MINUTES
INFRASTRUCTURE COMMITTEE
October 7, 2021 7:00 P.M.
1. Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called
the meeting to order at 7:00 P.M. Roll call found Aldermen James Beifuss, Heather Brown,
Sandra Dimas, Alton Hallett, and Jeanne Short present. Aldermen Matt Garling and Joe Morano
were absent.
Staff present included Director of Public Works Mehul Patel and Administrative Assistant
Ashley Heidorn.
2. Approval of Minutes
A. Infrastructure Committee Minutes of September 2, 2021. Alderman Hallett
made a motion, seconded by Alderman Brown to approve the Meeting Minutes of
September 2, 2021.
Voting Yea: Aldermen Beifuss, Brown, Dimas, Hallett, and Short. Voting Nay: 0.
3. Public Participation / Presentations. None.
4. Items for Consent. Alderman Beifuss requested discussion on Consent Items D and H.
Alderman Dimas made a motion, seconded by Alderman Brown to approve:

I. Resolution No. 21-R-0091 — Contract Award — Rotary Hydrated Lime for Fiscal
Year 2022
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown,
Dimas, Hallett, and Short. Voting Nay: 0.
5. Items for Discussion.
4.D. Resolution No. 21-R-0086 — Contract Award — Layne Christensen Company for
Professional Services Related to the 2021 Well Station No. 7 Rehabilitation Project.
Alderman Beifuss requested a brief summary of this item. Mr. Patel explained that Well No. 7
was originally constructed in 1982 and was last serviced in 2006. Beginning in 2015, it began to
exhibit a decline in capacity (gallons per minute), which is indicative of overall problems with
the well assembly. It is believed that a hole has developed in the column pipe of the well.
Alderman Hallett inquired if there was a possibility of a casing leak and if that would increase
the cost of the project. Mr. Patel confirmed that to be a possibility, but it is not believed to be the
issue at this time. Alderman Dimas made a motion, seconded by Alderman Brown to
approve.
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown,
Dimas, Hallett, and Short. Voting Nay: 0.
4.H. Resolution No. 21-R-0090 — Contract Award — Liquid Sodium Hypochlorite for
Fiscal Year 2022. Alderman Beifuss requested a brief summary of this item. Mr. Patel
explained that liquid sodium hypochlorite (bleach) is used as a necessary disinfectant during the
water treatment process. Sealed bids were opened on September 28, 2021, and the lowest bid
received was almost double the price per unit during Fiscal Year 2021. The increase is largely
attributed to an increase in energy costs, fuel surcharges, and driver shortages. Alderman
Brown made a motion, seconded by Alderman Hallett to approve.
Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown,
Dimas, Hallett, and Short. Voting Nay: 0.
6. Unfinished Business. None.
7. New Business. None.
8. Reports from Staff. Mr. Patel informed the Committee that the Commerce Drive
Reconstruction Project is substantially complete as of last week. He also noted that the Sidewalk
and Curb Maintenance Program has some work left to complete, primarily near Wegner School,
which was intentionally postponed to take advantage of the three-day weekend for Columbus
Day.
Mr. Patel mentioned that Booster No. 4 and Booster No. 8 are currently under design for
work to be done in 2022. Bids will be opened in November, and results will be brought before
the Committee in December. There will also be three projects brought to the Committee as part

of the 200 Main Street rehabilitation involving roof replacement, structural work inside the
building, and masonry work.
Alderman Hallett asked for an update on the Kress Road construction. Mr. Patel
indicated that he saw paved binder on both sides of the road, but traffic was still limited to
northbound only.
9. Adjournment. At 7:15 P.M., Alderman Hallett made a motion to adjourn, seconded by
Alderman Short. Motion was unanimously approved by voice vote.
