Resolution No. 20-R-0009 - Contract Award - JACOBS for Professional Services Related to the Rehabilitation of the Secondary Clarifiers at the West Chicago/Winfield. Alderman Beifuss requested a summary of the Item. Mr. Flatter explained that the Regional Wastewater Treatment Plant (WWTP) is now owned by the West Chicago/Winfield Wastewater Authority (WCWWA). Since the City of West Chicago had always owned, operated, and maintained the plant, the City continues to do all the contracting and operations associated with the WWTP on behalf of the WCWW A. One of the final major treatment processes is secondary settlement/clarification. This process involves flowing treated wastewater through four secondary clarifier tanks to allow any residual organic waste to slowly settle from the liquid waste stream. The secondary clarifier tanks and internal mechanical components are approximately 3 5 years old, and the internal mechanical components have outperformed their useful life of typically 15-20 years. JACOBS is the WCWWA's contractual plant operator and utilizing them for the design-build project would save the City, at a minimum, $75,000.00 in engineering design, bid, and construction oversight services. This rehabilitation would provide another 15-20 years out of the current tanks. Mr. Flatter noted that the work would be paid for by the WCWW A, and they would subsequently bill the municipalities based on the percentage of flow to the plant; the Village of Winfield has also expressed their full support of the rehabilitation. The new salt storage shed started with roughly 3,500 tons of salt, and there is about 1,000 tons remaining. The smaller shed at the Street Division also has about 800 tons available. Staff have not been ordering salt until it is needed, and there is enough remaining to last another five-to-six snow events. Salt will be replenished as available funds allow and as required by the amount committed to purchasing for the season. The plow trucks have also been functioning well so far. 9. Adjournment. A police report was filed and the responsible party is identified. The City has completed the insurance claim process with the Intergovernmental Risk Management Agency (IRMA) and funds for repairs have been authorized. The control building at Lift Station #1 was originally constructed and installed by Starnet Technologies (Starnet) of Franksville, Wisconsin, and is modular in its construction (i.e., building components can be removed and replaced). As Starnet is most familiar with the building fabrication, City staff obtained a proposal from Starnet to complete repairs. Starnet's proposal, based on visible damages, is estimated at $25,472.40. However, additional costs are anticipated once the exterior and interior panels are removed, the building is shifted back into place, and a structural inspection is completed. Therefore, City staff is seeking authorization to waive the competitive bidding process and award a contract to Starnet Technologies for needed repairs to the control building for Lift Station #1 for an amount not to exceed $30,000.00. IRMA will reimburse the City for all associated repair costs. City staff anticipates that repairs will be completed by June 2021. Guttman SIGNATUR~~~~~~~~~~~ ITEM SUMMARY: The Hillside Addition and Roosevelt Highlands Subdivision Rehabilitation Project, as prepared by the City's engineering consultant Thomas Engineering Group (TEG), consists of roadway resurfacing of Elizabeth Street, Gates Street, and Oak Street from Dayton Avenue to Forest Avenue; Augusta Avenue and Glen Avenue from Bishop Street to Neltnor Boulevard (IL Route 59); Dale Avenue from Oak Street to Neltnor Boulevard; and Dayton Avenue from its dead-end located just east of Bishop Street to Oak Street (approximately 2.17 miles of streets). The project's work generally consists of pavement milling, hot-mix asphalt (HMA) resurfacing, full-depth HMA pavement patching, intermittent concrete sidewalk, curb ramps, and combination concrete curb and gutter removal and replacement, utility structure adjustments, installation of area reflective and strip reflective crack control treatment, parkway restoration, Thermoplastic pavement markings, and all incidental and collateral work necessary to complete the project as shown on the project plans and detailed in the project specifications. The request for bids was advertised in the Daily Herald on January 29, 2021 , and bids were opened on February 23, 2021 . There were ten known plan holders, and the City received seven bids with A. Lamp Concrete Contractors, Inc. of Schaumburg, Illinois, submitting the lowest responsible bid of $853,237.14. The second lowest bid was submitted by Schroeder Asphalt Services, Inc. of Huntley, Illinois, for $862,942.19. The engineer's estimate of probable cost was $910,945.48 (see attached bid tabulation sheet for additional clarification). A. Lamp Concrete Contractors, Inc. (A. Lamp) has satisfactorily performed similar work for the City, as the general contractor, for the 2014 Alta Vista Gardens Roadway Rehabilitation Project, the 2018 Sherman Street Area Resurfacing Project, and the 2018 Roadway and Water Main Rehabilitation Project (Pomeroy, Stimmel, Weyrauch, Lester, and Hazel). TEG