Mayor Ruben Pineda called the meeting to order at 7:00 pm. The Mayor said it was determined that in person meetings are not practical and prudent at this time. 2. Pledge of Allegiance to the Flag. Alderman Sheahan led all in the pledge of allegiance. 3. Roll Call and Establishment of a Quorum. Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Christine Dettmann, Alton Hallett, Sandy Dimas, Melissa Birch-Ferguson, Christopher Swiatek, Matthew E. Garling, Jeanne M. Short, Rebecca Stout, and John E. Jakabcsin present remotely. Alderman Joseph G. Morano was absent. The Mayor announced a quorum. City Clerk Nancy M. Smith was also present. Also in attendance were City Attorney Patrick K. Bond, Public Works Director Mehul Patel, City Administrator Michael L. Guttman, Chief of Police Colin Fleury, and Community Development Director Tom Dabareiner. 4. Public Participation. City Administrator Guttman said there was no public participation. 5. City Council Meeting Minutes — December 20, 2021. Alderman Swiatek made a motion, seconded by Alderman Jakabcsin, to approve the minutes of December 20, 2021, with no changes. Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Birch-Ferguson, Swiatek, Short, Stout, and Jakabcsin. Alderman Garling abstained. Voting Nay: 0. Motion carried. 6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Chassee, to approve the January 3, 2022, Corporate Disbursement Report in the amount of $268,686.84. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout, and Jakabcsin. Voting Nay: 0. Motion carried. 7. Consent Agenda — Consideration of an Omnibus Vote. * Development Committee: Alderman Stout read and explained the following item: A. Ordinance 21-0-0042 — An Ordinance of the City of West Chicago, DuPage County, Illinois, Calling for a Public Hearing and Joint Review Board Meeting to Consider the Designation of a Redevelopment Project Area and the Approval of a Redevelopment Plan and Project (Downtown Tax Increment Financing District No. 2) Alderman Stout made a motion, seconded by Alderman Birch-Ferguson, to adopt the above item. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout, and Jakabcsin. Voting Nay: 0. Motion carried. Mayor Pineda said he had the honor and privilege to swear in Eugene Samuel as Police Commander this evening. He has worked hard for that position and has been a great officer for all those years. He told the Mayor that he would make him proud. The Mayor said he has always bragged about this police force, as he believes it is the best in Illinois and the country. They do a great job. The Mayor said it was brought to his attention by City Administrator Guttman that there are 48-49 new cases of Covid-19 in West Chicago. It is spreading across the country. It may be because of the holidays, but it ran through his office and ran through his wife’s office. The Mayor spoke to the manager of the Jewel-Osco, and found out that the people at Jewel are working double shifts. The Mayor said we have to be more cautious, do not be lax, and keep working on it. The State of Illinois was at 8.7% as of last Friday. 16. Adjournment. At 7:10 pm, Alderman Chassee made a motion, seconded by Alderman Stout, to adjourn.
