ITEM SUMMARY:
The City’s comprehensive planning consultant, Muse Community+Design, has completed the first full
draft of the proposed Comprehensive Plan. The required Public Hearing was conducted at the Plan
Commission meeting held December 7, 2021, and endorsed in its entirety and unanimously by its
members that evening.
A representative from Muse will be present to provide information to the Development Committee on
the process and the primary outcomes of their efforts. Muse has been working regularly with the Plan
Commission during the process, along with conducting surveys and interviews for more than one
year. City Staff has also been directly involved.
As a reminder, the ages of the existing City Comprehensive Plan (26 years) and Future Land Map (15
years) have been a hindrance to good planning within the City. In addition, grant applications often
require that the City have a Plan that has been updated no more than five years prior to the
application being made. Most importantly, having an up-to-date Plan that was created using a sound
public process provides added legal protection should land use challenges arise.
For the purposes of the discussion tonight, Development Committee members have been provided
with the English version for review—given the multi-cultural character of West Chicago, the final Plan
will be in both English and Spanish. A Spanish version of the draft has been reviewed by Staff.
ACTION PROPOSED:
Staff recommends approval of the Draft Comprehensive Plan with Future Land Use Map changes to
the “Old Heidelberg” area and a map area near Colford Avenue and the downtown.
COMMITTEE RECOMMENDATION:
At their December 13, 2022 meeting, Development Committee members voted unanimously (6-0) in
favor of recommending the Draft Comprehensive Plan to the City Council conditioned on review of
recommend Future Land Use Map changes at their January meeting. Those changes were made,
reviewed on January 10, and concurred with unanimously (6-0). The Plan is recommend to the City
Council.
