Resolution No. 21-R-0074- Contract Amendment #1-RJN Group, Inc. for Professional Engineering Design Services Related to the Sanitary Lift Station #5 Replacement Project. Alderman Beifuss requested a brief summary of this item. Mr. Patel explained that in March 2018, RJN, Inc., was hired to perform preliminary engineering design/evaluation services related to the replacement of Sanitary Lift Station #5. Once underway, a solution for a new forcemain was proposed, which included some necessary easement acquisition from the Union Pacific Railroad right-of-way. Union Pacific asked the City to purchase the easements, and the City asked the Railroad to waive the easement costs and provided alternatives. After months ofreview by Union Pacific, they responded in June 2021 with a new set of requirements for the installation and removed the easement acquisition cost. These new requirements included changing the forcemain material and installing the line in casing pipe, which would substantially increase the cost of the project and future maintenance costs. Staff directed RJN to review possible routing alternatives, and an alternative route was selected. Therefore, due to the new forcemain route, additional surveying and design will be needed to complete the engineering. Alderman Dimas asked if this new forcemain location would be under any concrete, and Mr. Patel confirmed that it would be, but the intention would be to directional bore the forcemain under it so as to minimize disturbance to the METRA lot and commuters. Alderman Dimas made a motion, seconded by Alderman Morano to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Dimas, Hallett, and Morano. Voting Nay: 0. 6. Mr. Patel informed the Committee that construction began last week on the Commerce Drive Reconstruction Project, and work is anticipated to be completed in mid-November. Additionally, the Sidewalk and Curb Maintenance Program is scheduled to begin tomorrow, and staff will look at sidewalk issues on Washington Street to see if those can be addressed as well. The contractor plans to work from the north side of town to the south side, and their anticipated completion date is October 8, 2021. Mr. Patel also mentioned that Thomas Engineering Group, LLC, was working on some design guidance for paving a portion of the bike path on Elmwood Avenue between Yale Street and the alley just east of there. It is roughly 130 feet of path, which is currently gravel, and the City is planning to complete that paving in-house this year depending on the Department's workload. There was also a drainage concern on the bike path behind Well #3, so Thomas Engineering Group completed the surveying, with pre- design anticipated next week. Depending on the workload, these modifications will be completed in-house as well. The vehicle was due for replacement in 2017 and replacement has been postponed each year until now. This unit currently serves as the Utility Division Sanitary Crew Leader vehicle. The unit's physical and mechanical shape has markedly declined during this past four year period, and the cost to maintain is increasing each year. Fleet Maintenance staff has also recommended replacing this Ford F-250 (% ton chassis) with an F-350 (1 ton chassis) to accommodate the increasing weight trailering and payload requirements that we have accrued over the last few years in new equipment acquisitions. Currently the F-250 service body "pickup style" trucks are overweight when used to trailer the excavation equipment which leads to safety concerns, unnecessary wear and tear, and more frequent servicing of the vehicles. For these reasons, staff sought to obtain pricing for a Ford F-350. To allow local vendors an opportunity to quote on the 2022 Ford F-350 Super Duty, regular cab, 4wd pick-up truck chassis, staff recently solicited price quotes from twelve Ford dealerships (i.e., eight local Ford dealerships, one Ford dealership from the Springfield, Illinois area and one Ford dealership from the Greenfield, Illinois area (both dealerships have previously held State of Illinois contracts), one Ford dealership from Taylorville, and one Ford dealership from Frankfort, Illinois who held the Suburban Purchasing Cooperative (SPC) Program contract (deadline to order was August 24, 2021 through SPC). From our request for proposal, only three dealerships responded: • Bob Ridings Ford, Taylorville, Illinois - $37,592.00 • Haggerty Ford, West Chicago, Illinois - $37,903.00. • Hawk Ford of St. Charles, Illinois (Formerly Zimmerman Ford) - $39, 168.00. Citing the ongoing materials and chip supply shortage across the globe, per the Ford dealerships, Ford Motor Company is not accepting new orders for the F350 models. Haggerty Ford in West Chicago indicated an order must be made prior to September 23, 2021 or they could no longer honor their proposal. Bob Ridings Ford, Inc. indicated an order deadline of October 1, 2021, but that it could change at short notice once Ford announced the end of order deadline. Due to current shortages related to the pandemic, order