ITEM SUMMARY:
City staff received notice that Las Tias and Mr. A’s La Villita Liquor closed and it is necessary to eliminate the B-2
liquor license held at one time by Prairie Landing Golf Course. Therefore, it is necessary to amend Section 3-12
(c) of the Code to reduce the number of Class A-1 from 2 to 1, Class A-3 from 4 to 2, Class B-2 from 1 to 0 and
Class C-1 from 5 to 4.
ACTIONS PROPOSED:
Consideration of Ordinance.
COMMITTEE RECOMMENDATION:
This item did not go to the Liquor Control Commission per previous direction.

ORDINANCE NO. 21-0-0031
AN ORDINANCE REPEALING ORDINANCE NO. 21-0-0029 AMENDING THE CODE
OF ORDINANCES OF THE CITY OF WEST CHICAGO - CHAPTER 3, SECTION 3-12
(C) - DECREASING THE NUMBER OF A-1, A-3, B-2, and C-1 LIQUOR LICENSES
WHEREAS, the Illinois Liquor Control Act, 235ILCS 5/4-1 et seq., authorizes
municipalities to determine the kind and classification of liquor licenses; and
WHEREAS, pursuant to said authority, the Mayor and the City Council of the City, on
November 1, 2021, passed and approved Ordinance No. 21-O-0029 which, inter alia, authorized
changes to Class A-1, A-2, and A-3 Liquor Licenses; however, based on a review of Chapter 3,
Section 3-12 (c), it has been determined that instead the following categories needed adjustment:
Class A-1, A-3, B-2 and C-1; and
WHEREAS, accordingly, the City has determined that it is appropriate to repeal
Ordinance No. 21-O-0029 and amend Section 3-12(c) of the Code to reduce the number of A-1
(Al Chulo), A-3 (Turner Junction d/b/a Las Tias), B-2 (Scrivener’s error) and C-1 (La Villita
Liquor) Liquor Licenses.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST CHICAGO, ILLINOIS, INREGULAR SESSION ASSEMBLED AS FOLLOWS:
SECTION 1. That Ordinance No. 21-O-0029, passed and approved by the Mayor and
City Council of the City, on November 1, 2021, be and hereby is repealed in its entirety.
SECTION 2. That Section 3-12 (c) “Records, number of licenses” is hereby amended by
substituting the following language for A.1 A-3, B-2, and C-1 liquor licenses as follows:
"(c) There shall be no more than the following number of licenses issued for each class:

SECTION 3. That all ordinances and resolutions, or parts thereof, in conflict with the
provisions of this Ordinance are, to the extent of such conflict, expressly repealed.
SECTION 4. That this Ordinance shall be in full force and effect ten (10) days from and
after its passage, approval and publication in pamphlet form as provided by law.
