MINUTES
1. Call to Order at 7:18pm by Heidi Kuharich; Roll Call: Uwe Gsedl, Heidi Kuharich, Buddy Plumlee, Deborah Walsh, ex
oficio Lew Achenbach, and City Liaison Rosemary Mackey in attendance; Quorum established

2. Nominate and Vote on Cultural Arts Commission Secretary
a. Tabled temporarily
b. Heidi Kuharich offered to take the Minutes
3. Approve Minutes of August 5, 2021
a. Buddy Plumlee made motion to approve without changes, Deborah Walsh seconded; Approved unanimously
4. Update Status of Public Art Master Plan [Cultural Arts Commission Master Plan]
a. Master Plan is in process (per Buddy Plumlee).
b. Heidi Kuharich asked if there was an outline or framework that could be reviewed in an effort to identify any
additional inclusions while in process.
c. Rosemary Mackey reviewed the original components for inclusion: Introduction/Executive Summary, Statement of
Purpose, What is Public Art?, Guiding Principles/Goals, Survey Questions/Data Review, Master Plan Community
Partners, Funding Sources/Solicitation, Inventory of Current Public Art, Maintenance Plan, Art/Artist Contracts,
Insurance Considerations.
d. Heidi Kuharich noted the Thomas Mahady mural in the stairway at the Library should be included in the catalogue
summary of West Chicago public pieces; Rosemary Mackey offered to research the archives on the history of that
piece.
5. Update on Art Banner Promotion and People’s Choice Award Winner
a. September 1* deadline for voting: 345 total votes
First Place @ 76 votes: Linda Schmitt #13
Second Place @ 63 votes: Ellen Shwatal #14
Third Place @ 53 votes: Brad Kimme #20
Results of all voting will be held for one year
c. Communications and PR on this year’s results will include push for next year’s theme: “RENEWAL”
6. Discuss West Chicago Sister Cities Signage and Future Collaboration
a. Locations of all five signs were given to Uwe Gsedl by Rosemary Mackey; those locations expected to remain static
in next round; Public Works will install
Uwe Gsedl is researching and updating the design
c. Considerations for 25" Anniversary (2024) of the Sister Cities relationship; Anni Holm suggested Luftwerk
collaboration light installation
7. Follow-Up on Repair of loveevenmore
a. Discussion on updated repairs to base; noted that paint does not exactly match from piece to base
b. Sign attached was found removed off the base by Anni Holm; Mark Ruddick confirmed reattaching

. Anni Holm noted the CAPE organization needs artsteachers-for artists to teach their D33 collaboration
c. Heidi Kuharich provided follow-up on Frida Kahlo Exhibit video display of D33 student art; Deborah Walsh made
motion to pursue acquisition in hopes of promoting, Judith Horsley seconded; carried unanimously
d. September/October is the timeframe for annual inspection of all public art under our “jurisdiction”; Heidi Kuharich
and Anni Holm will complete condition review and report back to full Commission on findings
e. Heidi Kuharich asked if Buddy Plumlee’s Signa Rotae artist sign had been attached: not yet
f. Rosemary Mackey is in contact with Shelley Campbell at DSO; continued conversation
g. Reflections on Taco Fest: Anni Holm suggested more CAC outreach; Buddy Plumlee suggested the fans used for the
DSO event would have been a perfect addition due to weather
h. Heidi Kuharich noted an e-mail announcement (6.31.21 press release) that the DuPage County Fine Arts Festival
was being postponed (originally slated for 9.24-9.26 at Fairgrounds) to COVID concerns; hoping to reschedule for
Spring 2022; discussion on whether CAC should be involved somehow; anecdotal information: DuPage County
contributed $100,000 to the effort in hopes of recouping from ticket sales, seems to be focused mostly on
performances over booths/displays/installations
i. Discussion on whether CAC should have presence at Frosty Fest and/or City Trick-or-Treat Event downtown;
suggested activity around asking kids what art they’d like to see (as in Master Plan) via (TBD) collaborative art
project
j. Anni Holm announced Terrain Biennial art project in collaboration with her Parent Art Class at Gary Elementary
School; will be displayed in her front year October 2-November 15 in accordance with established project
participation