to delivery time is at least 30 weeks and possibly more. Due to the order deadline of October 1, 2021 provided by Bob Ridings Ford, Inc., staff deems this to be an emergency purchase under the City Administrator's authority. As such, in order to secure the purchase, a letter of intent was issued to Bob Ridings Ford, Inc. on September 24, 2021, as the City's commitment to purchase the vehicle. At this time, staff is seeking an after the fact approval to order/purchase the 2022 Ford F-350 Super Duty, regular cab, 4wd pick-up truck chassis within the current budget. $48,700.00 was budgeted in the Capital Equipment Replacement Fund (04-34-39-4804) for the replacement of this vehicle, however, the budgeted figure also included the snow plow, service body, and lift gate equipment which will be installed by a 3rd party at a cost of $27,533.00. Staff will then plan to budget in FY 2022 for the additional cost to install the snow plow, service body, and lift gate equipment. Guttman SIGNATURE_________ _ ITEM SUMMARY: The Street Division staff, in past years, has rented a brush cutter attachment for the Bobcat to clear Rights-of-way (ROWs) of trees and other roadside brush, to increase the visibility at intersections and other critical areas. It has also been used to gain access to City utilities such as watermain, sanitary sewers and storm sewers in overgrown areas that cannot be easily accessed or be maintained by hand or with mowers (e.g. the pond on Carolina Drive, which is maintained by City staff). The attachment enables increased productivity and safety by reducing the size of the work crew needed, and limiting crew exposure to biting/stinging insects, poison ivy, and other common hazards associated with clearing brush by hand. Without the attachment, crews of five to eight people using chainsaws, hand pruners, the brush chipper, and flaggers (if needed for traffic safety) are required to complete the work which can be done by one operator and a helper (if needed). Due to budget considerations, the cutter attachment was typically rented for only one week (approximately $1,500.00/week) and not all of the areas requiring clearing could be completed in that period of time. The remaining areas would then require crews using hand tools and chipper(s) to complete. Staff believes it will be more cost effective to own the attachment rather than renting each year. Owning the attachment will also enable the flexibility to schedule its use more frequently to complete all areas, and have on hand when needed for emergencies at any time throughout the year. For 2021, Bobcat holds a joint purchasing contract under the Sourcewell Cooperative Contracting Program (formerly National Joint Powers Alliance Program) with Atlas Bobcat in West Chicago, Illinois I Elk Grove Village, Illinois, being the local authorized Bobcat vendor for our area. The City is a member of the Sourcewell Program. Sourcewell is a municipal cooperative contracting agency that provides nationally leveraged and competitively solicited purchasing contracts under the guidance of the Uniform Municipal Contracting law for use by education, government, and non- profits. For the Forestry Cutter attachment specified by the City, Atlas Bobcat submitted a price quote of $31,900.00 under the Sourcewell Program. The government discount offered through the Sourcewell Program is twenty-four percent (24%) below list price. This item was budgeted for in the Capital Equipment Replacement Fund (04-34-39-4804) where adequate funds are available. ARTICLE IV GROUP ACKNOWLEDGEMENT. INDEMNITY AND BINDING EFFECT The GROUP acknowledges the hazardous nature of the work involved in the Adopt-A-Highway program. The GROUP agrees to comply with all of the terms and conditions set forth in the ACT, and the terms and conditions set forth in Chapter 15, Article II of the CITY'S Code of Ordinances. The GROUP agrees to indemnify, assume all liability for and hold the State of Illinois and the CITY, their respective officers, agents and employees, harmless from any and all claims of action, including all costs and attorneys' fees in connection therewith, resulting from the GROUP'S members, volunteers and/or employees work in the Adopt-A- Highway program, except for the negligent acts of the State, the CITY, and their respective officers, agents or employees. The GROUP further agrees that its members, volunteers and employees are jointly and severally bound by the terms and conditions of this Agreement. 