MINUTES
PLAN COMMISSION/ZONING BOARD OF APPEALS
APRIL 20, 2021 7:00 P.M.
1. Call to Order, Roll Call and Establishment of a Quorum
Acting Chairperson Hale called the meeting to order via “Zoom” at 7:00 p.m. Roll call found
Commissioners Dettman, Hale, Kasprak, Devitt, and Banasiak present. A quorum was established.
All members were participating through “Zoom”. Commissioner Henkin arrived at 7:06 p.m. and
Chairperson Laimins arrived 7:38 p.m., both through “Zoom”.
Staff in attendance through “Zoom” were City Planner John Sterrett, and Community Development
Director Tom Dabareiner. Also in attendance included Courtney Kashima and Romina Castillo of
Muse Community Design. Members of the public in attendance included Gaby Lopez and Dan
Balzer
2. Chairman’s Comments
Acting Chairperson Hale stated that Mayor Pineda has determined that in-person meetings are not
practical nor prudent.
3. Approval of Draft Minutes of the April 6, 2021 Plan Commission Meeting
Commissioner Dettman made a motion, seconded by Commissioner Devitt, to approve the April 6,
2021 Plan Commission meeting minutes. A roll call vote found Commissioners Dettman, Devitt,
Banasiak, and Acting Chairperson Hale voting in favor and no one voting against. Commissioner
Kasprak abstained. With a roll call vote of four (4) “yes”, zero (0) “no”, and one (1) abstention, the
motion carried and the draft April 6, 2021 meeting minutes were approved.
4..Comprehensive Plan — Visioning Session - Presented by Muse Community Design
Ms. Castillo presented an overview and summary of the progress made to date for the
Comprehensive Plan. Ms. Kashima and Ms. Castillo lead a discussion and exercise with the
Commission to obtain feedback from Commissioners on what goals and values should be included
in the Comprehensive Plan based on feedback from residents.
The next Plan Commission meeting to discuss the Comprehensive Plan update is June 22, 2021.
5. Adjournment
Commissioner Dettman made a motion, seconded by Commissioner Kasprak, to adjourn the
meeting. A roll call vote found Commissioners Dettman, Kasprak, Henkin, Devitt, Hale, Banasiak,
and Chairperson Laimins voting in favor and no one voting against. With a roll call vote of seven
(7) “yes” and zero (0) “no”, the motion carried and the Plan Commission, at 8:31 p.m., was
adjourned.
