CIVIL SERVICE COMMISSION MINUTES
Regular Meeting
April 13, 2021

(1) Call to Order and Establishment of a Quorum.
Anthony Gagliardi called the meeting to order at 5:03 p.m. In attendance: Anthony Gagliardi, Randy Wilson and Keith Letsche.
A quorum was established. Also in attendance: Carol LeBeau and Interim Police Chief Christopher Shackelford.
(2) Approval of Minutes.
Motion made by Keith seconded by Anthony, to approve the minutes from the March 9, 2021 regular meeting. Motion carried.
(3) Public Participation. —- Chris Shackelford spoke to the Commission regarding the police department’s desire for the
Commission to implement lateral transfers and a Nipsta Power Test requirement stating it would benefit the City in recruitment.
(4) Old Business. - None
(5) New Business. — None
(6) Items for Discussion and Possible Action on. —
Carol updated the Commission on the Police Officer Eligibility Register stating there would be a file to review at their next meeting
in May. The Commission determined the date for the Police Officer Written Exam to be Saturday, June 26, 2021. IOS Recruitment
and Testing Services will administer the Written Exam. The Commission will hold the Oral Interviews July 14, 15 and 16. The
Commission discussed a change to the Civil Service Rules and Regulations regarding a Nipsta Card or some type of Power Test
proof to be included in the examination process. Also discussed were lateral transfers. The Commission requested Carol to work
with the Civil Service attorney to provide language by the next meeting for review.

(8) Executive Session. — None
(9) When Applicable Items to be Referred for Final Action from Executive Session. — None
(10) Adjournment.
Motion made by Randy and seconded by Keith, to adjourn the meeting. Motion carried and meeting adjourned at 6:02 p.m.