3 ===== PDF PAGE 14 ===== [Extraction: embedded PDF text] ARTICLEV RESPONSIBILITIES OF THE GROUP The GROUP agrees to fulfill all of the responsibilities set forth at Section 25 of the ACT (605 ILCS 120/25), heretofore incorporated herein as Exhibit "A", in connection with the Adopt-A-Highway program. The GROUP further agrees that: A. No person shall participate in any litter collection activities pursuant to the Adopt- A-Highway program unless and until the GROUP has obtained and submitted to the CITY a release, in the form attached hereto and incorporated herein as Exhibit "C", executed by such person or, if such person is under eighteen (18) years of age, the parent or guardian of such person. B. The GROUP shall schedule all litter collection activities with the CITY'S Director of Public Works not less than seven (7) days prior to such activities, and shall at that time submit any participant releases not previously submitted and /or new releases for any participants who have attained the age of eighteen (18) years and for whom releases executed by a parent or guardian were previously submitted to the CITY. C. The GROUP shall not schedule any litter collection activities prior to the month of April, nor after the month of November, in any year. D. The GROUP shall not undertake any litter collection activities before dawn or after dusk on any day, or during any period of inclement weather. E. The GROUP shall not undertake any litter collection activities without first having posted temporary warning signs to inform motorists that work is being conducted along the adopted section(s) of street right-of-way, which signs shall be supplied by the CITY. F. The GROUP shall provide safety vests, gloves and litter pick up equipment for clean up activities. Litter does not include hazardous, heavy, large items, or carcasses. "Group coordinator" means the individual selected by a group to serve as its liaison with a sponsoring jurisdiction. "Group president" means the individual who is the recognized leader, president, or chairman for a group. "Adopted section" means a length of municipal, township, county, or State right-of-way identified by the sponsoring jurisdiction as a safe, adoptable section of right-of-way for adoption by a group. Sections of rights-of-way may be determined inappropriate for adoption for safety reasons. No interstate highway shall be an adopted section. "Director" means the designee or designees for any municipality, township, or county who has responsibility for the administration of a jurisdiction's Adopt-A-Highway programs. (b) The agreement shall be in the form prescribed by the sponsoring jurisdiction and shall, at a minimum, contain the following: (1) an acknowledgment by the group of the hazardous nature of the work involved in participating in the Adopt-A-Highway program; (2) an agreement to comply with the terms and conditions in the Act and any other terms and conditions required by the sponsoring jurisdiction; (3) an agreement that the volunteers or the volunteer's agents shall assume all liability for and hold the State and the State's agents or employees harmless from any and all claims of action resulting from the group's volunteers or agents work in the program, except for the negligent acts of the State, and the State's agents or employees; (4) an agreement that the volunteers or the volunteer's agents shall.assume all liability for and hold the sponsoring jurisdiction and the sponsoring jurisdiction's agents or employees harmless from any and all claims of action resulting from the group's volunteers or agents work in the program, except for the negligent acts of the sponsoring jurisdiction and the sponsoring jurisdiction's agents or employees; (5) an agreement that the members of the group are jointly and severally bound by the terms and conditions set forth in the agreement; and (6) the respective responsibilities of the group and the sponsoring jurisdiction as contained in Sections 25 and 30 of this Act. Groups participating in an Adopt-A-Highway program shall: (1) be required to obey and abide by all laws and regulations relating to safety and any other terms and conditions as required by the sponsoring jurisdiction; (2) provide one adult supervisor for every 5 youths when persons under age 18 are present on an adopted section; (3) not allow a person under the age of 10 to be a member of the group who would be volunteering for the purpose of litter collection; (4) require all group members to attend a safety meeting conducted by the group before participation in any litter collection along an adopted section; (5) require the group coordinator, or designee, to conduct group safety meetings and to receive safety training as required by the sponsoring jurisdiction; (6) adopt a section for a minimum of 2 years; (7) collect litter along an adopted section 4 times a year, or as required by the director; (8) require the group coordinator to provide prior notice, as required by the director, whenever the group intends to collect litter along its adopted section; (9) require group members to properly wear any safety apparel provided by the sponsoring jurisdiction while collecting litter on an adopted section; (10) be responsible for prohibiting members from possessing, consuming, or being under the influence of alcohol or drugs while on an adopted section; (11) maintain a first-aid kit and an adequate supply of drinking water while members are collecting litter along an adopted section; (12) place litter in trashbags provided by the sponsoring jurisdiction and place filled trashbags at a location on the