CITY COUNCIL MINUTES
Regular Meeting
February 21, 2022
The City Council meeting of February 21, 2022, was held partly remote (via Zoom) and partly on
site due to the coronavirus pandemic.
1. Call to Order. Mayor Ruben Pineda (on site) called the meeting to order at 7:00 pm. The
Mayor said it was determined that in person meetings are not practical and prudent at this time.
2. Pledge of Allegiance. Alderman Hallett led all in the pledge of allegiance.
3. Invocation. None
4. Roll Call and Establishment of a Quorum.
Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme
Sheahan, Alton Hallett, Melissa Birch-Ferguson, Sandy Dimas, Jeanne Short, Rebecca Stout,
Matthew Garling, John E. Jakabcsin, Matthew Garling and Joseph C. Morano present remotely.
Aldermen Christine Dettmann and Christopher Swiatek were absent. The Mayor announced a
quorum.
Also in attendance remotely were City Administrator Michael Guttman, City Attorney Patrick
Bond, Community Development Director Tom Dabareiner, Public Works Director Mehul Patel,
Chief of Police Colin Fleury and Business Development Coordinator Pete Kelly.
5. Public Participation.
A. Public Hearing for Downtown TIF 2 — Presentation by Bob Rychlicki from Kane,
McKenna and Associates. Dan Hammar and Julio Hernandez asked questions and City staff
responded.
Alderman Brown left the meeting after the Public Hearing.
6. City Council Meeting Minutes of February 7, 2022. Alderman Dimas made a motion,
seconded by Alderman Jakabcsin, to approve the minutes of February 7, 2022, with no
changes.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dimas, Birch-
Ferguson, Garling, Short, Stout, Jakabcsin, and Morano. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Brown to accept the February 7, 2022, Corporate Disbursement Report for $1,276,563.37.
Voting Aye by Roll Call Vote: Aldermen Chassee, Beifuss, Sheahan, Hallett, Birch-Ferguson,
Dimas, Garling, Short, Stout, Jakabcsin and Morano. Voting Nay: 0. Motion carried.
8. Consent Agenda
* Development Committee:
A. Ordinance 22-O0-0003 — An Ordinance Amending Chapter 11, Article II, Division 6,
Animal Control and Care, of the West Chicago Code of Ordinances.
B. Ordinance 22-0-0005 — An Ordinance Amending the Code of Ordinances of the City
of West Chicago — Appendix A, Article IV of the Zoning Code Relating to the Definition of
Kennels.
Alderman Stout made a motion, seconded by Alderman Birch Ferguson, to adopt and approve
the above items.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dimas, Birch-
Ferguson, Garling, Short, Stout, Jakabcsin, and Morano. Motion carried.
* Infrastructure Committee:
C. Resolution 22-R-0010 — A Resolution Authorizing the Mayor to Execute a
Professional Engineering Design Services Contract with Gewalt Hamilton Associates, Inc. for
the IL 38 and Technology Boulevard Traffic Signal Project For an Amount Not to Exceed
$51,950.00.

Alderman Beifuss made a motion, seconded by Alderman Dimas, to adopt and approve the
above items.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dimas, Birch-
Ferguson, Garling, Short, Stout, Jakabcsin, and Morano. Motion carried.

Alderman Brown returned to the meeting. Alderman Brown raised a concern that the Notice to
Residents stated that the Public Hearing would be at City Hall. Alderman Garling also
expressed a concern about this. City Administrator Guttman said that staff would resend the
notice advising people interested in offering comments or questions to provide them to the
Deputy City Clerk end of the day the Friday before the March 7, 2022 City Council and they will
be read into the record.
13. Mayor’s Comments. The Mayor expressed what a great loss to the community the
unexpected death of City Clerk Nancy M. Smith is. He also mentioned what a nice service was
held in her honor.
14. Executive Session. There was no need for an executive session.
15. Items to be Referred for final Action from Executive Session. Not applicable.
16. Adjournment. At 7:34 pm, Alderman Chassee made a motion, seconded by Alderman
Stout, to adjourn. Voting Aye by Roll Call Vote: Aldermen Chassee, Beifuss, Brown, Sheahan,
Hallett, Birch-Ferguson, Dimas, Garling, Short, Stout, Jakabcsin, and Morano. Voting Nay: 0.
Motion carried.
