Regular Meeting
July 6, 2021
4. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance. Alderman Brown led all in the pledge of allegiance.
3. Invocation. There was no invocation.
4. Roll Call and Establishment of a Quorum.
Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Alton Hallett, Christine Dettmann, Melissa Birch-Ferguson, Jeanne Short, Rebecca
Stout, Christopher Swiatek, John E. Jakabcsin, and Joseph C. Morano present. Aldermen
Sandy Dimas and Matthew Garling were absent. The Mayor announced a quorum.
Also in attendance were City Administrator Michael Guttman, City Attorney Patrick Bond, and
Community Development Director Tom Dabareiner.
City Clerk Nancy M. Smith also was present.
5. Public Participation. There was no public participation.
6. City Council Meeting Minutes of June 21, 2021. Alderman Swiatek made a motion,
seconded by Alderman Hallett, to approve the minutes of June 21, 2021, with no changes.
Voting Aye: Alderman Chassee, Beifuss, Sheahan, Hallett, Dettmann, Birch-Ferguson, Short,
Stout, Swiatek, Jakabcsin, and Morano. Alderman Brown abstained. Motion carried.
7. Corporate Disbursement Report. Alderman Chassee made a motion, seconded by
Alderman Morano to approve the July 6, 2021, Corporate Disbursement Report for
$583,336.81. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Hallett, Dettmann,
Birch-Ferguson, Short, Stout, Swiatek, Jakabcsin and Morano. Voting Nay: 0. Motion carried.
8. Consent Agenda
* Infrastructure Committee: Alderman Beifuss read and explained the following items:
A. Ordinance 21-O-0017 — An Ordinance Authorizing the Disposal or Sale of Surplus
Equipment, Stock Inventory, and/or Personal Property Owned by the City of West Chicago
B. Resolution 21-R-0051 — A Resolution Authorizing the Mayor to Execute a Contract
Agreement with Schroeder Asphalt Services, Inc. for Services Related to the Commerce Drive
Reconstruction Project (for an amount not to exceed $639,792.12)
C. Resolution 21-R-0052 — A Resolution Authorizing the Mayor to Execute a Contract
Agreement with Schroeder & Schroeder, Inc. for Services Related to the 2021 Sidewalk and
Curb Maintenance Program (for an amount not to exceed $135,620.00)
Alderman Beifuss made a motion, seconded by Alderman Brown, to adopt the above ordinance
and approve the resolutions. Voting Aye: Alderman Beifuss, Chassee, Brown, Sheahan,
Hallett, Dettmann, Dimas, Birch-Ferguson, Short, Stout, Garling, Swiatek, Jakabcsin, and
Morano. Motion carried.
* Public Affairs Committee: Alderman Chassee read and explained the following
items:
D. Approve — The Fireworks at Reed-Keppler Park Scheduled for Saturday, August 14,
2021
E. Approve — The Healthy West Chicago 5K Fun Run Scheduled for Saturday, August

resolutions. Voting Aye: Alderman Beifuss, Chassee, Brown, Sheahan, Hallett, Dettmann,
Birch-Ferguson, Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried.
* Items Not Sent to Committee: The Mayor read and explained the following items:
H. Resolution 21-R-0048 — A Resolution Terminating, In Part, the Continued
Declaration of a Local Disaster Emergency in the City of West Chicago Due to the COVID-19
Pandemic
I. Resolution 21-R-0049 — A Resolution Authorizing the Mayor to Execute an
Intergovernmental Agreement Between the City of West Chicago, DuPage Airport Authority,
West Chicago Library District, West Chicago Fire Protection District, West Chicago Elementary
District 33, Community High School District 94 and Discovery Drive Investors II, LLC in Regard
to a Property Abatement Relative to the Development of the Discovery Drive Investors II
Property
J. Resolution 21-R-0050 — A Resolution Authorizing the Mayor to Execute an
Economic Incentive Agreement By and Between the City of West Chicago and Discovery Drive
Investors II, LLC
K. Resolution 21-R-0053 — A Resolution Authorizing the Mayor to Execute the First
Amendment to the Land Exchange Agreement with St. Vincent De Paul
Alderman Stout made a motion, seconded by Alderman Swiatek, to approve the resolutions.
Voting Aye: Alderman Beifuss, Chassee, Brown, Sheahan, Hallett, Dettmann, Birch-Ferguson,
Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried.
9. Reports by Committee. The Mayor read and explained the following item:
A. Resolution 21-R-0054 — A Resolution Authorizing the Mayor to Enter Into a Funding
Agreement with the Mexican Cultural Center to Support the 2021 Mexican Independence Day
Event
Alderman Chassee made a motion, seconded by Alderman Short, to approve the resolution.
During discussion, Alderman Chassee said several committees have discussed this item. She
understood that funds from last year would be rolled over. She also understood that fireworks
would be moved closer to the 4" of July. She suggest that staff look at this possibility and bring
back to Public Affairs.
Alderman Hallett said the City does not pay enough attention to the 4"" of July, about which he is
very passionate. Alderman Brown agreed that it would be more appropriate for the City to
celebrate the 4" of July.
Mayor Pineda said he has lived here for 60 years and there have never been fireworks on the
Fourth. Because all the other communities have fireworks on the Fourth, it becomes very
expensive. By having fireworks at a different time, the cost is one-third. We now have a
Special Events person who is excited to have events. We are partnered with the Park District to
have Christmas in July. The Mayor said the Council could discuss when to have the fireworks.
It is up to them to decide and to put it in the budget.
Voting Aye: Alderman Beifuss, Chassee, Brown, Sheahan, Hallett, Dettmann, Birch-Ferguson,
Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried.

13. Mayor’s Comments. The Mayor said there were several illegal fireworks in our city. Pets
react to it and so do people with PTSD. The Police Chief said police officers were out there, but
he would need several hundred police officers to control the situation. The fine for illegal
fireworks is low, and people are willing to take the fine.

The Mayor urged people to come out and enjoy the festivals. People are going to be excited to
come out again. The City did a good job in vaccinating our people, which moved us a step
ahead of other communities.
14. Executive Session. There was no executive session.
15. Items to be Referred for final Action from Executive Session. Not applicable.
16. Adjournment. At 7:21 pm, Alderman Chassee made a motion, seconded by Alderman
Stout, to adjourn. Motion was carried by voice vote.
