MEETING MINUTES
September 8, 2021
Call to Order and Establishment of a Quorum: Mayor Pineda called the meeting to
order at 2:00 p.m. A quorum was established.
Members Present: Mayor Ruben Pineda
Alderman Becky Stout
Alderman Sandy Dimas
Staff Present: Michael Guttman, City Administrator
Public Participation:
Resident Rick Hannemann thanked the Liquor Control Commission for their support. He
indicated that four days out of the week the extreme bass is heard.
Resident Rich Creighton thanked the Liquor Control Commission and police for their
support.
Approval of Minutes:
Alderman Stout moved and Alderman Dimas seconded a motion to approve the minutes
from the August 4, 2021 meeting. Motion unanimously passed by voice vote.
New Business: Public Hearing on Notice of Report of Violations of Chapter 3 of the
Code of Ordinances of the City of West Chicago — 59 North — The Oasis Café —
Continued for a final time to September 29, 2021 at 11:00 a.m.
A motion to continue was moved by Alderman Stout and seconded by Alderman Dimas.
Motion unanimously passed by voice vote.
City Administrator Michael Guttman informed the Commission that the City Code
currently does not allow anyone under the age of 21 to work in establishments that have a
liquor license. This is a provision that was recently found and not currently enforced.
The Commission directed staff to amend the Code to allow people ages 18-20 to work in
establishments with liquor licenses so long as they are not selling or pouring alcohol,
only serving or bagging/packaging it. Mr. Guttman also advised the Code requires
restaurants that have outdoor dining and a liquor license to have access only through the
main restaurant. The Commission asked that a license system be devised to supplement
the primary liquor license whereby suspension/revocation may be allowed without the
loss of the main license for repeated violations, and to require that sidewalks and other
areas where alcohol may be served to be chained off in some manner. Direction was also

given to reduce the minimum square footage for supermarkets to obtain a liquor license
to sell cold beer and wine from 20,000 square feet to 15,000 square feet
Adjournment: Alderman Stout moved to adjourn. Second, Alderman Dimas. Voice
vote showed all in favor. The meeting was adjourned at 2:33 p.m.