also called several of A. Lamp's references and all were satisfied with A. Lamp's performances. A. Lamp is registered by the Illinois Department of Transportation as a prequalified contractor. It is staff's recommendation that a contract be awarded to A. Guttman ITEM SUMMARY: Within the Fiscal Year 2021 Water Fund budget, $800,000.00 has been budgeted for the rehabilitation of the 500,000 gallon ground storage tank associated with Booster Station #4, located at 320 E. Forest Avenue (southwest corner of Bishop Street and Forest Avenue). Booster Station #4 and the associated ground storage tank, is one of two Booster Stations and ground storage tanks used to increase available water in the distribution system during peak demand periods. This is accomplished by the operation of pumps within the Booster Station to draw water from the ground storage tank and discharging said water into the distribution system. As more water is needed, the overall pressure drops in the distribution system. When pressure drops below a desired level, a signal is received at the station calling for pumps to run and "boost" the system pressure. Improvements were last completed at Booster Station #4 in 2019, which included replacement of pumps, piping and electrical gear directly associated with the Booster Station's operations. In 2019, the City also hired KLM Engineering, Inc. (KLM) of Woodbury, Minnesota, to clean sediment from within the Booster Station #4 ground storage tank, evaluate the condition of said tank, and draft an inspection report. This ground storage tank was originally constructed in 1959. KLM's inspection report (attached) identified that after more than 61 years of service life, significant rehabilitation of this structure is required. Required improvements include, but are not limited to, the following: • Replacement of the tank's roof. The current roof is in unrepairable condition. • Sandblast and repaint of the tank's exterior. • Removal of obsolete equipment from within the interior of the tank (i.e., Cathodic Protection System, ladder safety climb device, wood plank baffle wall, etc.). • Sandblast and repainting of the tank's interior. • Installation of a mixing system inside the tank to improve water quality (replacement for obsolete wood plank baffle wall). • Installation of OSHA approved safety features. Estimate cost of required improvements range between $625,000.00 and $735,000.00. Competitive bids will be sought for construction once engineering design plans, specifications, and bid documents are finalized. These modifications and repairs serve to bring the tank into compliance with OSHA regulations, AWWA standards, as well as allow for better coating bonding, allow for safer access in and on the tank, and, in some cases, removing unnecessary items. The roof of the Booster No. 4 reservoir is in unrepairable condition. Although, it does not appear that the roof is caving in at the time of the evaluation, there is evidence of the interior of the roof plate edges deteriorating with severe corrosion. The evaluation was performed in May with good weather conditions, winter weather conditions and snow loads are unpredictable which may create considerable deflections. If left unattended the roof will continue to deteriorate depositing corrosion into water and when through corrosion occurs, contaminants can enter into the water and be in violation of AWWA and health department standards. Currently corrosion has not visually appeared to affect the structural integrity of the roof. Although, corrosion has begun to migrate from the plate edges into base metal. If the corrosion is allowed to progress, it will diminish the structural strength of the roof. KLM does not have a history of the roof condition; therefore, a reasonable life prediction cannot be made at this time if no action is taken. The critical time for the walls is when the reservoir is partially full, then the roof provides lateral support of the walls under wind and unbalanced snow loads and keeps the walls (shell) round. If there is loss of the structural strength of the roof, the walls are subject to collapse. The existing roof is not effectively repairable, replacing the entire roof and structure with a new steel roof (coated) is estimated at $300,000 at current costs. As an option, the City of West Chicago may entertain replacing the steel roof with an aluminum geodesic domed roof for approximately $375,000. An aluminum geodesic domed roof would require minimal maintenance over the life expectancy of the reservoir whereas reconditioning the interior and exterior of a steel roof can cost around $100,000 every 25+- years. See photos 2 through 8. A new roof shall include one (1) pressure pallet vent, three (3) ventilation manways and a pipe style, OSHA compliant handrail to encompass the center finial vent and access manway. 