ITEM SUMMARY:
There are 20 signalized intersections with traffic control devices located within West Chicago, 18 of which
are located along the State Highways, while the other two are located along Main Street. All of these
traffic control devices are equipped with Emergency Vehicle Preemption (EVP) equipment, which in an
emergency situation, yields the right of way for emergency vehicles to pass through the intersections
without stopping.
The Illinois Department of Transportation (IDOT) is in the design stages of proposing a new traffic signal
at IL-59 and Gary’s Mill Rd. During the initial plan review, the West Chicago Fire Protection District
(WCFPD) has expressed its desire to install the EVP system at this proposed signalized intersection. This
event prompted a discussion on which entity is responsible for the installation and maintenance of the
EVPs. For the two traffic control devices along Main St, these EVPs are currently maintained by the City
through its annual contractual agreement with Meade Electric on a monthly basis. For the eighteen traffic
control devices along State Highways, the EVPs are maintained by the City on as needed basis. There is
not a current Intergovernmental Agreement (IGA) between the City and the WCFPD covering all twenty
(20) locations. The proposed IGA will accomplish that as well as guidelines for future traffic control
devices at other intersections.
The City of West Chicago at its December 20, 2021 City Council meeting passed Resolution No. 21-R-
0101, approving an IGA with IDOT for the maintenance of traffic control devices along the State
Highways. While discussing that IGA, it was mentioned an IGA with the WCFPD will be forthcoming
concerning the installation and maintenance of the EVPs.
The term of the proposed IGA with the WCFPD is from Jan 1, 2022 to December 31, 2041. The key
terms of the IGA are as follows:
- It will include all 20 signalized intersections
- Any costs associated with required upgrades/replacements for the EVPs at these 20 locations will
be split evenly between the City and the WCFPD
- The proposed signal at IL-59 and Gary’s Mill Rd will become part of this IGA after successful
installation along with any future traffic signals. The City will assume maintenance responsibilities
of such.
- The WCFPD is currently and will continue to be financially responsible for reimbursing the City for
the vehicle preemption equipment at Main Street/Wilson Avenue and Main Street/ Washington
Street.

- Following IDOT installation of the new traffic signal at IL 59 and Gary’s Mill Road, the WCFPD
shall be solely responsible for the cost of acquisition of the vehicle preemption equipment and its
initial installation.
- Inthe future, should any traffic intersection not listed herein be deemed to require vehicle
preemption equipment, the WCFPD shall be solely responsible for the cost of acquisition of the
vehicle preemption equipment and its initial installation
The general terms of this IGA match past practice for the last 20+ years, but both parties thought it
best to memorialize them for future reference.
ACTIONS PROPOSED:
Approve Resolution No. 22-R-0008 authorizing the Mayor to execute an Intergovernmental Agreement
with the West Chicago Fire Protection District for installation and maintenance of Emergency Vehicle
Preemption Equipment within City of West Chicago
COMMITTEE RECOMMENDATION:
This item was not part of the Infrastructure Committee agenda on January 6, 2022; however, it was
discussed during that meeting. The Committee was in favor of presenting the IGA to the City Council at
its January 17, 2022, meeting.
