Guttman SIGNATURE_________ _ ITEM SUMMARY: City's Well No. 5, located at 525 Industrial Drive, is one of the five City-owned deep wells. It is the City's oldest well in operation. The well assembly consists of a Gould's Pump and Sunstar Motor with a mechanical seal, set at a depth of approximately 750 feet. The well is rated to pump 900 gallons per minute (gpm). The Well was constructed in 1967 and was last serviced in 2008. The 2008 project included replacement of the motor assembly, which had failed. Starting in 2018, Well No. 5 began to exhibit a decline in capacity (gpm). The well capacity is currently 650 gpm. Reduced capacity is indicative of an overall problem with the well assembly. If left unchecked, the well assembly may experience complete failure or, in the worst case, the column pipe may separate and drop the assembly to the bottom of the casing. A casing is the pipe structure placed in the hole drilled in the earth to maintain the well opening. Due to the observed performance issues, an inspection and service is required. Well No. 6, also located at 525 Industrial Drive is slated for rehabilitation in 2022. Well No. 6 is being presented as a separate project as both wells are separate, self-contained pieces of equipment. Layne is the sole source for the repairs to Well No. 6 due to its use of a mercury seal system. Due to its history servicing Well No. 5 and original equipment installation, staff solicited a proposal from the Layne Company to pull, inspect, and rehabilitate both well assemblies. Staff has also been satisfied with Layne's work to date. Layne's proposal includes a complete rebuild and rehabilitation of the existing well equipment, including a television survey of the well casing. This proposal also contains estimated provisions for new column pipe, cable, cleaning and re-coating of the existing column pipe, and an overall inspection of all well components. In staff's negotiations with Layne, a cost savings has been provided if both wells are serviced at the same time. Awarding both contracts to Layne will provide mobilization and service savings to the City. The estimated total cost for to rehabilitate Well No. 5 is $195,960.00. One additional item addressed in this proposal is replacement of the well motor, if needed. We have had previous issues with the motor at this well site, and it will need to be inspected before reinstallation. This type of motor typically does not have a long life span. If the inspection determines the unit cannot be reused, a new motor has been quoted at $122,000.00, for a total project cost of $317,960.00. Staff requests that the City Council authorize the Mayor to execute a professional services contract with Layne Company, for an amount not to exceed $317,960.00, for services necessary to remove, inspect, repair, re-install, test, and place the well assembly at Well Station No. 5. There is $500,000.00 budgeted in the Water Fund (06-34-47-4420) for needed pump station repairs, which is adequate to rehabilitate Well No.5, including the replacement of the motor, if needed. Well No. 6 will also be billed to the same Account. The cost of Well no. 6 is not to exceed $162,015.00. The pulling would be done to determine the reason for the significant decrease in the well production, that you have noticed. Layne originally installed a deep - set Layne and Bowler oil lubricated line shaft pump in Well No. 5. In 2002, the line shaft pump was converted to a 250HP, 480V submersible pump by Meadow Well and Pump. Approximately 11 - 12 years ago, Layne purchased the assets of Meadow's commercial division, which included all files on prior work performed. This included information on the 2002 conversion, as well as additional repairs in 2005 and 2008. In the 2008 repair, the 6 year old motor had failed. According to your records, this is the last time that the pump was pulled for repair. According to the Meadow information, the submersible pump consists of a surface plate assembly, 745' of 8" T&C line pipe in single random lengths, a 5' - 8" stainless steel piece of pipe off the all bronze bowl assembly, 2 - 8" surge control valves, 500MCM jacketed power cable, an 11 Stage - 12CMC Goulds all bronze bowl assembly designed for 900GPM at 803' TOH, and a 250HP, 480V, 4 pole Sun Star submersible motor. According to the Illinois State Water Survey Bulletin 60, Well No. 5 was drilled in 1967 by the Mileager Well and Pump Company out of Wisconsin. The original total depth of the well was 1376' and the well is cased with 20" OD pipe to 340' along with a 16" liner from 1029' to 1141 '. After the well was drilled, the well was explosively shot with 1,050lbs the initial time, then 900lbs the second time. The original history of the well development is mentioned since the Meadow 2008 TV Survey was stopped short at 1,315' due to dangerous, large caverns threatening the retrieval of their television equipment. There were numerous, large caverns in the open borehole between 1 ,230' - 1,315' that represent potential for excellent production. WATER RESOURCES 721 W. There really is no way to provide a reasonable liner replacement estimate until the pump has been pulled and the well is televised. Due to the nature of the situation, an exact cost for the pump repair cannot be determined until the pump has been pulled and inspected. However, for our proposal, we have developed the list below, which includes all items that we believe will be required, as well as some items that may be needed on this 250HP, 480 volt submersible deep sandstone well pump. • Mobilization to the site, pull the pump, briefly inspect on-site and measure the total depth and static water level. • Disassemble, inspect & possibly rebuilding of the Goulds bronze bowl assembly. • Mobilize 8" column pipe to our yard; sandblasting for inspection; and remobilize back to site. • Possible 8" T&C pipe repairs and re-epoxy coating, inside and out. • Inspect the Sun Star motor to determine if it is suitable for reuse. • Television Survey of Well • New materials contingencies. • Reinstallation of the pump, including a test of the well and pump. Pump repairs of this nature are normally performed on a time & material basis. We would typically use a Large Pump Service rig, along with a Large Truck Crane, with combinations of 2-, 3-, & 4-man crews. If there are issues with the 250HP, 460V motor, it would need to be sent back to Sun - Star for teardown & inspection. We are not able to provide an accurate repair cost but would think a rebuild would be in the range of $60,000.00 - $70,000.00. An Alternative would be the installation of a new 250HP, 14", 460Volt Byron Jackson motor at an estimated cost of $122,000.00. This is still an estimate, since a pricing increase was supposed to happen in the fall, but has not yet. Once the pump has been removed, cleaned, & inspected, Layne would provide an updated repair cost estimate BEFORE proceeding with any repairs. Of course, if we encounter something needed that is out of the ordinary, we will include that in the updated estimate. This has been standard practice on the many repairs performed for the City in the past. We have not included a contingency for sand bailing, which in the past, does not look to have been needed. This proposal includes current pricing for any new 8" T&C line pipe needed. Our suppliers' quote is valid for only 7 days, so there is potential fo an increase in the unit price when the job is executed (perhaps even a decrease is possible? We can hope). But if the motor is reusable and we can completely service it in our Aurora Service Center as part of this repair, we would estimate the following time frames: • Mobilize, pull & inspect. - 2+ weeks • Repairs - 6 to 7 weeks • Reinstallation and testing - 2 weeks.
