MINUTES
ENVIRONMENTAL COMMISSION
September 15, 2021, 7:00 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum.
Chairman Beebe called the meeting to order at 7:05 P.M. Roll call found Commissioners Dan Beebe, Bob
Blaus, Kris Zimmermann, Bethany Brown, and Joe Cavataio present.
Staff present included Assistant Director of Public Works, Tim Wilcox.
2. Approval of Minutes.
A. Environmental Commission Minutes of August 18, 2021. Commissioner Zimmermann
made a motion, seconded by Commissioner Brown to approve the meeting minutes of
August 18, 2021.
Voting Yea: Commissioner Beebe, Blaus, Brown, Cavataio, and Zimmermann.
Voting Nay: zero.
3. Public Participation/Presentations.
None
4. Items For Consent
None
5. Review and discuss Commission Priority List.
A. Review current priority list
The date for holiday light recycling and the locations of the bins, and date for the Pumpkin Recycling
event were mentioned (November 26 — January 21 for holiday light recycling, and November 6 for the
pumpkin recycling). These will be included in the flyer Commissioner Blaus will distribute at the
Winfield recycling Extravaganza to be held Saturday September 25, 2021 from 9 A.M. to Noon.
Commissioner Zimmermann suggested the group should create a list of all priorities, since it has been
some time since they were discussed as a group. Chairperson Beebe said he would go through all of his
paperwork in order to help create the list. Members were asked to each bring their own list of past and
possible future priorities. Some suggestions were discussed.

Adopt a Highway
October 16, 2021 was determined to be the next scheduled pickup event. Commissioner Zimmermann
indicated she might not be able to participate.
B. Discuss new additions to priority list
None.
6. Other Business
Commissioner Cavitaio said he has ideas for summer articles that are positive in nature. He said he would
like to share the list with the group. These would be environmental related articles for posting in official
City news releases, and newsletters, by Rosemary Mackie, Marketing and Communications Coordinator
for the City. Google Docs was mentioned as one possible way to share to the group for review.
There was a suggestion to combine the Paper Shredding Event with other collections, such as hypodermic
needles, the subject will need to be discussed at a future meeting.
Groot’s method of trash/yard waste collection and how the transfer station is used was discussed.
Other topics mentioned and discussed included: electronics’ recycling, recommending LEED standards
for the proposed City campus, previous plans for a grade separation (overpass) through the City along
Washington Street, the Star Line Railroad, an idea to create a viewing stand for railroad photographers at
the vacant lot on Washington Street near the intersection of the Union Pacific and Canadian National
Railroads, gas heating rebates and R values of building materials, and Dark Sky Initiative.
7. Adjournment
At 8:00 P.M., Commissioner Blaus made a motion to adjourn. Commissioner Zimmermann seconded the
motion. Motion was unanimously approved by voice vote.
