MINUTES
Call to Order at 7:04pm by Heidi Kuharich; Roll Call: Judith Horsley, Heidi Kuharich, Buddy
Plumlee, Stephanie Ross, Deborah Walsh, and City Liaison Rosemary Mackey with guest Janna
Williamson in attendance; quorum established
Nominate and Vote on Cultural Arts Commission Secretary/Scribe: Judith Horsley volunteered to
take minutes on a trial basis.
Approve Minutes of April 8, 2021: Buddy Plumlee made motion to approve, Stephanie Ross
seconded the motion; minutes approved unanimously with the correction of the committee
named in #3 in three places (a and b) as noted by Rosemary Mackey
. Update on 2021 Art Banner Submissions and Next Step:

Rosemary Mackey stated that the designs have been laid out in banner form by Uwe
Gsedl and approved by the artists. John from Signarama will submit a print proof on
Friday, May 7, 2021 for final approval.
Heidi Kuharich asked if a hang date has been set. Rosemary Mackey stated that the banners
were usually hung in time for Blooming Fest, but the repair of broken brackets will cause
the hang date to be moved back. The “Take Flight” Banners may be the only banners hung
this summer.
Rosemary Mackey will be meeting with Uwe GsedI to plot out the placement of the

banners and asked for a volunteer to help with the process. Deborah Walsh
volunteered.
Update Status of Public Art Master Plan

Buddy Plumlee has received pertinent files from Rosemary Mackey and will start soon drafting
the Public Art Master Plan and forward to Heidi Kuharich for edits.
General discussion ensued regarding the Public Art Master Plan. In general, the CAC has
recently been focused on installing another piece of art. The master plan will summarize the
main components of the CAC mission statement but include flexibility needed for artistic
creativity, outreach, education and procurement of public art in all forms.
Rosemary Mackey stated disappointment in the lack of responses to the most recent CAC poll.
Heidi Kuharich noted that the monarch project was very popular along with the Haiku project.
Stephanie Ross asked if other commissions have a master plan. Rosemary Mackey
summarized the mission of the other commissions and as such, they are mainly advisory
groups.
6. Other Business:

Heidi Kuharich revived an ongoing parking lot of ideas and issues going back through
minutes of meetings from January 2019 forward. Rosemary Mackey sent the document out
for review prior to the meeting. Judith Horsley stated that it was very helpful to her as a new
member, but did not feel it was necessary to go back further in the minutes to add to the list.
Heidi suggested listing the information as a line item Google document so that CAC
members would all have access between meetings. The parking lot would be made available
with the minutes. Stephanie Ross suggested that CAC members could recommend moving
items from the parking lot to the agenda; but that would only happen at the discretion of the
Chair.
Rosemary Mackey reported that repairs have been made to various art installations and
that plaques would be installed. Buddy Plumlee will handle the installation of the
plaque on his art piece.

Deborah Walsh needed to know who she should obtain information from regarding the Frida
exhibit at the College of DuPage as pertains to West Chicago. She was informed that Sara
Phalen (People Made Visible) and Fernando Ramirez (Mexican Cultural Center-DuPage)
should be contacted. Rosemary Mackey mentioned that people can still submit a piece of Frida
inspired art for the June and July show at Gallery 200.
Rosemary Mackey inquired about the balsa wood airplanes being ready for display in
conjunction with “Take Flight”. Heidi Kuharich stated that returns have been slow and as
such, the deadline was extended to June 1, 2021.
7. Public Participation:

Guest Janna Williamson stated that she attended Wheaton College and lives in West Chicago
on Arbor Street. She noted that it is hard and expensive to get access to a good practice piano.
She is very happy that the high school has recently purchase a grand piano. She would like
music to be layered in the activities or presentations planned by the CAC such as open
performance opportunities. Buddy Plumlee thought it might be good to revive Local Music
Night at Gallery 200. Rosemary Mackey stated there will be concerts at the shell this summer
by the DuPage Symphony.
