CIVIL SERVICE COMMISSION MINUTES
Regular Meeting
*Approved 4-12-22 March 8, 2022
(1) Call to Order and Establishment of a Quorum.
Elect pro-tem chair in the absence of no named chair. Kevin Millon made a motion to elect Keith Letsche pro-tem chair, Edmond
second. The motion carried. Keith called the meeting to order at 5:03 p.m. In attendance Keith Letsche, Kevin Millon, Edmond
Moore. Chief of Police Colin Fleury and Carol LeBeau also in attendance.
(2) Approval of Minutes
The Commission approved the minutes of the meeting on February 16, 2022. Edmond made a motion to approve seconded by
Kevin. Motion carried.
(3) Public Participation
None.
(4) Old Business
None.
(5) New Business
None.
(6) Items for Discussion and Possible Action on
The Commission reviewed applicant file number 11 and 12.
(7) Correspondence
None.
(8) Executive Session
The Commission determined the need for Executive Session to discuss applicant files 11 and 12. Motion made by Keith second
by Kevin at 5:36 p.m.to move to Executive Session, motion carried. Chief Fleury remained for Executive Session at the
Commission’s request. The Commission adjourned Executive Session at 5:46 with a motion by Keith second by Kevin.
(9) When Applicable Items to be Referred for Final Action from Executive Session
Keith motioned to strike applicant numbers 6, 7, 8, 9, 10 and 11 from the Police Officer Final Eligibility Register second Edmond
motion carried. Edmond made a motion to certify applicant number 12 second Keith motion carried.
The Commission reviewed the amended Rules and Regulations approved by City Council on March 7, 2022. Keith brought to the
attention of the Chief Chapter III Section 8 Lateral Transfers with regard to the oral examination panel stating the new rules stated
the panel would be determined by the City. The Chief responded it was not the intention of the City to exclude the members of the
Commission from the oral interviews. The Commission concurs with the amendments and agrees to adopt the Rules and
Regulations after following proper procedure for approval.
The Commission also discussed and raised some questions they had regarding the rules and requested Carol to contact Jim Knippen
Civil Service attorney for his opinion.
(10) Adjournment.
Motion made by Edmond and seconded by Kevin to adjourn the meeting. Motion carried and meeting adjourned at 6:17 p.m.
