:00 pm. The
Mayor said it was determined that in person meetings are not practical and prudent at this time.
2. Pledge of Allegiance. Alderman Swiatek led all in the pledge of allegiance.
3. Invocation. There was no invocation.
4. Roll Call and Establishment of a Quorum.
Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Jayme Sheahan, Alton Hallett,
Michael D. Ferguson, Sandy Dimas, Christopher Swiatek, Jeanne Short, Rebecca Stout, John
E. Jakabesin, and Noreen Ligino-Kubinski present remotely.
Aldermen Heather Brown, Melissa Birch-Ferguson, and Matthew Garling were absent. The
Mayor announced a quorum.
Also in attendance in person were City Administrator Michael Guttman, Chief of Police Mike
Uplegger and Deputy Chief of Police Chris Shackelford. City Attorney Bond attended remotely.
City Clerk Nancy M. Smith was also in attendance
5. Public Participation.
A. Proclamation: Active People, Healthy Nation. The Mayor read the Proclamation
of the City Council recognizing the Centers for Disease Control and Prevention’s Active People,
Healthy Nation Initiative and resolved that the City of West Chicago shall join, participate in, and
be a champion of Active People, Healthy Nation, and it further resolved that the City of West
Chicago shall take any reasonable further steps as necessary to maximize the benefits of
Participating in Active People, Healthy Nation.
6. City Council Meeting Minutes of September 8, 2020. Alderman Ferguson made a motion,
seconded by Alderman Ligino-Kubinski, to approve the minutes of September 8, 2020, with no
changes. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Ferguson, Hallett, Dimas,
Swiatek, Stout, Jakabcsin, and Ligino-Kubinski. Alderman Short abstained. Voting Nay: 0.
Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Chassee, to approve the September 21, 2020, Corporate Disbursement Report in the amount of
$832,133.27). Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Hallett, Ferguson, Dimas,
Swiatek, Short, Stout, Jakabcsin, and Ligino-Kubinski. Voting Nay: 0. Motion carried.
8. Consent Agenda. None
9. Reports by Committee: The Mayor read the following item:
A. Resolution 20-R-0050 - A Resolution Authorizing the Mayor to Execute a Contract
Agreement with Muse Community Design, LLC for Preparation of the West Chicago
Comprehensive Pian
Alderman Ligino-Kubinski made a motion, seconded by Alderman Stout, to approve Resolution
20-R-0050. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Hallett, Ferguson, Dimas,
Swiatek, Short, Stout, Jakabesin, and Ligino-Kubinski. Voting Nay: 0. Motion carried,

The City Clerk announced that nominating petition packets will be available tomorrow for the
Consolidated Election of April 6, 2021. Up for election are the Mayor, City Clerk, and Aldermen
from each of the seven wards.

43. Mayor’s Comments: The Mayor spoke of the Move with the Mayor campaign. The third
week is finished with Hanover Park now in the lead. The Mayor would like everyone to
participate so that the City can once again be in first place, and at the same time, people can
improve their own health. As an example, the Mayor’s 84 year old mother went for an hour walk
and it made a big difference for her. It changed her whole mindset and attitude. Carly
Smitherman is doing a great job.
The Mayor said he hopes everyone who can run for office joins up again. Alderman Ferguson
has decided not to run this time. Alderman Ferguson said there are personal reasons for not
running for reelection. The Mayor said he appreciated everything Alderman Ferguson has done
for his ward.
14. Executive Session. There was no executive session.
45. Items to be Referred for Final Action from Executive Session. Not applicable.
146. Adjournment. At 7:16 pm. Alderman Chassee made a motion, seconded by Alderman
Dimas, to adjourn. Voting Aye: Aldermen Chassee, Beifuss, Sheahan, Ferguson, Hallett,
Dimas, Swiatek, Short, Stout, Jakabcsin, and Ligino-Kubinski. Voting Nay: 0. Motion carried.
