Guttman SIGNATURE_________ _ ITEM SUMMARY: Well No. 6, located at 525 Industrial Drive, is one of the four City-owned shallow wells. The pump and motor assembly is a Bryon Jackson assembly installed in 1987. The well pump operates at a depth 211' below ground, and is rated to pump approximately 850 gallons per minute (gpm). The well is powered by a 75 HP Byron Jackson Type H submersible motor with a mercury seal. Starting in the spring of 2018, Well No. 6 began exhibiting decreased performance. Currently, the well output has decreased to 670 gpm. Based on the decrease in performance, Well No. 6 is currently in need of inspection and rehabilitation. If left unchecked, the well assembly will likely experience complete failure or, in the worst case, the column pipe may separate and drop the assembly to the bottom of the casing. A casing is the pipe structure that is placed in the hole drilled in the earth to maintain the well opening. The City has multiple Byron Jackson assemblies at various well sites. Typically, these assemblies have lasted 15 to 20 years before needing rehabilitation. Well Station No. 6 was last serviced in 2008. Please note Layne Company (Layne) is the only company that can provide a Byron Jackson factory authorized service person. Due to their history of being a factory-authorized sales and service representative for Byron Jackson pumps and motors (including those containing mercury seals), as well as its satisfactory history of servicing the City's well assemblies, staff solicited a proposal from Layne of Aurora, Illinois, to pull and rehabilitate the Well No. 6 Assembly (see attached proposal). Layne's proposal includes a complete rebuild and rehabilitation of the existing well equipment including a television survey of the well casing. The estimated total for these services is $93,215.00. One additional item addressed in Layne's proposal is replacement of the well motor, if needed. The existing motor has a mercury seal system that needs to be inspected before reinstallation. If inspection determines the mercury seal has failed and cannot be reused, a factory exchange replacement motor with mechanical seal has been quoted at a net cost of $68,800.00, for a total project cost estimate of $162,015.00. At this time staff does not foresee a need to replace the motor. City staff recommends the rehabilitation of the well assembly associated with Well Station No. 6 before the start of peak summer water system demand. Staff requests that a professional services contract be awarded to the Layne Company of Aurora, Illinois, related to the rehabilitation of the pump and motor assembly at the City's Well No. 6, for an amount not to exceed $162,015.00. The pulling would be done to determine the reason for the decrease in the well production, that the City has noticed. The 75HP Byron Jackson submersible pump consists of a Baker pitless adapter, approximately 203' of 6" T&C line pipe, #1 /0, 600V power cable, 1-6" surge control valve, a 6 Stage -11MQL all bronze Byron Jackson bowl assembly, and a 75HP, 10", 4 pole, Type H Byron Jackson submersible motor. Layne installed the new 75HP Byron Jackson submersible pump in 1987. Layne performed subsequent repairs in 1994 and 2007/2008. In the last repair, the 75HP Byron Jackson motor was serviced, the all bronze bowl assembly was rebuilt, a new pitless spool was furnished, a new flat cable installed, and all new coated pipe was installed. Well No. 6 was drilled in 1980 by Hoover Water Well Service out of Zion, IL. The well was cased with 12" steel pipe to a depth of 71' followed by 12" open hole to the reported, finished depth of 325'. In the 2008 pump repair, we noted that the total depth was 305'. In 2008, we also had an issue with the pump hanging up during reinstallation with approximately 106' of pipe installed (along with the motor and bowl assembly). This is well below the bottom of the 12" casing, so there must be a dog leg in the well at this point. This caused the removal of the pump to repair the scraped up cable. We will assume that we can deal with the dog leg issue during the next repair with no issues. Due to the nature of the situation, an exact cost cannot be determined until the pump has been pulled and inspected. However, for our proposal, we have developed the list below, which includes all items that we believe will be required, as well as some items WATER RESOURCES 721 W. Illinois Avenue: Aurora, IL 60506 I Office: 630-897-6941 I Fax: 630-897-6976 I layne.com ===== PDF PAGE 21 ===== [Extraction: embedded PDF text] City of West Chicago ATTN: Rocky Horvath January 24, 2022 Page2 that may be needed on this 75HP, Type H 460-volt Byron Jackson submersible well pump. • Mobilization to the site, pull the pump, briefly inspect on-site and measure the total depth and static water level. • Television Survey of the well to check the integrity of the well casing and open borehole. • Disassemble, inspect & probable rebuilding of the Byron Jackson bronze bowl assembly. • Mobilize 6" column pipe to our yard; sandblasting for inspection; and remobilize back to site. • Possible 6" T&C pipe repairs and re-epoxy coating, inside and out. • Service the Byron Jackson motor - change oil, epoxy coat exterior, check the seal float, etc. • New materials contingencies. • Reinstallation of the pump, including a test of the well and pump. Please note that the 75HP Byron Jackson Type H mercury motor seal should be balanced, and the motor dewatered in accordance with our exclusive procedure. This will allow the motor to be put in the proper shipping position with the mercury seal secured and will minimize the potential for water entering the motor windings, which would result in damage to the motor. Only Layne can provide a Byron Jackson factory authorized serviceman to complete this procedure properly. As a result of the new July 1, 2012, IEPA guidelines, we no longer conduct the seal servicing or motor dewatering over the well. To our knowledge Layne is the only contractor in the country that is currently utilizing a sealed motor service containment module that is transported to the project site to meet the new IEPA regulations. Our work will include COMPLETE adherence to these regulations. A pump repair of this type is normally performed on a time and material basis. Since the motor is currently operating satisfactorily, the above pricing schedule is based upon the 75HP motor being reusable and completely serviceable, utilizing our unique, multi-step Byron Jackson Type H motor servicing procedure. If so, the NET price to the City would be $68,800.00, which includes the $7,250.00 credit for the City's motor and shipping costs. The estimated time frame for the factory exchange motor would be at least 12-14 weeks, after the City's Motor is inspected. Once the pump has been removed, cleaned, & inspected, Layne would provide an updated repair cost estimate BEFORE proceeding with any repairs. Of course, if we encounter something needed that is out of the ordinary, we will include that in the updated estimate. This has been standard practice on the many repairs performed for the City in the past. One possible item NOT listed in the pricing schedule is the need for any well rehabilitation. We suggest the City review the recent flow & drawdown readings to check the present specific capacity. This proposal includes current pricing for any new 6" T&C line pipe needed. Our suppliers' quote is valid for only 7 days, so there is potential for an increase in the unit price when the job is executed (perhaps even a decrease is possible? We can hope). The time to execute this work, of course, depends upon what work is done. But if the motor is reusable and we can completely service it in our Aurora Service Center as part of this repair, we would estimate the following time frames: • Mobilize, pull & inspect. - 2 weeks • Repairs -4 to 6 weeks • Reinstallation and testing - 1 week. Our current rig schedule would allow us to start this work in 2 to 3 weeks. We appreciate the opportunity to submit this proposal and hopefully it meets your favorable response.