2.2jCoating Ev. tuati n $111 m 11y 2.2.1 ILead and Chromium Content Analysis The total lead and chromium content of the interior and exterior coatings was analyzed. The results in Appendix E show a 0.0029 to 0.022 percent lead content for the interior wet coating and a 0.077 to 0.24 percent lead content for the exterior coating. Current State regulations classify neither the interior nor exterior coatings as lead-based paints. Chromium levels in the test samples indicate levels from Below Recording Limits (•' I 'I I q T l I • I Based on the inspection data, if the recommended structural repairs and coating replacement are completed within the next 12 months, the tank will be satisfactory for continued service provided that it is inspected regularly. The tank and coating should first be inspected within the warranty period and every three (3) to five (5) years thereafter. A new interior and exterior coating, if applied and maintained properly, should last 15 to 20 years. 3.0IRECOMMENDATIONS The photographs referred to in this section are in Appendix A. All drawings are found in Appendix B. The surface preparation requirements for all repairs as well as the requirements for welding are described in Appendix C. See photos 2, 7, and 9 through 11. 3.1.2 Remove the fill pipe down to a point approximately three (3) feet above floor level. Install a brace connecting the pipe to the floor at the 90-degree connection of the pipe. See photos 10 through 12. a. Diffuser inlets are typically installed to "aerate" water supply during the fill process to oxygenate water and allow iron to separate and settle to the floor. With a treatment plant, diffusers are normally not required. The existing supports for the platform are corroded beyond repair. Due to reoccurring maintenance costs, cost of replacing the support system and the fact that aeration only occurs while the reservoir is filling, repairing the existing fill pipe system and inspection platform is not recommended. 3.1.3 Remove the wood plank baffle wall and all connection points. Grind smooth all attachment points to the wall and floor per Appendix C. Typically baffle walls are installed to direct even distribution of sediment. It is not required with proper mixing systems and scheduled cleanout inspections. See photos 12 through 15. 3.1.4 Remove the Cathodic Protection System in its entirety including the housing around the shell penetration and wall clips. Repair the resulting hole in the shell per AWWA D100-11. See photos 23, 26 and 37. 3.1.5 Remove the ladder safety climb device. Install an anchor point and Self Retracting Lifeline (SRL) on the underside of the roof adjacent to the access manway for safe egress into the reservoir. See photos 17 and 18 and KLM Drawing No. 26. 3.1.6 Remove approximately 4-inches off the top of the overflow weir box to comply with AWWA D100- 11 and State Health Codes. See photo 8. 3.1. 7 Remove all erection brackets scab marks and weld spatter below the HWL by air arc gouging, cutting torch, or grinding. Repair the tank surface by welding and grinding outlined in Appendix C. See photos 20 through 22. This will work will require approximately 75 man-hours. 3.1.8 Replace the top ten ( 10) feet of ladder and ladder stand-off brackets at the top of the shell. See photo 17. 3.1.9 Install a 12-inch tall removable silt stop to the top of the outlet pipe with welded flat bar tabs to keep it in place. Install two bars on top of the new silt stop. The silt stop will help keep sediment from entering the water stream and the bars will hinder the entry of miscellaneous material and provide a safety measure. See photo 25. 3.1.10 Install a Grid-Bee GS-12 Submersible Mixer (or equivalent) in the reservoir to provide mixing capabilities that reduce the likelihood and magnitude of ice formation in cold weather and prevent stratification in warm weather, improving water quality and reducing the necessity of chemical additives such as chlorine. Refer to KLM Drawing 58. The costs of a GridBee GS-12 installed is approximately $18,000. The cost for a GridBee GS-9 mixer is included in the cost estimates in Section 2.3. Due to deterioration, condition and non-compliance with AWWA and State Health Codes the roof should be replaced with an aluminum geodesic dome style roof within the next 12 months to ensure continued use of the reservoir as designed. The coating below the HWL is in poor overall condition with approximately 50 percent visible coating failures consisting of widespread rust nodules and solvent entrapment blisters. Due to condition the coating below the HWL is not repairable and should be replaced in its entirety at the same time as installation of the geodesic dome roof within 12 months. See photos 2 through 26. 3.2.2 After structural repairs are completed, all the reservoir surfaces should be abrasive blasted to an SSPC-SP-10 Near White Metal Blast and coated with a light-colored zinc/polyamide epoxy system (similar to the Tnemec Series 91-H20 Hydro-Zinc/Series N140 Pota-Pox Plus Epoxy coatings) . . 10 ·1 • I "II I I \ 3.3.1 The submerged style Cathodic Protection System is recommended to be removed in its entirety per Item 3.1.5 above. See photo 32 and KLM Drawing No. 24 3.4.6 Install a splash pad under the overflow discharge to allow for drainage away from the base of the reservoir per AWWA D100-11 requirements. See photos 38 and 39. 3.4.7 Install a sump pump including electrical connections required for proper operation in the valve pit. West Chicago City Guidelines will need to be followed for closing the adjacent sidewalk. 