COMMITTEE AGENDA DATE: January 6, 2022 COUNCIL AGENDA DATE: January 17, 2022 ITEM SUMMARY: A hydraulic water model is a computer simulation of a water system. Through the help of specialized software, such as WaterCAD, a water distribution system is modeled as a “network”; this modeling can include details such as pipe material, pipe size, length of pipe, system demand, etc. The water model is used to analyze our water system. In addition, it assists in narrowing alternatives for future/proposed developments or system improvements. This modeling allows staff to simulate various operating conditions in the distribution system without causing damage or interrupting existing service. Our original water model was developed when the Water Treatment Plant was constructed in 2005. The last update to our water model was performed in 2011 when a Water Tower Study was completed. The results of that Study indicated additional water storage was needed. With additional development and changes to the water system in the past decade, we need to update our water model to correctly analyze our future water system storage needs and system demand. In the fall of 2021, staff requested proposals from several qualified engineers to perform this update. The update will include: 1. Incorporate watermain modifications since 2011. 2. Update fire flow requirements (flow and residual pressure). 3. Calibrate Model - Once the model is updated, it will be calibrated by taking static pressure measurements at 15-minute intervals at approximately 30 fire hydrants throughout the City. 4. Troubleshoot the model to ensure accuracy. 5. Prepare current water usage and population projections. As part of this project, water usage projections will be upgraded based on historical water usage and CMAP population projections. 6. Evaluate the existing water distribution system 7. A draft report will be prepared and submitted to the City for review. Future water demand requirements will be based on the City's anticipated development. The model will then be used to determine the future water distribution system pipe network required to provide adequate system pressure and fire flow CITY OF WEST CHICAGO during maximum day demand conditions. Of the engineers public works solicited for this work, three proposals were received (results below) with Christopher B. Burke Engineering LTD of Lockport, Illinois submitting the lowest not to exceed cost of $29,200. Burke Engineering LTD in the past and are satisfied with its services. Planning and maintenance of our water system is vital to the City’s continued growth and success. Staff recommends moving forward with this project. ACTIONS PROPOSED: Approve Resolution No. 22-R-0004 authorizing the Mayor to execute a contract with Christopher B. Burke Engineering LTD of Lockport, Illinois, for an amount not to exceed $29,299 for professional services related to updating the City of West Chicago’s Hydraulic Water System Model COMMITTEE RECOMMENDATION: The Infrastructure Committee voted 5-0 for approval.
