MEETING MINUTES
October 6, 2021
Call to Order and Establishment of a Quorum: Mayor Pineda called the meeting to
order at 3:00 p.m. A quorum was established.

Approval of Minutes:
Alderman Dimas moved and Alderman Stout seconded a motion to approve the minutes
from the September 8, 2021 meeting. Motion unanimously passed by voice vote.
New Business: Public Hearing on Notice of Report of Violations of Chapter 3 of the
Code of Ordinances of the City of West Chicago — 59 North — The Oasis Café —
Mayor Pineda stated it was understood that the Parties had reached an agreement and had
an Agreed Order for the Commission’s consideration. Attorney Patrick Bond explained
that the Notice of Report of Violation was served on the Oasis Café, and in an effort to
settle all matters, the Parties have reach an agreed disposition which includes the owners
of the Oasis Café being found liable and in violation of the City Code. The Oasis Café
owners agrees to pay $2,450 for the outstanding Citations, with payment being made
within 30 days from the date of the Order. The Oasis Café will also pay $8,000, the costs
incurred by the City in connection with allegations in the Notice, with payment being
made within 120 days from the date of the Order. The City will not collect any monies
due in connection with the City’s Amusement Tax, but the Oasis Café will be responsible
for collecting and remitting monthly the City’s Amusement Tax on all future eligible live
entertainment events. Neither the Class A-2 nor Class I are suspended or revoked, and
the Temporary Closure Order issued on July 28, 2021 is terminated effective the date of
the Order. The Oasis Café owners will comply with all Ordinances of the City, including
preventing any noise emanating from the business, in excess of that permitted by the City
Code. The co-owner, Anthony Massih, expressed that he agreed with everything stated.
Adjournment: Alderman Dimas moved to adjourn. Second, Alderman Stout. Voice
vote showed all in favor. The meeting was adjourned at 3:05 p.m.
