Call to Order. Mayor Ruben Pineda (on site) called the meeting to order at 7:00 pm. The Mayor said it was determined that in person meetings are not practical and prudent at this time. 2. Pledge of Allegiance. Alderman Short led all in the pledge of allegiance. 3. Invocation. 4. Roll Call and Establishment of a Quorum. Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Alton Hallett, Christine Dettman, Melissa Birch-Ferguson, Sandy Dimas, Jeanne Short, Rebecca Stout, Matthew Garling, Christopher Swiatek, John E. Jakabcsin, Matthew Garling and Joseph C. Morano present remotely. The Mayor announced a quorum. Also in attendance remotely were City Administrator Michael Guttman, City Attorney Patrick Bond, Community Development Director Tom Dabareiner, and Public Works Director Mehul Patel. Chief of Police Colin Fleury was present on site. City Clerk Nancy M. Smith was absent. 5. Public Participation. None 6. City Council Meeting Minutes of January 17, 2022. Alderman Jakabcsin made a motion, seconded by Alderman Swiatek, to approve the minutes of January 17, 2022, with no changes. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Birch-Ferguson, Garling, Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Brown to accept the February 7, 2022, Corporate Disbursement Report for $1,276,563.37. Voting Aye by Roll Call Vote: Aldermen Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Birch-Ferguson, Dimas, Garling, Short, Stout, Swiatek, Jakabcsin and Morano. Voting Nay: 0. Motion carried. 8. Consent Agenda * Infrastructure Committee: A. Resolution 22-R-0003 — A resolution Authorizing the City Clerk to Execute and Submit, to the Illinois Department of Transportation, the Illinois Department of Transportation Resolution for Maintenance of Streets and Highways by Municipality Under the Illinois Highway Code (BLR 14220), and the Mayor to Execute and Submit, to the Illinois Department of Transportation, the Illinois Department of Transportation Local Public Agency General Maintenance Estimate of Maintenance Costs (BLF 1422), for Expenditures Using Motor Fuel Tax Funds for Fiscal Year 2022. B. Approve - The Rejection of All Bids and Re-Bid — Headworks Influent Gate Replacement Project at West Chicago/Winfield Wastewater Authority Regional Wastewater Treatment Plant. Alderman Beifuss made a motion, seconded by Alderman Morano, to adopt and approve the above items. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Birch-Ferguson, Garling, Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried. * Public Affairs Committee: C. Approve - The Blooming Fest Event — Scheduled for Saturday, May 21, 2022. D. Approve - The Fireworks Display at the Railroad Days Event — Scheduled for Saturday, July 9, 2022. E. Alderman Chassee made a motion, seconded by Alderman Birch-Ferguson, to adopt and approve the above items. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Brown, Sheahan, Dettman, Hallett, Dimas, Birch-Ferguson, Garling, Short, Stout, Swiatek, Jakabcsin, and Morano. Motion carried.
