Mayor Ruben Pineda (on site) called the meeting to order at 7:00 pm. The Mayor said it was determined that in person meetings are not practical and prudent at this time. 2. Pledge of Allegiance to the Flag. Alderman Stout led all in the pledge of allegiance. 3. Invocation. There was no invocation. 4. Roll Call and Establishment of a Quorum. Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Jayme Sheahan, Christine Dettman, Alton Hallett, Sandy Dimas, Christopher Swiatek, Jeanne M. Short, Rebecca Stout, John E. Jakabcsin, and Joseph G. Morano present remotely. Alderman Matthew E. Garling was present on site. Alderman Heather Brown arrived at 7:05 pm. Alderman Melissa Birch- Ferguson was absent. The Mayor announced a quorum. City Clerk Nancy M. Smith was also present. Also in attendance were City Attorney Patrick K. Bond, Public Works Director Mehul Patel, City Administrator Michael L. Guttman, and Community Development Director Tom Dabareiner 5. Public Participation. City Administrator Guttman said no one signed in before the 4:00 pm deadline. 6. City Council Meeting Minutes — November 1, 2021 and November 9, 2021. Alderman Swiatek made a motion, seconded by Alderman Morano, to approve the minutes of November 1, 2021 and November 9, 2021. During discussion, Clerk Smith said in the November 1, 2021, minutes, there is a scrivener’s error in Item 10, fourth paragraph on page 3, insert the words, “do not” between “many people who do not oppose...” Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Swiatek, Garling, Stout, Jakabcsin, and Morano. Voting Nay: 0. Alderman Short voted aye on the November 1, 2021, minutes, but abstained on the minutes for November 9, 2021. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Chassee, to approve the November 15, 2021, Corporate Disbursement Report in the amount of $1,099,362.83. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Swiatek, Garling, Short, Stout, Jakabcsin, and Morano. Voting Nay: 0. Motion carried. 8. Consent Agenda — Consideration of an Omnibus Vote. * Infrastructure Committee: Alderman Beifuss read and explained the following items: A. Approve — The Purchase of One 2022 Ford F-250 XL., Super Cab, 4x2, Pick-Up Truck from Currie Motors (for an amount not to exceed $32,034.00) B. Resolution 21-R-0098 — A Resolution Authorizing the Mayor to Execute a Professional Services Contract with Trotter and Associates, Inc. for the Engineering Services Related to the Water Treatment Plant Scada LCP Upgrade Project (for an amount not to exceed $51,932.00) Alderman Beifuss made a motion, seconded by Alderman Garling, to approve the above items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Swiatek, Garling, Short, Stout, Jakabcsin, and Morano. Voting Nay: 0. Motion carried. * Finance Committee: Alderman Dimas read and explained the following item: C. Ordinance 21-0-0030 — An Ordinance Amending the Annual Budget for the City of West Chicago, DuPage County, Illinois, for the Fiscal Year Commencing January 1, 2021, and Ending December 31, 2021, Passed and Adopted by Ordinance 20-0-0020. Alderman Dimas said the City received a Certificate of Excellence for the audit. Ordinance 21-O-0031 — An Ordinance Repealing Ordinance 21-O-0029 Amending the Code of Ordinances of the City of West Chicago — Chapter 3, Section 3-12(c) - Decreasing the Number of A-1, A-3, B-2, and C-4 Liquor Licenses E. Concur — With the Mayor’s Appointment of Liuan Huska to the Environmental Commission for an Unexpired Term Ending April 2022 Alderman Chassee made a motion, seconded by Alderman Dimas, to adopt Ordinance 21-O- 0031, and concur with the Mayor’s appointment of Liuan Huska to the Environmental Commission for an Unexpired Term Ending April 2022. Upcoming Meetings - November 16, 2021 Plan Commission/Zoning Board of Appeals - November 22, 2021 Public Affairs Committee (cancelled) - November 23, 2021 Historical Preservation Commission - December 2, 2021 Infrastructure Committee City Clerk Smith announced that the American Legion and the VFW are sponsoring a Community Holiday Party at the American Legion on December 11, 2021. Everyone is invited. It is a way to support our veterans. 13. Mayor’s Comments. The Mayor said to let Nicolette Stefan know if you are or are not riding in the Frosty Fest sleigh. The Mayor said it is nice to bring Frosty Fest back again. In general, it will be slow getting back to normal, but we need to take baby steps. The Mayor said we can gather at Thanksgiving, but be careful and cautious and give thanks for everything we have. 14. Executive Session. There was no executive session. 15.
