Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called the meeting to order at 7:00 P.M. Roll call found Alderman James Beifuss present in-person at City Hall, and Aldermen Heather Brown, Sandra Dimas, Alton Hallett, Joe Morano, and Jeanne Short present via Zoom teleconference. Alderman Matt Garling was absent. Staff present in-person included Director of Public Works Mehul Patel. Administrative Assistant Ashley Heidorn was present via Zoom teleconference. Mayor Pineda has determined that in- person meetings are not practical and prudent at this time. 2. Approval of Minutes A. Infrastructure Committee Minutes of January 6, 2022. Alderman Brown made a motion, seconded by Alderman Morano to approve the Meeting Minutes of January 6, 2022. Voting Yea: Aldermen Beifuss, Brown, Hallett, Morano, and Short. Voting Nay: 0. Abstaining: Alderman Dimas. 3. Public Participation I Presentations. None. 4. Items for Consent. Alderman Brown requested discussion on Consent Item B. Alderman Dimas made a motion, seconded by Alderman Brown to approve: A. Resolution No. 22-R-0003 - A Resolution for Maintenance of Streets and Highways by the City of West Chicago Relating to Fiscal Year 2022 MFT Estimate of Maintenance Costs C. Rejection of all Bids and Re-bid - Headworks Influent Gate Replacement Project at West Chicago/Winfield Wastewater Authority Regional Wastewater Treatment Plant Roll call found the vote unanimous for approval. Resolution No. 22-R-0010 - Contract Award - Professional Engineering Design Service to Gewalt Hamilton Associates, Inc. for IL 38 and Technology Boulevard Traffic Signal Project. Alderman Brown wanted to know if the signals would have traffic sensors like similar lights along IL 38 since there are other nearby traffic signals in the area already. Mr. Patel explained that the signal would be interconnected with the signals at Washington Street and Kautz Road so the green lights are matching in the same direction, and IL 3 8 would have a longer green than Technology Boulevard. Alderman Brown made a motion, seconded by Alderman Dimas to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown, Dimas, Hallett, Morano, and Short. Voting Nay: 0. 6. Unfinished Business. None. 7. New Business. Alderman Brown asked if it would be possible for the Aldermen to get some information about the agreement with Winfield regarding the Wastewater Treatment Plant, and if it would be possible to have more trees or foliage planted to help combat the odors produced by the Plant. Mr. Patel explained that the contribution of each municipality is based on the amount of flow to the Plant from each. It typically ends up being around 72-73% from West Chicago and the remaining from Winfield, so the costs are split similarly. Part of the head works project referenced in Consent Item C was meant to address the odor control issue, but as it has been rejected and will be re-bid, staff will be looking into it in more detail. 8. Reports from Staff. Mr. Patel advised the Committee that some of the structural rehabilitation work on 200 Main Street will begin in mid-February, with the masonry work to follow sometime in April. Roofing work will also be done, and the project will hopefully be completed by the end of August. Interior buildout of the commercial stories will then come before the Committee sometime around July or August. Mr. Patel also noted there is a four-inch water main on Bishop Street that is undersized for the area and has a history of breakage. Staff will be adding that scope of work to the Fair Meadows Subdivision Project, which is a CDBG project. Staff reached out to DuPage County, and it is anticipated that the County will cover $200,000.00 of the anticipated $300,000.00 for that additional work. The revised agreement will likely be brought before the Committee in April, along with an award for the Stockberry Lane and Grove A venue Resurfacing Project. The City also recently went out to joint-bid for the Crack Sealing Program, which should come before the Committee in March. The Lift Station No. 5 Project should also be coming to the Committee in April following some redesign of the generator size. Mr. Patel also made a special mention of the Public Works staff for a job well done during the recent snow event. Aldermen Beifuss and Hallett both commented that West Chicago's streets were cleaner than neighboring areas as well as the State roads nearby.
