Regular Meeting Minutes
Tuesday, November 10, 2020
11:00 a.m. — West Chicago City Hall
I. Call to Order — The meeting was called to order at 11:05 a.m.
II. Roll Call — In attendance were City Administrator Michael Guttman, Public Works
Director Rob Flatter, Assistant Public Works Director Tim Wilcox, Village Manager Curt
Barrett and Interim Finance Director Charles Howard. Authority Attorney Gregory Smith
was also in attendance.
III. | Public Comments — there were no public comments
IV. Board of Director Comments — there were no Board of Director comments.
V. New Business
A. Consideration and Approval of Regular Board of Directors Meeting
Minutes from Tuesday May 12, 2020 — Rob Flatter made a motion to
approve the minutes, seconded by Curt Barrett. The motion passed 5-0 with
a voice vote.
B. Public Hearing Regarding the Proposed Budget and Appropriations for the
West Chicago/Winfield Wastewater Authority (Fiscal Year 2021 — January
1, 2021 through December 31, 2021) [5 ILCS 220/3.4(b) and 50 ILCS
330/3]
The 2021 proposed Budget and Appropriations of the Authority were
summarized by the Presiding Officer. Director Flatter gave an overview of
the Capital Improvement Plan and the hiring of Donahue and Associates to
conduct a study as to what it would take to achieve various phosphorus
limits.
C. Consideration and Approval of an ORDINANCE APPROVING THE
BUDGET AND APPROPRIATIONS FOR THE WEST
CHICAGO/WINFIELD WASTEWATER AUTHORITY (FISCAL YEAR
2021 — JANUARY 1, 2021 THROUGH DECEMBER 31, 2021) [5 ILCS

Curt Barrett made a motion to approve the 2021 Budget, seconded by Tim
Wilcox. The motion passed 5-0 with a roll call vote.
Dz. Consideration and Approval of a RESOLUTION APPROVING THE
REGULAR MEETING SCHEDULE OF THE BOARD OF DIRECTORS
OF THE WEST CHICAGO/WINFIELD WASTEWATER AUTHORITY
FOR CALENDAR YEAR 2021 [5 ILCS 120/2.03 and IGA Section 3.3]
Rob Flatter made a motion to approve the 2021 meeting schedule, seconded by
Curt Barrett. The motion passed 5-0 with a voice vote.
E. Consideration and Approval of Authorization for the Presiding Officer to
Approve and Execute Insurance Quotations for Directors and Officers
Insurance and Property Insurance for an Amount Not To Exceed
$50,000.00. [IGA Section 3.5.G.]
Curt Barrett made a motion to approve the insurance authorizations,
seconded by Rob Flatter. The motion passed 5-0 with a roll call vote.
