Guttman SIGNATURE. _________ _ ITEM SUMMARY: Emerald Tree Care, LLC has provided annual Emerald Ash Borer (EAB) treatment services related to the application of insecticidal treatments, in the form of trunk injections and Basil System Soil Injections, to manage the spread and negative impact of the EAB since 2011 . There are currently approximately 1, 163 City-owned Ash trees that would require treatment in 2022. To date, there have been approximately 643 Ash trees lost since EAB treatment began in 2011, or about 35% of the original treatment set. Many of these trees were lost due to storm related damage or other reasons; however, the majority were removed due to failing health caused by early damage from the EAB. Wayne White of Emerald Tree Care has provided the City with his recommendation for continuing with a monitor and treatment program for the City's Ash trees. Furthermore, Mr. White recommends the continued use of Boxer for trunk injections bi-annually and soil treatment using "lmidicloprid" on an annual basis. In FY 2021, Emerald Tree Care, LLC provided annual soil treatment of "lmidicloprid" and the bi-annual trunk injections using Boxer (a.k.a. Emamectin Benzoate) for protection against the EAB. In 2022, the EAB program will only require the soil treatment. Emerald Tree Care has provided a proposal for soil treatment during 2022, in the amount of $22, 155.00 at the same unit prices as the previous contract(s). Please see attached for additional information. Staff recommends continuing soil treatment in Fiscal Year 2022, along with continued monitoring of the City's Ash trees and conducting an evaluation of all remaining Ash trees to assess the benefits of continuing application of insecticidal treatments for the EAB. In FY 2022, there is $40,000.00 budgeted for the 2022 EAB Insecticidal Treatment Program in the Capital Projects Fund Account 08-34-53-4886. Without continued treatments, the preservation efforts the City has put forth thus far would be at risk. The treatment program has yielded successful results. For the 2022 Season, there are 1,163 Ash on the treatment list for preservation. These Ash had a total of 9,384 diameter inches in 2010. These Ash now have a total of 17,124 diameter inches, which reflects an 82.4% increase in growth. While the City is aware, it is nice to reiterate the many benefits of these municipal trees. Benefits include reducing air pollution, conserving water, reducing soil erosion, and providing shade for residents. The 2022 Season recommended Ash treatment consists of the soil drench. This soil drench is a mixture of fertilizer, bio-root stimulant, and insecticide (a.i. imidacloprid) that is applied in the Spring. The trunk injections were performed in 2021, and therefore injections do not need to be performed this year. The chemical (a.i. emamectin benzoate) is labeled for up to two-year control and is recommended for application every-other-year. The consideration of injections is not needed until the 2023 Season.
