Regular Meeting
January 17, 2022
1. Call to Order. Mayor Ruben Pineda (on site) called the meeting to order at 7:00
pm. The Mayor said it was determined that in person meetings are not practical and
prudent at this time.
2. Pledge of Allegiance to the Flag. Alderman Beifuss led all in the pledge of
allegiance.
3. Invocation. The City Clerk gave the invocation.
4. Roll Call and Establishment of a Quorum.
Roll Call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown,
Jayme Sheahan, Christine Dettmann, Alton Hallett, Sandy Dimas, Christopher
Swiatek, Matthew E. Garling, Jeanne M. Short, Rebecca Stout, John E. Jakabcsin,
and Joseph G. Morano present remotely. Alderman Melissa Birch-Ferguson arrived
remotely a little later due to Zoom issues. The Mayor announced a quorum.
City Clerk Nancy M. Smith was also present on site.
Also in attendance remotely were City Attorney Patrick K. Bond, Public Works
Director Mehul Patel, City Administrator Michael L. Guttman, and Community
Development Director Tom Dabareiner,
5. Public Participation. City Administrator Guttman said there was no public
participation.
6. City Council Meeting Minutes — January 3, 2022. Alderman Swiatek made a
motion, seconded by Alderman Jakabcsin, to approve the minutes of January 3, 2022,
with no changes. Voting Aye: Alderman Chassee, Beifuss, Brown, Sheahan,
Dettmann, Hallett, Dimas, Swiatek, Short, Stout, and Jakabcsin. Voting Nay: 0.
Aldermen Garling and Morano abstained. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by
Alderman Chassee, to approve the January 17, 2022, Corporate Disbursement
Report in the amount of $871,291.40. Voting Aye: Aldermen Chassee, Beifuss,
Brown, Sheahan, Dettmann, Hallett, Dimas, Swiatek, Garling, Short, Stout, Jakabcsin,
and Morano. Voting Nay: 0. Motion carried. 7
8. Consent Agenda — Consideration of an Omnibus Vote.
* Development Committee: Alderman Stout read and explained the following
items:
A. Ordinance 22-O0-0039 — An Ordinance Adopting the Official
Comprehensive Plan and Future Land Use Map
B. Ordinance 22-O0-0001 — An Ordinance Approving a Special Use
Permit for Outside Storage Ancillary to a Permitted Use — 1850 West Roosevelt Road
C. Resolution 22-R-0007 — A Resolution Approving the Final
Development Plan for Pritzker Realty Group, 805B Discovery Drive — DuPage
Business Center
Alderman Stout made a motion, seconded by Alderman Dimas, to adopt the above
items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann, Hallett,
Dimas, Swiatek, Garling, Short, Stout, Jakabcsin, and Morano. Voting Nay: 0.
Motion carried.

* Infrastructure Committee: Alderman Beifuss read and explained the
following items:
D. Resolution 22-R-0001 — A Resolution Authorizing the Mayor to
Execute a Contract Agreement with Acres Group for Services Related to the 2022
Parkway Tree Planting Program (for an amount not to exceed $38,845.00)
E. Resolution 22-R-0002 — A Resolution Authorizing the Mayor to
Execute a Contract Agreement with Steve Piper & Sons, Inc. of Naperville, Illinois, for
Services Related to the 2022 Forestry Maintenance Program (for an amount not to
exceed $150,000.00)
F. Resolution 22-R-0004 — A Resolution Authorizing the Mayor to
Execute a Contract with Christopher B. Burke Engineering Ltd., for Services Related
to 2022 Update of the City of West Chicago Hydraulic Water System Model Project
(for an amount not to exceed $29,299.00)
G. Resolution 22-R-0005 — A Resolution Authorizing the Mayor to
Execute a Contract with Era Valdivia Contractors, Inc., for Services Related to
Cleaning, Repairing, & Painting Two 500,000 Gallon Ground Storage Reservoirs
Project (for an amount not to exceed $1,388,650.00)
H. Resolution 22-R-0008 — A Resolution Authorizing the Mayor to
Execute an Intergovernmental Agreement with the West Chicago Fire Protection
District for Installation and Maintenance of Emergency Preemption Vehicle Equipment
Within the City of West Chicago
Alderman Beifuss made a motion, seconded by Alderman Brown, to approve the
above items. Voting Aye: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettmann,
Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout, Jakabcsin, and
Morano. Voting Nay: 0. Motion carried.
* Items Not Sent to Committee: The Mayor read and explained the following
items:
|. Ordinance 22-O-0004 — An Ordinance of the City of West Chicago,
DuPage County, Illinois, Amending Ordinance 21-O-0042 Calling for a Public Hearing
and a Joint Review Board Meeting to Consider the Designation of a Redevelopment
Project Area and the Approval of a Redevelopment Plan and Project for the ,
Downtown Tax Increment Financing District No. 2 to Correct Scrivener’s Errors

J. Resolution 22-R-0006 — A Resolution to Endorse the Legislative

K. Concur — With the Mayor's Appointment of Cornelius Marr to the
Cultural Arts Commission for an Unexpired Term Ending April 2023 (removed at the
Mayor's request to allow Mr. Marr more time to consider this appointment)
L. Concur — With the Mayor's Appointment of Kenneth D. Frantzen to
the Plan Commission/Zoning Board of Appeals for Term Ending April 2027
M. Concur — With the Mayor’s Appointment of Anna Leuer to the
Environmental Commission for a Term Ending April 2025
Alderman Stout made a motion, seconded by Alderman Dimas, to adopt Ordinance
22-0-0004, approve Resolution 22-R-0006, and concur with the Mayor's
appointments of Kenneth D. Frantzen to the Plan Commission/ZBA and Anna Leuer

13. Mayor’s Comments. The Mayor said West Chicago was up 479 cases from last
week. This omicron virus is real and affects even those who have been vaccinated
and received booster shots. The Mayor’s brother got very sick last week. The Mayor
urged everyone to be careful: try to stay in, wear a mask — it is simple. There are
several pop-up testing sites in West Chicago. Do your research. Most require an
appointment, but the one next to Tampico, it is a walk in site.
Fermi Lab reached out for someone to be on their advisory board. He sat on the
board for two years when discussing the collider. It was very interesting and
enjoyable. Sitting with the smartest people in the world. Would like someone to step
up and be on that committee. There will be a Zoom meeting in March.
The Mayor thanked everyone for website, which has positions listed, and we are
getting great replies.
14. Executive Session. There was no executive session.
15. Items to be Referred for Final Action from Executive Session. Not
applicable.
16. Adjournment. At 7:17 pm, Alderman Chassee made a motion, seconded by
Alderman Stout, to adjourn. Voting Aye: Aldermen Chassee, Beifuss, Brown,
Sheahan, Dettmann, Hallett, Dimas, Birch-Ferguson, Swiatek, Garling, Short, Stout,
Jakabcsin, and Morano. Voting Nay: 0. Motion carried. F
