CIVIL SERVICE COMMISSION MINUTES
Regular Meeting
March 9, 2021

(1) Call to Order and Establishment of a Quorum.
Anthony Gagliardi called the meeting to order at 5:04 p.m. Carol LeBeau (on site) In attendance: Anthony Gagliardi and Keith
Letsche. Randy Wilson was absent. A quorum was established, Also in attendance: Interim Police Chief Christopher Shackelford.
The meeting was held partly remote (via zoom) and partly onsite due to the coronavirus pandemic. Mayor Pineda has determined
that in person meetings are not practical and prudent.
(2) Approval of Minutes.
Motion made by Keith seconded by Anthony, to approve the minutes from the February 9, 2021 regular meeting. Motion carried.
(3) Public Participation. - None
(4) Old Business. - None
(5) New Business. —
Carol brought forward discussion regarding the police department’s interest in lateral transfers. Interim Police Chief Christopher
Shackelford indicated the police department had interest in lateral transfers. CSC attorney Jim Knippen was contacted for a brief
overview of the process so the Commission could be briefly informed. The Commission discussed the concept of lateral transfers
however, had questions regarding implementation and guidelines for the lateral transfers. Keith requested confirmation from the
City Council indicating they were in favor of implementing such and requested confirmation on that before Commission moved
forward. The Commission directed Carol to contact Jim Knippen for further details in the process.
(6) Items for Discussion and Possible Action on. —
The Commission struck applicant number 13 due to failure to successfully complete the Power Test. The Commission certified
applicant number 26.
(7) Correspondence. - None
(8) Executive Session. — None
(9) When Applicable Items to be Referred for Final Action from Executive Session. — None
(10) Adjournment.
Motion made by Keith seconded by Anthony, to adjourn the meeting. Motion carried and meeting adjourned at 5:36 p.m.
