MINUTES
FINANCE COMMITTEE
December 9, 2021
1. Call to Order, Roll Call, and Establishment of a Quorum.
Alderman Dimas called the meeting to order at 6:00 p.m. Roll call found Aldermen Dimas,
Chassee, Dettmann, Sheahan, Stout and Morano present. Absent: Swiatek.
Staff in attendance: City Administrator Michael Guttman, Administrative Services Director
Linda Martin, Community Development Director Tom Dabareiner, Public Works Director
Mehul Patel, and Police Chief Colin Fleury.
2. Approval of Minutes
A. Finance Committee Meeting minutes of November 4, 2021
Alderman Morano moved and Alderman Chassee seconded a motion to approve the
minutes. Voting Aye: Aldermen Dimas, Chassee, Dettmann, Sheahan, Stout, and
Morano. Voting Nay: 0. Absent: Swiatek. Motion Carried
3. Public Participation / Presentations — None.
4. Items for Consent
City Administrator (CA), Michael Guttman, briefed the Committee on adopting a
whistleblower protection policy which prohibits a unit of local government from retaliating
against an employee or contractor who reports improper governmental action, and informed
the Committee that the City has the ability to designate an auditing official.
CA Guttman, provided an overview of fiscal year 2021 and spoke of what’s to come in 2022.
He noted the retirement of several management employees in 2021 as well as new personnel
in various departments filling vacancies, with additional retirements coming in 2022. CA
Guttman noted the continued development in various areas through-out the City. CA Guttman
also noted that the City has received about $1.8 million of the $3.6 million expected from the
American Rescue Plan Act funds that are currently earmarked for infrastructure and
improvements. The City has until 2024 to decide on how the funds will be used, and the funds
do not need to be used immediately.