adopted section as designated by the director; and (13) not subcontract or assign its duties or responsibilities to any other group or organization. The well was originally constructed in 1982 and was last serviced in 2006. The service at that time included replacement of the motor assembly and all column pipe. Starting in 2015, Well No. 7 began to exhibit a decline in capacity (gallons per minute). As of August 2021, the well capacity was down to 621 gallons per minute. This reduced capacity is indicative of overall problems with the well assembly. It is believed that a hole has developed in the column pipe of the well. If left unchecked, the motor will likely experience complete failure or, in the worst case, the column pipe may separate and drop the well pump and motor to the bottom of the casing. A casing is the pipe structure that is placed in the hole drilled in the earth to maintain the well opening. The well assembly is due for inspection and service. Due to its history servicing the well and original equipment installation, staff solicited a proposal from the Layne Christensen Company to pull, inspect, and rehabilitate the well assembly. Layne's proposal includes a complete rebuild and rehabilitation of the existing well equipment, including a television survey of the well casing. This proposal also contains estimated provisions for new column pipe, cable, cleaning and re-coating of the existing column pipe, and overall inspection of all well components. The estimated total for these services is $89,657.00. One additional item addressed in this proposal is replacement of the well motor, if needed. The existing motor has a mercury seal system, which needs to be inspected before reinstallation. If inspection determines the unit cannot be reused, a new motor has been quoted at $63,989.00, for a total worst-case scenario project cost of $153,646.00. At this time staff does not foresee a need to replace the motor. Following service, the well assembly will be re-installed, tested, and returned to service. City staff recommends the rehabilitation of the well assembly before the start of our proposed 2022 Booster Station Rehabilitation Projects. To accomplish this, staff recommends that the City Council authorize the Mayor to execute a contract with Layne Christensen Company, for an amount not to exceed $153,646.00, for services necessary to remove, inspect, repair, re-install, test and place the well assembly at Well Station No. 7 back into operation. The pulling would be done to determine the reason for the decrease in the well production, that the City has noticed. From our prior troubleshooting visit, we observed the following: • The 75 HP Type H Byron Jackson motor megged 84.4 megohms, which is typically considered a bit low (but still acceptable for a used motor), but higher than the 30 megohms when Layne repaired this pump last in 2006. • Operating into the system at 20 psi discharge pressure, the pump was producing 684 gpm with a pumping level of 168 feet (static water level = 82 feet). (After our April 2006 repair, the pump was producing 720 gpm at 30 psi with a pumping level of 205 feet.) • The shutoff head was measured at 85 psi. The above operating points plot significantly off the Byron Jackson bowl assembly pump performance curve, and with the near normal amperage draw and higher pumping level, we are suspecting a hole in the column pipe, allowing water to recirculate back into the well. Layne installed the new Byron Jackson submersible pump in 1983, as well as repairing the pump 3 times and acidizing the well twice. The last repair was in 2006, which included furnishing a factory-exchange 75HP Byron Jackson motor and all new 6" T&C pipe. The bronze bowl was rebuilt. Due to the nature of the situation, an exact cost cannot be determined until the pump has been pulled and inspected. Please note that the 75HP Byron Jackson Typ~ H mercury motor seal should be balanced, and the motor dewatered in accordance with our exclusive procedure. This will allow the motor to be put in the proper shipping position with the mercury seal secured and will minimize the potential for water entering the motor windings, which would result in damage to the motor. Only Layne can provide a Byron Jackson factory authorized serviceman to complete this procedure properly. As a result of the new July 1, 2012, IEPA guidelines, we no longer conduct the seal servicing or motor dewatering over the well. To our knowledge Layne is the only contractor in the country that is currently utilizing a sealed motor service containment module that is transported to the project site to meet the new IEPA regulations. Our work will include COMPLETE adherence to these regulations. A pump repair of this type is normally performed on a time and material basis with charges for labor and equipment per the attached Work Order Form. With this outdoor set-up, we would utilize a medium-sized Pump Service Rig and crew of 2 Men. These rates are applicable until October 1, 2021, when we would expect a slight increase.