3.6.2 In conformance with Illinois State Regulations, an analysis has been performed to determine the methods of pollution control required for this storage structure during reconditioning. To maintain air quality and to prevent the drift of dust and fugitive emissions, full containment will be required, including impervious ground cover, a top cover or bonnet and negative air dust collection . . 7 · , , m t . , t · o · ~ :; o ·1 ' :: e r 6. 7 .1 The reservoir has no telecommunications equipment, either antennas or other associated equipment. Antennas generally have the effect of dramatically increasing the cost of reconditioning water storage reservoirs. If the owner is considering allowing antennas to be installed on the tower/reservoir, lease agreements should be written to ensure the antenna owners are responsible for increase maintenance costs due to their presence. Installations should be reviewed to ensure that they do not interfere with normal use or maintenance of the tower, present safety hazards, or violate state or federal regulations. 4.0IREPAIRAND RECONDITIONING OVERVIEW KLM recommends repairs be completed within the next 12 months. There are currently approximately 1,242 City-owned Ash trees that would require treatment in 2021. In April 2017, Council approved Resolution No. 17-R-0017 authorizing the Mayor to execute Contract Amendment No. 1 to the initial Agreement with Emerald Tree Care LLC, for the Annual Emerald Ash Borer Insecticidal Treatment Program for the purpose of using a new product, Boxer (a.k.a. Emamectin Benzoate) which was released in 2015. This new product was administered with the same Wedgie (non-drilling) trunk injection method, but the trunk treatment lasts for two years. This increased the trunk injection cost by $0.30 per inch diameter for 2017 and 2019, but saved approximately $101,800.00 over a four-year period, eliminating the need for trunk injections in 2018 and 2020. Wayne White of Emerald Tree Care has provided the City a letter with his recommendation for continuing a monitor and treatment program for the City's Ash trees. In said letter Mr. White recommends the continued use of Boxer for trunk injections every other year and annual soil injections using "lmidicloprid". Emerald Tree Care has also provided a proposal for trunk injections and soil treatment during Fiscal Year 2021, in the amount of $82,325.00, at the same unit prices as the previous contract(s). Please see attached for additional information. To date there have been approximately 593 Ash trees lost since EAB treatment began in 2011, or about 32% of the original treatment set. Many of these trees were lost due to storm related damage or other reasons; however the majority were removed due to failing health caused by early damage from the EAB. Staff recommends continuing trunk injections and soil treatment in Fiscal Year 2021, along with continued monitoring of the City's Ash trees and conducting a full evaluation of all remaining Ash trees prior to fall. Once this evaluation is complete results of the survey will be presented to Committee to assess the benefits of continuing application of insecticidal treatments for the EAB. There are adequate funds available in the Capital Projects Fund for the 2021 EAB Insecticidal Treatment Program. Guttman SIGNATURE. _________ _ ITEM SUMMARY: Well Station No. 10, located at 2290 Smith Road, is one of five City-owned deep wells with a Byron Jackson well pump and motor assembly extending to approximately 1,423 feet below ground and rated to pump 1,025 gallons per minute. The well was originally constructed in 1997 and was serviced in 2006 and 2011. Prior to that 2006 service event, the column pipe suffered a structural failure and the well assembly had to be retrieved from the bottom of the well. The service at that time included wear ring replacement in the pump bowl assembly and a refurbishment of the motor at the Byron Jackson repair facility. The well was returned to service in January of 2006. In February 2011, this well failed during a routine run event and would not restart. Technicians were called in to further investigate and subsequent testing revealed that a ground fault condition existed at the motor; the well assembly was pulled by Layne Christensen Company in May 2011 and shipped to the Byron Jackson repair facility for inspection. Analysis by Byron Jackson technicians revealed that the motor had failed completely and needed extensive rebuilding or replacement. Since the cost to repair the motor was significantly higher than the cost of a factory refurbished motor of identical specifications; Layne Christensen Company was authorized to replace the motor. The well assembly was restored to service in October 2011. In June 2019, staff noticed that the production/pumping rate from the Well was decreasing. As of January 2021 the well remains operational; however, it is only pumping 667 gallons per minute. This 35% reduction in rated flow indicates the well assembly is due for inspection and service. Due to its history servicing the well and original equipment installation, staff solicited a proposal from Layne Christensen Company to pull, inspect, and rehabilitate the well assembly. Layne's proposal includes a complete rebuild and rehabilitation of the existing well