WEST CHICAGO HISTORICAL PRESERVATION COMMISSION MEETING
July 27, 2021

1. Call to Order and Establishment of a Quorum
The meeting was called to order by Chairman Malina at 6:00p.m. A quorum was established.
Commissioner Letsche recused himself prior to the discussion on COA 21-09.
2. Certificate of Appropriateness Review
A. C.0.A. 21-09 — 215 East Washington Street — Keith Letsche — Fence
Keith Letsche, owner of the single-family home at 215 East Washington Street in the East
Washington Street Historic District, is proposing to replace an existing picket fence within the
interior side yard, on the east side of the house. The existing fence has deteriorated and will be
replaced with a 4-foot tall Brattle Works Classic Picket fence. The fence will begin at the east
front corner of the house and extend approximately 22 feet to the east property line with a 4-
foot tall gate, approximately 3.5 feet in width. An additional fence panel, approximately 6 feet
in length, will extend south and will be parallel to the east property line. The color of the fence
will be a light yellow to match the existing trim on the house. The size and style will
substantially match the original fence on the property. All aspects of the fence will comply with
the Zoning Code.
After a brief discussion by the Commission, Chairman Malina made a motion to approve C.O.A.
21-06. Commissioner Vigsnes seconded the motion. The motion passed with an all aye vote.

Mr. Sterrett briefly discussed a proposed townhome development within the Turner Junction
Historic District that has not been submitted yet but is expected to be submitted sometime in
the next few weeks as well as a potential new downtown development project.
5. Approval of May 25, 2021 Meeting Minutes
Chairman Malina made a motion, seconded by Commissioner Vigsnes, to approve the May 25,
2021 minutes with a correction in the title of item 2.B. With a voice vote of all ayes and zero no,
the motion carried.
6. Other Business
The commission discussed various initiatives of potentially incorporating green space into the
historic district as well as addressing underutilized properties and buildings. The Commission also
discussed some of the rules and regulations for business in the Historic District.
7. Adjournment
Chairman Malina a made a motion, seconded by Commissioner Letsche, to adjourn the meeting.
With a voice vote of all ayes the motion carried. The meeting, at 6:50 p.m., adjourned.
