CITY COUNCIL MINUTES
Regular Meeting
August 16, 2021
The City Council meeting of August 16, 2021, was held partly remote (via Zoom) and partly on
site due to the coronavirus pandemic.
1. Call to Order. Mayor Ruben Pineda (on site) called the meeting to order at 7:05 pm. The
Mayor said it was determined that in person meetings are not practical and prudent at this time.
2. Pledge of Allegiance. Alderman Dimas led all in the pledge of allegiance.
3. Invocation. There was no invocation.
4. Roll Call and Establishment of a Quorum.
Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Alton Hallett, Christine Dettmann, Sandy Dimas, Jeanne Short, Rebecca Stout,
Christopher Swiatek, John E. Jakabcsin, and Joseph C. Morano present remotely. Alderman
Matthew Garling was present on site. Aldermen Birch Ferguson and Garling were absent. The
Mayor announced a quorum.
Also in attendance remotely were City Administrator Michael Guttman, City Attorney Patrick
Bond, Community Development Director Tom Dabareiner, and Public Works Director Mehul
Patel.
City Clerk Nancy M. Smith was not present.
5. Public Participation.
None
6. City Council Meeting Minutes of August 2, 2021. Alderman Chassee made a motion,
seconded by Alderman Swiatek, to approve the minutes of August 2, 2021, with no changes.
Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Short,
Stout, Swiatek, Jakabcsin, and Morano. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Chassee to accept the August 16, 2021, Corporate Disbursement Report for $1,217,217.34
Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Short,
Stout, Swiatek, Jakabcsin and Morano. Voting Nay: 0. Motion carried.
8. Consent Agenda
* Development Committee:
A. Ordinance 21-O-0019 — An Ordinance Amending the Code of the Ordinances of the
City of West Chicago — Appendix A, Article VI of the Zoning Code Relating to Short-Term Home
Rentals.
B. Resolution 21-O-0069 — A Resolution Approving the Final Development Plan for
Scannell Properties #371, 595 Innovative Drive - DuPage Business Center.
Alderman Beifuss made a motion, seconded by Alderman Chassee, to adopt and approve the
above items.
Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Short,
Stout, Swiatek, Jakabcsin, and Morano. Motion carried.

C. Resolution 21-R-0068 — A Resolution Authorizing the Mayor to Execute a Certain
License Agreement with Everstream GLC Holding Company LLC for Use of City Rights-of-Way.
D. Resolution 21-R-0070 — A Resolution Approving a Grant of Easement Plat for
Stormwater Management with Nicolangela Buildings, LLC — 1827 Blackhawk Drive.
E. Resolution 21-R-0072 — A Resolution Approving a Plat of Easement for Watermain
with Midwest Industrial Funds — 2525 Enterprise Circle.

Easement with Midwest Industrial Funds — 2525 Enterprise Circle.
Alderman Jakabcsin made a motion, seconded by Alderman Dimas, to adopt and approve the
above items.
Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Short,
Stout, Swiatek, Jakabcsin, and Morano. Motion carried.

16. Adjournment. At 7:15 pm, Alderman Chassee made a motion, seconded by Alderman
Dimas, to adjourn. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann,
Hallett, Dimas, Swiatek, Short, Stout, Jakabcsin, and Morano. Voting Nay: 0. Motion carried.