equipment, including a television survey of the well casing. This proposal also contains estimated provisions for new column pipe, cleaning and re-coating of the existing column pipe. The estimated total for these services is $181,992.00. One additional item addressed in this proposal is replacement of the well motor, if needed. The existing motor has a mercury seal system which needs to be inspected before reinstallation. If inspection determines the unit cannot be reused a new motor has been quoted at $115,772.00; for a total worst case scenario project cost of $297,764.00. At this time staff does not foresee a need to replace the motor. Following service, the well assembly will be re-installed, tested, and returned to service. City staff recommends the rehabilitation of the well assembly before the start of peak summer water system demand. To accomplish this, staff recommends that City Council authorize the Mayor to execute a contract with Layne Christensen Company, for an amount not to exceed $297,764.00, for services necessary to remove, inspect, repair, re-install, test and place the well assembly at Well Station No. 10 back into operation. ===== PDF PAGE 90 ===== [Extraction: embedded PDF text] CITY OF WEST CHICAGO There is $250,000 budgeted in the Water Fund (06-34-47-4420) for pump station repairs; which is adequate to rehabilitate Well Station No. 10, provided the motor does not be replaced. Should the motor need to be replaced, other non-critical scheduled projects will be moved to Fiscal Year 2022 to free up additional funds in Fiscal Year 2021. The pulling would be done to determine the reason for the 30% decrease in the well production, that you noticed last Spring. Layne has repaired the Well 10 pump twice in the past, since it was installed in 1997. In 2006, there was a complete pipe separation that involved significant repairs, including fishing a portion of the pump from the bottom of the well. In 2011, the motor failed, which required a major repair. The original all-bronze bowl was rebuilt also, plus eleven (11) pieces of pipe needed rethreading. Due to the nature of the situation, an exact cost cannot be determined until the pump has been pulled and inspected. However, for budgetary purposes, we have developed the list below, which includes all items that we believe will be required, as well as some items that may be needed on this 300HP, Type H 2300 volt Byron Jackson submersible deep sandstone well pump. • Mobilization to the site, pull the pump, briefly inspect on-site and measure the total depth and static water level. • Disassemble, inspect & possibly rebuilding of the Byron Jackson bronze bowl assembly. • Mobilize 1O" column pipe to our yard; sandblasting for inspection; and remobilize back to site. • Possible 1 O" T&C pipe repairs and re-epoxy coating, inside and out. • Service the Byron Jackson motor - change oil, epoxy coat exterior, check the seal float, etc. WATER RESOURCES 721 W. Please note that the 300HP Byron Jackson Type H mercury motor seal should be balanced, and the motor dewatered in accordance with our exclusive procedure. This will allow the motor to be put in the proper shipping position with the mercury seal secured and will minimize the potential for water entering the motor windings, which would result in damage to the motor. Only Layne can provide a Byron Jackson factory authorized serviceman to complete this procedure properly. As a result of the new July 1, 2012 IEPA guidelines, we no longer conduct the seal servicing or motor dewatering over the well. To our knowledge Layne is the only contractor in the country that is currently utilizing a sealed motor service containment module that is transported to the project site to meet the new IEPA regulations. Our work will include COMPLETE adherence to these regulations. Pump repairs of this nature are normally performed on a time & material basis, per the rates, terms, & conditions as outlined on the attached Work Order Form. If there are issues with the motor, requiring it be sent back to Flowserve/Byron Jackson for teardown & inspection, then a Byron Jackson 300HP factory exchange motor may be required. If so, the NET price to the City would be $115, 772.00, which includes the $11, 150.00 credit for the City's motor, plus estimated shipping costs of $2,200.00. The estimated time frame for the factory exchange motor would be at least 12 weeks, after the City's Motor is inspected. Once the pump has been removed, cleaned, & inspected, Layne would provide an updated repair cost estimate BEFORE proceeding with any repairs. Of course, if we encounter something needed that is out of the ordinary, we will include that in the updated estimate. This has been standard practice on the many repairs performed for the City in the past. We have not included a contingency for sand bailing, which in the past, does not look to have been needed. The time to execute this work, of course, depends upon what work is actually done. But if the motor is reusable and we are able to completely service it in our Aurora Service Center as part of this repair, we would estimate the following time frames: • Mobilize, pull & inspect. - 1+ weeks • Repairs - 4 to 6 weeks • Reinstallation and testing -1-1/2 weeks.
